Here we will pay special attention to this issue due to the phenomenon of human trafficking and sexual exploitation associated with tourism. Anyone who tries to use this wonderful city to exploit our children and teenagers will find a determined government that will come down on them with an iron fist, as it should be . We will also strengthen our intelligence capabilities and response to the criminal use of new technologies, and we will, of course, deepen operations against transnational organizations. The instruction is clear to all law enforcement agencies . More intelligence, more coordination, more operations, and better results. We're going to hold that Security Council meeting again in a month . to verify what has been done, with a list in hand, because this is not a government of speeches and empty talk, of harangues or catilinarian orations. It is a discourse that creates, organizes, has a strategy, and of course executes. The territory of Colombians does not belong to criminals. A project that doesn't work is 100% effective for the citizen, and that needs to be corrected. In health, we will allocate 12 billion pesos for infrastructure in María Laabaja, Cartagena and El Salado, and we will maintain the hospital in María Laabaja as a priority, seeking alternative financing options. For the agricultural sector, there will be support for small livestock farmers, incentives for irrigation systems, and an evaluation of financial relief for producers affected by El Niño. In energy. Bolívar has 108 energy projects and we are moving forward with the temporary transformer in Chinú to address rationing in Monpost, Taligua and Magangué. Let's grab this bull by the horns, because this is a very important announcement. We will promote the 58 km between Norosí and Barranco de Lobova, the Piedra Candela and Buenavista La Palma bridges and a plan for tertiary roads and concrete paving, with everything for the department of Bolívar. For Cartagena, we will allocate 87.7 billion pesos to the Gran Malecón del Mar (Great Seafront Boardwalk). We will also make progress on the perimeter road and the aquabus project. We will work to facilitate new investments in the cruise terminal and we will bring together the ANI, the ANLA and the civil area to unblock the airport works. And we have made, or I have made, a decision because the Colombian state is so dysfunctional that Dimar is located in Bogotá where there is no sea. Dimar is coming to Cartagena by presidential order.
