Prime Minister Ali Faleh Al-Zaidi Chairs the 19th Regular Session of the Council of Ministers ••••• Prime Minister Ali Faleh Al-Zaidi chaired yesterday evening, Wednesday, the 19th regular session of the Council of Ministers, during which the Council discussed the country's general situation, reviewed the agenda items, and took the necessary decisions. Regarding the oil sector, the Council of Ministers approved the recommendation to exempt oil companies’ subcontracts to facilitate related activities. It also approved exempting the State Company for Oil Projects from Paragraph (First/5) of Council of Ministers Resolution No. (40 of 2026). With regard to the level of support for petroleum products, the Council of Ministers approved amending Paragraph (1/A) of its Resolution No. (68 of 2026) by determining the export quantity of fuel oil produced from domestic refining on the following basis: net production minus the quantity allocated to the Ministry of Electricity. The Council of Ministers also required the Ministries of Oil and Electricity to submit a report on the results of installing calibrated meters at the supply points of power generation units. The Ministries of Oil and Industry and Minerals shall also prepare a study to determine the industrial sector’s requirements for fuel oil and the possibility of providing the required quantities. As part of the financial and administrative reform process, the Council of Ministers approved the recommendations concerning the payment by public companies and self-financing departments of the general treasury’s share. The Federal Board of Supreme Audit shall provide the Ministry of Finance with a statement specifying the general treasury’s share due from self-financing companies. In the health sector, the Council of Ministers authorized the Ministry of Planning to exempt reputable manufacturers of medicines and medical supplies from the requirement to demonstrate financial capacity stipulated in the government tender regulations annexed to the Instructions for Implementing Public Government Contracts No. (1) of 2025. The Council of Ministers also approved the formation of a committee comprising representatives of the Ministries of Health and Planning to establish special regulations for the supply of medicines, sera, vaccines, medical supplies, and medical devices in accordance with the aforementioned regulations. Companies and factories under contract with the Ministry of Health / State Company for Marketing Drugs and Medical Appliances (KIMADIA) shall also be exempted from the financial capacity requirement stipulated in the Instructions for Implementing Public Government Contracts. To enhance road safety measures, the Council of Ministers approved a recommendation to provide road-marking machines and their accessories through the Ministry of Interior, which shall announce a public tender or invite no fewer than five reputable specialized manufacturers.
