Government Chief Whip, Minister of State Mary Butler, has today published the Government’s Autumn 2026 Legislation Programme, following its approval this morning by Cabinet.

The programme sets out the Government's legislative priorities for the upcoming 13-week parliamentary session and reflects the Government's continued focus on delivering on commitments contained in the Programme for Government, while responding to new and emerging challenges facing communities, families, public services and businesses.

The autumn 2026 programme includes:

Speaking following Cabinet approval, Government Chief Whip, Minister Mary Butler said:

“This Programme again shows a Government that is delivering. We have already delivered a significant programme of reform across housing, healthcare, infrastructure, justice, climate action and public services. Since taking office, we have published 60 new laws and enacted 57 Acts.

“The Autumn 2026 Programme will continue that momentum. It contains important laws that will help us build more homes, continue to improve public services, strengthen public safety, modernise infrastructure, deliver on climate commitments and support economic growth.”

The Programme prioritises legislation across a number of strategic areas that impact people’s everyday lives, including:

“This Government continues to turn our commitments into action through legislation. This Programme is designed to deliver tangible differences to people’s lives, through increasing housing supply, improving access to services, supporting vulnerable groups, strengthening our infrastructure and making our communities safer.

“This is an ambitious programme, particularly within a 13-week parliamentary session, and I want to acknowledge the commitment of Ministers, Departments, the Attorney General and the Office of Parliamentary Counsel in progressing this substantial body of work.

“I look forward to working with Ministers across Government and with members of both Houses to progress this extensive legislative agenda during the session ahead."
