Colombians, there is good news. Let's begin. As announced by President Abelardo de la Espriella, the Miracle Fund was created to address the emergency caused by the earthquake of August 10th. This was done through Decree 1379 of September 9, 2026, which created the Fund as an autonomous asset intended to finance humanitarian aid, recovery and reconstruction of the areas affected by the earthquake of August 10. The measure is adopted within the framework of the state of economic, social and ecological emergency declared by decree 1261 of 2026 and extended through decree 1348 of the same year. Its central purpose will be to channel and manage in a unified manner the resources intended to overcome the emergency and prevent its effects from spreading. Their resources can finance humanitarian aid, housing, health, education, transportation, drinking water, basic sanitation, energy, telecommunications, infrastructure, economic reactivation and risk reduction projects. It will also be able to structure and contract studies, designs, works, interventions, supervisions and technical assistance necessary for the recovery and reconstruction of the affected territories. The Miracle Fund will be financed with resources from the general budget of the nation, public and private donations, national and international cooperation, contributions from territorial entities, public credit operations, resources from special funds and other income legally intended to address the emergency. One of the main components of the decree is the creation of a financial and contractual management scheme aimed at ensuring the traceability of resources. The money will generally remain in the national single account system and will be transferred directly to the final beneficiaries once compliance with the obligations, delivery of goods or satisfactory provision of the contracted services has been verified. On the other hand, the management of the fund will be in charge of a board of directors made up mainly of representatives of the President of the Republic, with the participation of the National Planning Department, the Ministry of Finance and the National Unit for Disaster Risk Management. It will also have a manager appointed by the president, Dr. Jaime Uribe, responsible for coordinating the execution of the projects and submitting periodic reports on their progress. The decree also establishes additional control and transparency mechanisms. These include the selection, through a public and competitive call for proposals, of an independent international auditing firm . This oversight will be in addition to the fiscal control that obviously corresponds to the Comptroller General of the Republic. The resources of the fund will be non-seizable in accordance with the constitutional framework and the jurisprudence applicable to these cases. Due to its humanitarian and reconstruction purpose, the autonomous trust will remain in effect for the time necessary to complete the plans and projects associated with this emergency. With the clarification of the Miracle Fund, the government seeks to concentrate the sources of financing in a single mechanism, accelerate the execution of priority interventions and strengthen the monitoring of every peso allocated to the care of the communities affected by the earthquake. On the other hand, through decree 1380 of September 9, 2026, the government will guarantee the resources to maintain the energy service in the areas affected by the earthquake. An exceptional measure to ensure the continuity and restoration of the public electricity service in the affected territories. These resources can be used exclusively to address the needs generated by the emergency, including the purchase of energy, the acquisition of materials, equipment and supplies, and the contracting of services for the reconnection, repair and rehabilitation of electrical infrastructure networks. The measure seeks to address the financial and operational pressure faced by service providers and aims to prevent further disruptions and protect the care of hospitals, water utilities, shelters, relief agencies, and affected households. With these two decrees out of the 11 in total that were signed on September 9, together we will rebuild the homeland of Milagro.
