I didn't come to Chocó to make another announcement. This is a government of results. I came to deliver concrete facts. Dear Governor, just a few weeks ago the earthquake struck our country with brutal force and Chocó was one of the most affected departments. It demolished homes, destroyed dreams, and left thousands of families wondering how they were going to start over . From the very beginning, I told all those affected that they were not alone, that they had a president, and I believe I am the president who, in the entire history of the department, has come to Chocó more times in such a short period of time. [applause] I told the governor that she was going to get bored of seeing me. I hope that's not the case. And I also told all those affected that this recovery, this reconstruction, this miraculous homeland, we were going to do it with speed, with management, and by bringing the country together around the same purpose. Here in the Medrano neighborhood of Quipdó, we delivered the first of 1000 homes donated by the Grupo Argos foundation. A round of applause for you all. [applause] I truly have nothing but gratitude for something [applause] and I wanted to come personally to deliver this first house because behind every number there is a family, behind every tragedy there are dreams, behind every situation there is a story and with every key we hand over there is a new opportunity that opens up for those families. Today is the story of the Asprilla family, who are my cousins. I'm talking about the ones with the asprilla. During the campaign, people were saying, "I'm going to vote for Asprilla." I told Tino, "Cousin, we're stuck together." Incidentally, the most important member of the family is Tino Faustino de la Asprilla. So I am happy, dear cousins, to hand over this house to you. Doña Julia, who is a professional educator, is 67 years old, Don Carmelo is 70 years old. Don Carmelo also dedicated a good part of his life to education. Along with them are Darlin, Luisa and Juliana, an 18-year-old who studies law at the University of Medellín thanks to ICETEX, and Dalton, who is a telematics engineer who is currently looking for a job opportunity. Where is Dalton? Dalton, where is he? He couldn't come. Where is? Well, call him because I have a job for him. [applause] This is a hard-working family, a family that has studied, a family that has fought despite adversity, has come out ahead, a family that, like so many Colombian families, with effort, dedication, even with scarce opportunities like those in Chocó, have been able to get ahead. But today I want to tell you, dear Prilla family, looking you in the eyes, that this house is yours. Here they can reunite as a family. Here they can regain their peace of mind. Here they can continue building dreams. And I hope that one day, when we look back on this tragedy, you will be able to say that from the rubble left by the earthquake, a new opportunity was born for the Esprilla family. Because rebuilding Colombia, my dear compatriots, does not only mean rebuilding walls; it means rebuilding lives, it means restoring security, restoring dignity, it means creating opportunities for people, which is what interests me. And it means getting the State, companies, foundations and citizens to work together to achieve such wonderful and spectacular things as the one that brings us together here today. When this tragedy occurred, we made a call for national solidarity, not just with words, and many companies responded, but Argos responded with absolute forcefulness, with extraordinary determination and solidarity. Argos is delivering 1000 homes . Of those 500, some are destined for the department of Chocó and others for different areas that were affected by the earthquake. That's 1000 opportunities to start over. You are doing something truly wonderful, and for that reason I will never tire of thanking you and applauding this great work for Colombia. Thank you, Argos. [applause] But I want you to explain to us how it was done, what happened, what the vision is, where we are going. I would like to invite Dr. Juan Esteban Calle, president of the Argos group, to join us and tell us, Dr. Calle, about the whole experience. A round of applause for Dr. Calle who has been here, [applause] he also moved to Chocó just like me. That's right, Mr. President. Thank you so much. We are honored by your presence. A very special greeting to you, to your entire government team, and to your wife Ana Lucía, who we know is the godmother of this department and did not come because she is working on another project in Barranquilla, but she sent her greetings. I think he'll be back next week. Governor, please send a very special greeting to the governor, mayors, Jaime, José Leonidas, minister, the entire government team, president, thank you very much indeed. Well, for us it is an honor to be fulfilling our commitment to the country. Just a few weeks ago, we made a commitment to you, Mr. President, to provide 1,000 homes for Colombia, 500 of them in Chocó. But we wanted to quickly bring hope and happiness to the families of Julia and Darlin, who are an example of the hope that more than 300,000 families affected by this tragedy in Colombia are waiting for. A home is everything. A home is the center upon which families project all their dreams. But the most important home is the extended home that is Colombia. And the important thing about this delivery today is that we have under the leadership of Colombia a leader who inspires hope, confidence, optimism, discipline, work and results. And that makes everything easier and makes everything possible. So I really want to say today, Mr. President, that this is possible because we have the hope that you have given back to the country. [applause] Thank you. Thank you. And behind that hope, we all joined together to make this first home possible. I want to begin by thanking all of our allies. We launched this " adopt a home" initiative with Meracamila and we are amazed by the level of generosity and solidarity in Colombia. In this program we have more than 6,000 donor partners, including individuals and nearly 200 companies. This house is possible because Pintuco is there with the paint. You all can see how beautiful it looks now that we're going inside the house. Rotopla has a tank that we're going to take to all the homes we're going to build. It's Toptech with the roof and the finishes. Colframe is with the structure. This Casa Casa project is for me with Elizabeth, based on the concept of dignified housing for all territories of Colombia. There is the Santo Domingo Foundation with José, who is an ally of ours in all the projects we do. There is the Grupo Caja Social Foundation, there is Banco Itabú with its president present here, but there are hundreds of other companies that make this dream possible. What comes next after this immense joy we are giving to the first family in Chocó? The commitment is a comprehensive and complete governor intervention in the second of the municipality of Unión Panamericana. There are about 140 homes, Mr. President, [applause] uh, inspired by the architectural model of Alejandro Aravena, which is housing of progressive growth. These homes will not only be spacious like the one we are delivering today, but they will also be homes that can be expanded in the future. Mr. President, all of us businesspeople here today are fully committed to this. What do we need? Simply streamline the process of obtaining the licenses and permits needed to get started as soon as possible. The mayor already has the lot completely ready. Come on, we're looking for a donor to provide the urban planning, but José Francisco has already committed with his [applause] financial support committee to make that feasible. We need public services to arrive, which I understand are very close, but the 140 homes are 140 homes that actually come from adopting a home. ABB will do the electrical work, Pintuco will do the painting, Toptech, really the same as we did this house. So there are a number of companies that are fully committed. I believe this will be the first miracle community, completely rebuilt, because we have allies who have committed to rebuilding the educational centers as well. So, what we want, governors, sincerely, is that in Unión Panamericana, in the second, we can present to you just as quickly as we did this housing, I believe it has to be a matter of months in this year 2026, that you can come and inaugurate a fully [applause] rebuilt community. And the beautiful thing about that community, and here I want to call on José Francisco, if you'll allow me a minute for him to make an introduction, is that it will have comprehensive social support from the Santo Domingo Foundation, a strategic ally not only of the Miracle Fund, but of this initiative, so that José can tell us that his father is from Chocó, he was actually born in Chocó, that he is part of the board of directors of Prochocó and that he is an unconditional ally of his and of the Miracle homeland. Then, José, go ahead. Well, Esteban, thank you for inviting me, Mr. President, Ministers, Governor, Mayor, and my boss Jaime Uribe. Ah, we are here to support that effort. Uh, a quick anecdote. My dad was born in Condoto, Chocó. My grandfather worked at the Bank of the Republic in Medellín and he lived his first 6 years here. Twelve years ago, María López, Felipe Jaramillo, and I created Detonante, which I think some of you here know. It was a festival that we held until the pandemic, and unfortunately, with the previous government, it wasn't possible to continue. It was about bringing music, events, entrepreneurship, and development to Chocó by inviting businesspeople. The first businessman we brought was Arturo Calle in 2014. And the anecdote we wanted to share is that, in addition to the housing issue, we at the Santo Domingo Foundation have a social support model. Yesterday, Mr. President, you were at one of the schools we have built in Villas de San Pablo, in conjunction with Pies Descalzos, the Mayor's Office of Barranquilla, and the Ministry of Housing, but the magic of Vías de San Pablo and Ciudad del Bicentenario is the work with the community. And, as we've said at many events, it's not so much about CAPEX plus OPEX; it's not just about thinking about the infrastructure, it's about thinking about how those infrastructures are going to operate and how we're going to achieve jobs and social change. We have discussed it in depth with José Leonías. Hey, we have a magnificent representative from the Miracle Fund for the reconstruction of [applause] Chocó and we are at your service, José Leonidas. And what I want to tell you is that in that social support model, years ago we trained leaders in the community, and when the free housing was built , which many of you will know, the colorful buildings in the jungle, on the way to Tutunendo, we brought the foundation's support model, and it turns out that Juan Mena Chaverra from Kipdo is one of the leaders of the Santo Domingo Foundation in Barranquilla, which has the social support model, and he led that whole process of supporting the territories. And what we are going to do, together with Argos and our allies, is to implement that model. And just as other leaders will come, we are going to bring in an expert from Chocó who lives in Barranquilla to lead the support for what we will do in the housing projects. That was the announcement, Mr. President. We are [applause] at your service, at the service of the government, at the service of the first lady [applause] and at the service of Jaime. And with Juan Esteban and Argos, so many years working together and achieving miracles, truly fabulous things. Thank you very much for your trust. Thank you, [applause] Mr. President. One last, one final message. Uh, Colombia needs more than this reconstruction, and so I just want to leave you with one last commitment. We listened very carefully to his speech on Sunday night about the need for businesspeople to commit even more to investing in Colombia. And I want to tell you that we have 6 billion dollars waiting for many years to be able to complete four strategic infrastructure projects for Colombia. The expansion of El Dorado airport, the new Cartagena airport, Conexión Centro which is a private initiative in the coffee region and the Sabana perimeter road. We have been working with your Minister of Transport, with all the support in the world, but I wanted to tell you that we are absolutely ready to continue investing in Colombia because of the example you set and the hope and optimism that the country brings us. Thank you so much, really. [applause] [applause] Thank you very much, Dr. Calle. That's solidarity turned into results. And I want this example that Argos is giving us today to be multiplied along with the one given to us by the Santo Domingo Foundation. I reiterate my call to all those who are able to help. Join us, it's worth being supportive. Here we have an entire country to rebuild, and we need all the help we can get to lift up our homeland and rebuild the Milagro homeland. Because the magnitude of this tragedy that Colombia is experiencing demands something bigger than any government. It demands a true national mobilization, and we will do that together . Here in Kipdó, dear governor, we have an extraordinary example. Chocó is in fashion, isn't it? It's stuck on really well. As we say outside this house, there is something else I want you to know about. The Secretary General of the Ministry of Housing already mentioned it. Thanks to the support of the Colombia es mujer community, today we received a donation of a general medicine unit from the company Etoingeniería. This is wonderful. That is to say, not only [applause] this is also reconstruction because it's time to talk about the debt that Colombia has with Chocó. We have to start paying it off, and the debts in health, in education, in opportunities, because we need to reach all communities, we need to bring care to places where many times, for example, a medical consultation is impossible. With this mobile unit we will be able to do it. And that's what happens when there is solidarity; the doctors, the unity, goes all the way to the territories. And I truly want to thank this company for this very important donation, and I would like them to tell us about this donation and what the prospects are for this unit. Uh, on behalf of one of the businessmen from Santander, uh, well, today they are delivering to the municipality of Chocó, and apart from the Colombia es mujer foundation, they are donating a basic medical unit to the governor's office . Uh, what for? For the department of Chocó. Well, the basic unit is equipped with a desk, it's shared for what, for the doctor, uh, a pediatric table, uh, its weight and things that can be accommodated more during the process of where the equipment will be placed. It also has its own bathroom, and its own sink, and we are just waiting for the order as such of where we are going to install it so we can arrange it and take it to the site. At this point I want to give the floor to the designated president of the Bicentennial Group, which is the third largest financial group in Colombia and is the Colombian state. There are 13 important companies. León, who is a great businessman, has decided to leave the comfort of private enterprise to help us build the miracle homeland. Tell us, León, what do we have for the women of the Chocó department and how can we support them? Mr. President, thank you very much. Adjust the microphone. There, there. Mr. President, thank you very much for the invitation. Madam Governor, it's a pleasure to be here, an honor to meet you. Mr. Mayor, it's also a pleasure to be here. Behind a sewing machine, a family is brought to the forefront. Behind a sewing machine, women are given dignity. Dreams are inspired behind a sewing machine. We have been working for 2 years since we set up the Tejido Fashion Mart foundation in Bogotá, where we have been working hand in hand with the mayor's office and have been able to participate in training sewing operators to develop programs such as the Libertas program, such as the Emprendópolis program, where we help women who even pay to rent a sewing machine to be able to obtain their own sewing machine. And when the president heard what we 're doing in Bogotá, he told me, "León, help me bring this initiative to Chocó. We're here to present the initiative we've called 'Made in Chocó, Fashion Creators.' The idea is that together we can develop a training plan initially so that women who are not economically active, who make up the majority of the population, can get everything they need to become professionals in the sewing industry. That's the first thing. The second is to support them so that they're not just sewing machine operators, but become fashion creators and, beyond that, so they can own their own businesses. We dream of a country of entrepreneurs, we dream of a country of business owners, and that's what we want to bring here to Chocó: everything within our reach to develop a large network of units of 8 to 10 women who can form cooperatives and develop the sewing industry. First, for companies in Medellín, we know that we're only 6 hours away from here. I already Personally, I spend 5 hours, and hopefully less and less, the governor. We'll have less with the road plan we have for Yogó. So, I'll tell you that we quickly made some calls and we already have two large companies that have committed to buying the product that will be made in Chocó. One is [applause] Línea Directa. Línea Directa is one of the largest companies in the country. It produces 60 million garments. Its owner, one of the founders, one of the partners, Esteban Clavijo, told me, "León, whatever you need." "We're going to bring garment manufacturing to Chocó and we're going to buy products made in Chocó." The first one. The [applause] second one is the brand Of course, Hermeco, which is children's clothing, with a great advantage being that the seasonality in garment manufacturing is generally in the second half of the year. So, what we've been discussing with them is, well, what do we do with all these production units in the first half of the year? And we have a very interesting idea, which is that we're going to work here so that the uniforms of most entities, hopefully public and also private, are made here in Chocó so that the first half of the year can guarantee the continuity of work for these companies. It's not just about teaching them how to operate sewing machines, it's not just about teaching them how to be entrepreneurs and manage their own companies and formalize their businesses, but it's also about helping them have guaranteed clients so that there can be 360- degree sustainability. That's basically, Mr. President, what we want to announce, and in addition to that, from my company, which is called Sutex, we are textile manufacturers, we have a fully integrated printing plant ecological in Bogotá. I commit right now to donating the first 20,000 meters of fabric so they have the supplies [applause] to start working. That's it. Thank you, León. And how do we coordinate that? We have to coordinate it. Bicentennial Group and Ministry of Commerce. I'll sign. Where does the governor sign? Where's the Minister of Commerce? He's vanished. Working on it, working on it, working on it. He has a lot to sort out. Thank you, brother. We're going to coordinate the proposal from our president of the Bicentennial Group for the women of Chocó with the Ministry, because there we can also have seed capital from the Bicentennial Group's financial institutions for all the women who want to get involved, but León has already donated 20,000 meters of fabric to start this project with the women of Chocó. [applause] And the idea is to add, dear Minister, more and more companies that commit to buying the production of our women from Chocó. Because our responsibility in this land doesn't end with the emergency. We want decent work for the people of Chocó. We want roads, we want energy, we want investment, we want entrepreneurship, tourism, education, health, we want opportunities for our youth. And I want to focus on something we see in this family, in the cousins, in the Asprillas. Here we have qualified young people who need opportunities. Luisa is studying law. Dalton is a telematics engineer and was unemployed because I already have the position for him. So call him and have him send me his resume right away. Okay, let's resolve this once and for all. [applause] All of this reminds us that reconstruction cannot be limited to just cement. We have to rebuild economic opportunities for our people because otherwise we won't have accomplished anything. I mean, it's not enough, as the governor has insisted, and very wisely, to simply rebuild what was there; no, we are going to improve everything forever and rebuild it much better. That's why I want the relevant agencies to review the possibilities of providing support for this family and for other affected families who have qualified members and who are currently looking for an opportunity to move forward. Go ahead. I need your help, Mr. Mayor, Madam Governor, with a list of young people here who are unemployed. We're going to put them in our " Milagros Homeland" talent bank. Of course, let's get started. Perfect, perfect. Go for it, General. Agreed. We don't want the help to end when we hand over the keys to a house. We want families to recover their homes, but also to find the tools to get back on their feet, to produce, to build their true future, which at the end of the day is what this government wants. In that sense, I want everyone to know that the " Milagros Homeland," dear Governor, Mayors, friends, is the vision of a Colombia where solidarity isn't just empty rhetoric, where private enterprise contributes as it has been doing, where the state executes and expedites permits so that this can happen now, where the regions are the protagonists, and where families receive solutions. People ask me, "President, how have you come to Chocó so many times and to other regions?" Sometimes people forget that I'm also from the countryside, and only a son of the regions can give the regions the place they deserve in this miraculous homeland. And that's why God put me here. [applause] Today we're going to start with one house, but then sell 10, 20, 50, and so on until we build the 500 that Argos is going to donate . But we're also going to bring in others from other companies, and the ones we're going to build ourselves. So this is just the beginning, and we're going to reach every corner of the department so that not a single person from Chocó is left without a home, without hope, with shattered dreams, because this is a government that doesn't just talk; this is a government that acts, that gets things done. The reconstruction of Colombia, without a doubt, my dear friends, will be a daily task, and we're going to keep looking for resources, calling for donations. I call every day, Governor, passing the collection plate, collecting donations, and we're doing well. The First Lady hasn't stopped; she has another package for Chocó. And I want to tell you clearly, emphatically, and with all my heart... We extend a hand to the families of Chocó, whom we have not forgotten and will never forget. We didn't come here just after an earthquake to take a picture and return to Bogotá. We will be here throughout the emergency, during the reconstruction, and during the transformation of this department, which is a state policy that this government intends to institutionalize. Chocó will be different in the " Miracle Homeland." Chocó in the era of the Tiger will be a different department. [applause] Ah, we have the announcement. Well, but announce it there, Minister. They are the company that will build our boardwalk and they have committed to having it ready in a few months. I believe it is one of the most reputable construction companies in [Laughter] All resources funded with private money. We're ready. We're ready, Mr. President. Excellent, Minister. What great news. [Applause] I want us to be able to look back in a few years and say that the tragedy that has struck us today, that tried to bring us to our knees, ended up awakening the best in Colombia. I want us to look back in a few years and understand that we united, that we rebuilt, that we transformed, and that we delivered for Chocó and for the entire country. Mrs. Julia, Mr. Carmelo, to the entire Esprilla family, I want to give you the keys to your house today. May this house be filled with conversations, shared meals, study, hugs, dreams, hope, and celebration, because the people here are joyful. May God bless the home that the Esprilla family receives today. May God bless those who are helping to rebuild our country. May God bless the great department of Chocó, which is in my heart. May God forever bless Colombia. Here, in the age of the tiger, the word becomes This is a work. Here, solidarity becomes home. Here, aid becomes health, and here, from Chocó, we will begin to build together the miracle of our nation.
