Colombians, Colombia was on the brink of disaster because of a government that hid the accounts, inflated the promises, and left the bill to 50 million Colombians. Let's begin. This is a government that speaks the truth. President de la Piella said it bluntly . We inherited public finances in a critical state. False budgets were built for 4 years . The debt was disguised, the spending was sold as a miracle, and it was paid for with short-term, expensive, and hidden debt. No recent crisis compares to the economic disaster they left us with. That's the country we found. The figures are there. The previous government submitted a budget of 575.6 trillion pesos with a gap of more than 30 trillion pesos. He calculated the debt service at 118 trillion. The truth is 155.4 trillion. They were short 37.4 trillion in debt alone. They lacked money for pensions, for health, for salaries, for public universities, for the fuel fund. Add up to more than 20 trillion in unfunded spending and 37 trillion in underestimated debt. Nearly 59 trillion that weren't on paper, but were in real life. The president said that out of every 100 pesos of the budget, 24 go to debt payments and only 14 are left for investment. 44% of what the State will move next year comes from borrowed money. 281 trillion pesos, almost half of the country. Reliable. Operating costs 392.5 billion, investment 86.9 billion. That is the X-ray of a state that devoured the future to finance its rhetoric. Many will wonder, then, why is this government presenting a larger budget? Because this government didn't just fudge the numbers, it came to reveal the truth. The budget of truth does not invent 59 trillion in expenses, it finds 59 trillion that had been hidden. First, the truth is told, then action is taken based on it. A doctor who lies about the diagnosis kills the patient. A government that lies about the budget bankrupts the country. The economic committees of Congress easily approved the amount of 634.9 trillion pesos, as stated by the Minister of the Interior, Rodrigo Lara. This is about accepting the fiscal truth, without hidden accounts or disguised debts in future items. Being honest is the first step towards austerity. The president of Esplieella is determined. This is their agenda. He will not look the other way, he will not wait for the gap to eat away at people's jobs, investment and food. He received the fire and decided to put it out with numbers, not with speeches, not with stories. And now comes the scalpel. [snort] All national government entities are entering into a spending adjustment. Each ministry will cut back for the remainder of this year. The Treasury already has a 21.9 trillion peso cut on the table . And in November, the Minister of Finance, Miguel Gómez Martínez, will submit the draft budget cuts. He said it with complete clarity. We will sacrifice the fat and the bureaucracy. We will prioritize investment and the work of those who work. The portfolios will be merged and closed. We're not going to cut for the sake of cutting. [snort] We're going to cut back so that Colombia has money again to produce, for investment, to pay off the debt without mortgaging our children. The president was emphatic. This is not just an adjustment; it is for the country to attract investment and generate new sources of wealth. Because an obese state does not create jobs. A pachydermic state stops. An honest state, change. Yes. And there's another character decision. In the coming days, a legislative act will be introduced to change once and for all the relationship between the executive and Congress. Parliamentary management is legitimate, it will be recognized, it will be processed in full view of everyone. The hidden, the ulterior, comes to an end. Start a relationship on the table, clear, transparent, public, without under- the-table transactions. This government will not hide the figures again so that someone will applaud in the short term. We prefer the applause of truth. We prefer applause to reality, not to fiction. The miraculous homeland that we Colombians dream of is built by stating how much the State costs, cutting what is superfluous, and defending what truly produces. President de la Espiella and his government will not rest until we get Colombia off the edge of the precipice that the previous government placed us on.
