Decree 1373 of September 9, 2026 entrusts the Vice President of the Republic with a general mission of inter-institutional and inter-sectoral coordination on initiatives of national interest. The measure is based primarily on Article 202 of our Political Constitution, which allows President Abelardo de la Espriella to entrust the Vice President with special missions or tasks, and on Article 209, which establishes the principles of coordination, efficiency, speed, economy, impartiality, and publicity of the public administrative function. The decree specifies that this work does not replace or subordinate the powers of public entities. On the contrary, it seeks to bring together national entities, the branches and autonomous bodies of the State, territorial entities, citizens and the international community. The decree is aimed at generating greater efficiency in the execution of this government's strategic priorities . Furthermore, it addresses issues of state transformation, education, strategic resources, energy security, economic growth, competitiveness, productivity, macroeconomic stability, investment, and international integration. The following are among the special missions assigned. One, coordinate the Talento Colombia strategy focused on closing gaps between training, the knowledge economy, artificial intelligence, technology and the export of services. Second, to promote the modernization, simplification and interoperability of the State through artificial intelligence, data analytics and evidence-based management. Three, to revitalize projects related to energy, hydrocarbons, critical minerals and renewable energies. Fourth, to facilitate and accelerate strategic investments, including projects of strategic national interest , as well as the internationalization of the economy. And five, to support productivity, competitiveness, agribusiness, and financial innovation. macroeconomic stability and economic growth. The decree also authorizes Vice President José Manuel Restrepo to issue instructions, circulars, or documents necessary to fulfill these missions.
