Mr. President, I will briefly present the draft decree that we are bringing to you, a draft signed by Minister Wellington, by myself, the Minister of Planning, and by Minister Daro. Well, the law, the president of the Bolsa Família program, grants us authorization to make inflation adjustments to guarantee the purchasing power of Bolsa Família beneficiaries, the most vulnerable population in this country. And it is important, in order to maintain the purchasing power of these families, that there be an adjustment for inflation. What we have determined, Mr. President, is that inflation, as measured by the INPC (National Consumer Price Index), from the beginning of the program until August, which is the last observed and calculated index, is 15%, 15.04% to be precise. This results in a linear adjustment of 15% for each of the Bolsa Família benefits. So, the program's minimum payment, which is R$ 600, will increase to R$691. The average benefit of the program, when added to other benefits, goes from R$675 to R$777, meaning a nominal variation of around R$100. I repeat, this is in response to inflation adjustment during this period since the beginning of Bolsa Família, as authorized by law. It's important, Mr. President, to say that this is a measure of social justice for these families. In accordance with the law, and which we have decided to bring to your attention now, because at this moment Minister Wellington will speak about the measures adopted within the program to improve it, so that the program becomes increasingly efficient in reducing poverty, in reducing hunger , in ending hunger in Brazil. But from a fiscal point of view, it's also important to remember that this is being done entirely within our rules. We are preparing to release an expense assessment report on the 24th, and we have identified that there is fiscal space for you to grant this adjustment under the terms that the law authorizes us to do. The impact for this year, starting with the October payroll, is R$ 5.8 billion, and for next year it will be around R$ 22 billion. We are going to adjust the 2027 budget law, which you have already submitted to Congress, so that within the fiscal space we have, we can accommodate the readjustment of the Bolsa Família program. And for 2026, it's important to mention that a portion of that space comes from another goal you delivered to Brazilian society, which was to eliminate the social security backlog . This was done with such efficiency that there are some surplus resources that we channel towards adjusting the Bolsa Família program. So it's being done without any additional variation in our total expenses, it's being done within our fiscal space with absolute responsibility, and that's fundamental for us to maintain those two pillars that we always talk about. On one hand, we must assist the most vulnerable, serve the population that most needs the State, and restore the purchasing power of these families; on the other hand, we must do so with absolute fiscal responsibility. Thank you, [applause] Minister Wellington Dias. President Lula, the inflation adjustment, as Minister Bruno Morette of Planning said, is a provision in the law. The law authorizes this compensation, and that's what you're doing today by signing the decree to compensate for accumulated inflation. Although inflation is low, at 154%, the importance of this compensation for this more vulnerable public, the efficiency that you led us to achieve starting in 2023, Mr. President, was first in combating fraud, ensuring efficiency with the modernization of the social registry. This ensured that we could reach even the people who were entitled to the benefit but were unable to access it . And the result of that, the most visible effect, is that this is what helped to remove Brazil from the hunger map. Those 33,000,000 people who were experiencing food insecurity back then. Now, FA, the test, which by 2025 was reduced to 0.6% of the population, is the lowest indicator of food insecurity. And this year we are working here with our team, across all areas, to reach those we haven't yet reached. Efficiency, Mr. President, is also important. With work done from the perspective, as you say, of ending hunger is just the beginning, it's only a first step; other steps need to be taken . So, taking care of health, taking care of education so that the person can grow, can achieve an education. Yes, with the Acredita program that you also created, both in rural and urban areas. Today, we have the means to guarantee these people the opportunity to have a job, to start their own business, and to participate in cooperatives. And this helps us to have, on one hand, people who are entitled to the benefit receiving it, but also people who are rising in the social ladder. Just one important piece of information from IBGE: we've reduced poverty in Brazil to its lowest level, haven't we? Since 2023, it has fallen by 11.6%. What does that mean? This means that more than 25 million Brazilians have moved up the social ladder. They escaped extreme poverty, they escaped poverty, some escaped low income, and reached the middle class. It is mainly people from the Bolsa Família program who are filling the new job openings. Over 80% of new job openings are being filled by people receiving Bolsa Família benefits. Ah, the people on Bolsa Família don't want to work, they want to work, but as you say, they want decent jobs. Want a decent job? And I say, Mr. President, that this readjustment is important so that people can continue to meet their needs, being able to buy food with this adjustment . In short, inflation was low, it was low inflation, but there was inflation. And you, recognizing this, make amends. So I want to take this opportunity to thank our team here, from the social assistance area , from the benefits area of ​​the Unified Registry, it's a very large team, we work in an integrated way with several ministries and surely what you are doing here today is, on the one hand, following the law and, on the other hand, guaranteeing the commitment that Brazil and the world know about. Mr. President, since 2023, your main focus and that of your government has been taking care of people, especially when we look at the cost of living for Brazilian families. The Bolsa Família program is central to our strategy. to care for the most vulnerable families, to guarantee income so that people can escape poverty, and to ensure that people do not experience food insecurity. It's a program we're very proud of, and its legal framework already authorizes you, by decree, to recognize this shortfall in purchasing power and update it so that we can maintain this purchasing power for the people. We have been focusing, Mr. President, on increasing people's income in Brazil on several fronts. I'll start by saying it's about work, about employment. Today, we are in a country with a minimum unemployment rate of 5.3% and a maximum average income from work. Our average income from work is above R$ 3,500 . Does this mean that people's lives are simple? We're not saying that. We are saying that we are looking at the situation promptly and adopting all measures that can be taken to improve the work environment, whether by increasing the minimum wage, protecting the worker, proposing and approving in Congress a constitutional amendment that ends the 6x1 work schedule, which brings more dignity to the worker, who will be held accountable for productivity, but at the same time will have a period of rest and more time with the family. Beyond the work, we have returned to having a serious income transfer policy. Therefore, as Minister Bruno said, we spent these 3 years improving our registration systems. Here is the team whom I congratulate for this brilliant work on behalf of Minister Wellington. We've improved the registration process, we've been doing more frequent cross-referencing with more information, so that we can generate the right incentives and guarantee this income transfer to those who need it. So, Mr. President, in addition to more jobs with higher salaries and more income transfers, we worked on a third front, which is quality public service that protects the income we are giving to workers and to the people of Brazil. Because look, Mr. President, when someone goes to a public pharmacy and gets medication for blood pressure or diabetes control, they save money, whether from work or social benefits, because they are receiving a public service. Even if you have price inflation in the market, when you go to a "Farmácia Popular" (a government-run pharmacy program) for example, you save money. And when we look at all these scenarios, we've been studying the topic of inflation a lot , and we've noticed that the accumulated inflation, looking at food prices, for example, from before the pandemic until today, is at a level of 77%, but 56% of that comes from the pandemic and the previous government. During our administration, we experienced a 12-13% increase in food prices. When we look at the INPC, which is the index that the law and the National Congress have already authorized us to use for this readjustment in the Bolsa Família program, it's a very similar index of 15.04%. Therefore, we carry out this restructuring by ensuring that employment continues well in the country, with minimal unemployment and wage increases for workers, and that income transfer continues to fulfill its role. Even with low inflation, we will restore the purchasing power of families and continue improving public services, so that even with income, we can offer quality public services, which allows people, and Brazilian families, to save resources. This is in the context of exempting from income tax those who earn up to R$ 5,000 or reducing it for those who earn up to R$ 7,350. Yes, and in a context of greater protection and encouragement of education to achieve productivity gains in the future. As Minister Bruno said, and I wanted to emphasize, Mr. President, that we are doing this in a very responsible way, and very differently from anything seen before in the country. In the past, we created kamikaze amendments, extraordinary credits beyond what was budgeted, and with our commitment to providing predictability and guaranteeing rules for the country's institutions , we are doing our homework to incorporate this into the budget that is already planned for this year. So there's no jolt, no change of course within this year's projected budget. The impact will be to help restore people's purchasing power, with a commitment to also accommodate this in next year's budget, so that we maintain our entire trajectory of fiscal goals for the country, also bringing another contribution to keeping inflation under control, with the country growing above expectations. We are here to conclude, we received the program, as Minister Wellington was saying, with approximately 22 million beneficiaries, and this represented something like 1.5% of GDP in the transition from 2022 to 2023. With the accounts here for next year, we will have a program that will commit 1.25% to 1.2% of GDP, so we continue to stimulate, with the minimum wage policy, that those who are able go to the job market, earn their living, and the Bolsa Família program, maintaining purchasing power, continues to be a policy that I am very honored to be able to update and defend together with President Lula.
