Heat. Heat. Heat. Heat. Heat. Heat. My fellow Liberians, today I speak to you with a grateful heart and a renewed confidence in the promise of our nation. For the first time in Liberia's 179y year history, we have raised more than 1 billion United State dollars in domestic revenue in a single year. This domestic revenue raised at home earned, not borrowed and not foreign aid. It comes from the hard work of commissioner general doa jala and his team at the revenue authority l the ministry of finance and development planning the whole of government approach and the resilience of the Liberian people. It is revenue mobilized here at home through honest lawful taxes, duties, fees, and other lawful payment of our people and businesses. It is Liberian revenue raised for Liberia's development. We have proven that Liberian institution can deliver. The nation salutes you all. When we submitted the 2026 national budget in November 2025, many doubted this day will come. But in just two years and 8 months, not six years, we have reached this historic 1 billion US mark. Consider how far we have come. Domestic revenue stood at approximately US 612 billion in 2023. It rose to about 699 million in 2024, our administration's first year. In 2025, it climbed to 848 million. Today in 2026, we have surpassed $1 billion in our own course to reach the honor budget target of $1.3 billion by the end of December. This achievement has come at a time of significant global uncertainty. Through deliberate efforts, we have worked to stabilize prices and ensure a steady supply of rice and few despite the crisis in the Middle East, disruption from free movement of goods and the resulting pressures on global trade. These efforts have helped protect our people from greater economic hardship and strengthen the foundations for this historic milestone in domestic revenue generation. We do not view this milestone as just a number on government ledger. Bes be behind every dollar stands a Liberian. We will therefore continue to ensure that every dollar generator delivered result Liberians can see and feel. This moment must go beyond recognizing the billion dollar record for its impact on the daytoday livelihood of every Liberian. My government is considering In the very near future, setting aside a portion of these revenue through a dedicated special purpose vehicle to provide affordable financing for Liberian own businesses, social programs, and support all the critical sectors of the economy. This aligns with our res agenda for inclusive development and our commitment to broadbased economic participation. A billion dollar raise is a billion dollars entrusted. Every dollar must serve the public good and advance the rest agenda. It must serve to improve the general condition of our people. Liberians are asking what does this mean? It means the market woman can receive support to improve our business. Civil servants must see renewal of their harmonization reversal of their harmonization of their salaries. A young student must receive quality education and improve learning condition such as the renovation of facilities at public schools and our national flagship the University of Liberia. Our public hospitals must receive regular supply of medicines, appropriate equipment for diagnosis and treatment. Our doctors, nurses, teachers and all public service must be sustained at their duty stations. This is our prayer and this is our commitment. Improving the domestic source mobilization has enabled us to raise salaries from more than 23,000 public service workers and officials in health public works and security sector, the judiciary, the general auditing commission and the Liberia anti-corruption commission. We have also placed more than 3,400 long-erving volunteer teachers and health records on the national payroll. It strengthens the Liberian drug enforcement agency in the fight against dangerous drugs. This purpose supports the recruitment and the training of secular learn new armed forces personnel and create skills and livelihood opportunities for young Liberians. It also supports the road work our people urgently in need helping form the procurement and deployment of the yellow machines across our country and counties helping communities confront road conditions that have burden them for generations. to our taxpayers, market women, traders, workers, professionals, businesses, this achievement belongs to you. Every honest declaration, every receipt and every payment made on time was an act of faith in Liberia. You kept faith with your country. Your country must keep it with you. But we must not rest on the success and this success and grow complicit. We have raised $1 billion. Yet the dreams and the aspirations of our people are greater than 1 billion. The reward for good work is the responsibility to do better work and remain accountable. So let us continue mobilizing domestic resources to build a Liberia we want a capable state that is more responsive to its citizens.
