Colombians, we stand firm against corruption. Let's begin. There are episodes that one would prefer not to have to tell them about, but keeping quiet about them would be much worse. The Superintendency of Industry and Commerce uncovered a scheme of contractual corruption in the contracting of the Medellín Water Park, managed by the metropolitan area of ​​the Aburrá Valley in 2021. Listen carefully, the superintendency is not talking about a procedural error or an isolated failure. He speaks of a mechanism designed on purpose to eliminate competition, to simulate that there were several bidders when in reality he did not know, and to award contracts to companies that had already been chosen beforehand. It's that simple, and that serious. More than 15,748,000 pesos were channeled through inter-administrative contracts 288 and 961 of 2021 to Metropes, an entity that did not have the experience or capacity to execute what it was contracting. And with that same mechanism, eight invitations were directed, eight private invitations in favor of JPino SAS, one Soluciones SAS and Constroamérica SAS. And how did they do it? Inviting suppliers without real screen capacity, setting insufficient criteria for high- value contracts, altering evaluation rules, excluding bids. that really suited the State, accepting certificates that had nothing to do with what was being contracted and ultimately awarding contracts to companies without sufficient experience or financial stability. Each of those steps points in the same direction: that of a contract that already had an owner before the invitation was even opened. The superintendency was clear in its legal assessment. Using public entities as a bridge to circumvent competitive selection, fabricate an appearance of plurality, and award contracts to pre-selected suppliers is contractual corruption. And we say it bluntly, without mincing words. The legal form cannot become an alibi for favoritism, nor can public procurement become a private spoils system. The decision has already been notified to those involved: the metropolitan area of ​​the Aburrá Valley, Metroparques, Constroamérica, J Pino Soluciones and the natural persons linked to the case: Álvaro Alonso Villada García, María Eugenia Domínguez Castañeda, Viviana del Valle Velázquez, Carlos Augusto Jaramillo Villarreal, Enidia del Carmen Salazar de Sánchez, Juan Alexander Pino Jaramillo and Yamilet Galind. Chilito and the action has already been brought to the attention of the Attorney General's Office, the Prosecutor's Office and the Comptroller General of the Republic. Because when there are indications of a crime, when there is a possible disciplinary offense, and when public money is involved , an administrative sanction is not enough . All regulatory bodies must take action. Against this decision, legal appeals are obviously available, and that must be stated with the same clarity as everything else, because this government does not condemn anyone without exhausting all legal processes. The Superintendency made its decision based on the evidence presented, and now those involved have every right to challenge it. But what cannot go unnoticed is what has already been documented: more than 15,748 million pesos of Colombians' money, from the people of Medellín and the Aburrá Valley, used to simulate a competition that never existed. Every peso diverted in a rigged contract is a peso that didn't reach maintenance, security, or what the citizens really needed from that park. This is public money that ended up in the wrong pockets. As President Abelardo de la Espriella always says, this government will not look the other way when its own oversight bodies find corruption. Even if the event occurred years ago and the responsibility belongs to another administration.
