Unofficial Translation Press Release The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia wishes to inform the general public as well as members of the national and international media outlets as follows: On Wednesday, September 16, 2026, at 14:37hrs, the Cambodian Liaison Group (CLG) facilitated a field visit for Brigadier General ANTERO S. NARCISE PN (M) , Deputy Inspector General of the Armed Forces of the Philippines, and the ASEAN Observer Team in Cambodia (AOT-KH) to observe the situation on the ground along the Cambodia–Thailand border at the Boeung Trakoun Border Checkpoint, located in Kouk Romiet Commune, Thma Puok District, Banteay Meanchey Province. His Excellency Oum Reatrey , Governor of Banteay Meanchey Province, delivered a briefing presentation and reported on the situation along the Cambodia–Thailand border, including the Thai military’s deployment of shipping containers, installation of barbed wire, digging of trenches, construction of bunkers, destruction of civil infrastructure, homes and property belonging to innocent Cambodian civilians, and the illegal occupation of Cambodian territory in the Boeung Trakoun Border Checkpoint area, in Kouk Romiet Commune, Thma Puok District, Banteay Meanchey Province. These activities have prevented numerous innocent Cambodian families from returning to their homes. The on-site observation, inspection, and verification conducted at the above-mentioned location by Brigadier General ANTERO S. NARCISE PN (M) and the ASEAN Observer Team further underscore the absolute necessity of commencing border survey and demarcation work by the Cambodia–Thailand Joint Boundary Commission (JBC) as soon as possible, in accordance with the existing agreements, as stipulated in Point 4 of the Joint Statement of the 3rd Special Meeting of the Cambodia–Thailand General Border Committee (GBC), dated December 27, 2025, to allow innocent Cambodian civilians to return to their homes without obstruction, safely and with dignity. Cambodia maintains an unyielding and firm position in safeguarding the international boundary line between Cambodia and Thailand, inherited from the Commission of Delimitation of the Boundary between Indo-China and Siam, in full and strict respect of international law principles, the principle of the inviolability of frontier (Uti PossidetisJuris), the Franco-Siamese Conventions and Treaties, the Protocol concerning the delimitation of the boundary, Maps which are the result of the demarcation works of the  Commissions of Delimitation of the boundary between Indo-China and Siam, the Procès-Verbaux of the meeting and Procès-Verbaux of Abornement of the Commissions between Indo-China and Siam, the MOU 2000, the TOR 2003, as well as relevant agreements and documents previously agreed upon by both parties to resolve disputes peacefully and achieve long-lasting peace between our two countries. The Royal Government and the Ministry of National Defence of Cambodia reaffirm their firm, sincere, and good-faith commitment to fully and consistently respecting and implementing the Joint Statement of the 3rd Special Meeting of the Cambodia–Thailand General Border Committee (GBC), dated December 27, 2025; the Joint Declaration on the Peace Agreement between Cambodia and Thailand, dated October 26, 2025; and other relevant agreements, to achieving the swift improvement of the situation and the restoration of normalcy. The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
