Keterangan Pers Menteri ESDM Bahlil Lahadalia, Istana Merdeka, 17 September 2026

Alright, ee respected media friends, we have just finished holding the first plenary session of the National Energy Council in 2026, which was chaired directly by President Prabowo as Chairman of the DEN and then also present were the Vice President of the Republic of Indonesia as Deputy Chairman of the DEN and all DEN members from both stakeholders and government elements. The things we discussed were of course responding to the geopolitical situation that occurred by ensuring that our national energy supply was sufficient. I would like to convey that in the meeting earlier, we also discussed and received direct direction from the President that the availability of our fuel stock, our national reserves, is at 18 to 20 days, so thank God, it's still clear. Secondly, we have also decided that for the long term, we will learn from the success of B50, where B50 is the result of CPO being mixed with ee methanol, which then becomes FAME, which has led us to no longer import diesel specifically for CN 48. Well, learning from this, the President has ordered us to immediately formulate the same steps for us to develop E20. E E E50. We know that our fuel consumption for diesel per year is approximately 39 million kiloliters and for gasoline it is almost the same, approximately 39 to 40 million. Well, this is a form of encouraging domestic fuel availability. In addition, we will also encourage large-scale exploration of oil block basins and optimization of existing wells. Our old wells will be intervened with technology, including the President's earlier order to monitor the 45,000 community wells. This must be done professionally and there must be no violations or selling to other places. Fellow media members, the President also directed us to establish good cooperation between academics, business actors, and the government in formulating future energy policies. No less important is the direction of the President regarding the draft oil and gas law reported by the National Energy Council that we will strengthen with this institution being directly under the President. We as technical ministers will carry out what is ordered by the President's directives. I think those are some important things related to the first plenary meeting of the National Energy Council in 2026. Please go ahead. Regarding what was revealed, sir. So, I will convey SK 63 later during the discussion of the law. But the institution will be under and directly responsible to the President. And that's clear. Not up for debate. We just need to find a regulatory formulation that strengthens BUK. Especially in licensing. We do not want cross- sectoral licensing to become an obstacle to increasing our lifting. Without reducing the eh processes eh as they should be within the authority of each ministry. So we will still do this. We will encourage the model and flexibility in negotiations with both the private sector and the government, whether through cost recovery or other forms that can be mutually beneficial. Yes. I can't answer that yet. But I said that this special business entity will be under the direct responsibility of the President. What flexibility will BUK have, sir? Later, after the discussion of the law, the President will issue the presidential decree. We, as the chair of the government's legislative discussions, will explain the details as the legislation is discussed with the DPR. Yes. Sir, info on Russian oil phase 2 in the country, sir. I convey that the availability of our crude oil is, God willing, safe. Including parts of Russia. Later I will explain other technical matters from Russia at the right time. Okay. For the US, sir, yes, that agreement is for oil, what kind of fuel oil is there, sir, is it there? The Indonesian government will always think and act carefully by considering and prioritizing economic principles. Besides certainty, there is also the principle of economics. This means that having goods is important, but they must also be economical so that they do not burden our state budget and/ or burden our people with the value of what we will buy. We look for the best. Let's look for the cheaper one which we will buy, OK? We, the government, will prepare stocks of public needs, especially those related to subsidized fuel. The problem of shifting from those who previously did not use subsidies to those who now use subsidies. My advice as an Indonesian citizen to my capable brothers and sisters who, I'm sorry, use a BMW car , and then high-class cars , please let us also use our hearts. Let's not use subsidized fuel for us. That's for our brothers and sisters who deserve it. Another method is that subsidies must be targeted appropriately. That's it, yeah. Who will regulate the transition regarding your suggestion earlier? What's that? Regarding the transition earlier. What are the regulations, sir? Will you make official regulations, sir? I will consider. We'll see, but I have to talk about this first. Regulation requires a process. But this warning is important. For example, like me, why use subsidized fuel? Subsidized fuel is for our brothers and sisters who are entitled to receive it. If you have a sufficient salary and a nice house, please be careful. Yes, I have to say this, because I am a minister who has eaten subsidized rice. So, give the people who have the rights that belong to them. Don't let those who can afford it take it, okay? Thank you very much, friends. Thanks.
