Russia and Vietnam are strategic partners, and relations between our countries are invariably built on the principles of equality, respect, and consideration of each other's interests. We are united by truly strong and long-standing bonds of friendship and military camaraderie, mutual assistance and support. At the time, the Soviet Union did much to help the young Vietnamese state survive in the struggle for freedom and independence, promoting the development of its economy, social sphere, infrastructure, and personnel training. It is on this solid foundation that Russian-Vietnamese cooperation continues to develop successfully and be filled with new, concrete content. A number of large joint projects are being implemented. An intergovernmental commission is in operation, and regular dialogue is maintained between the Ministry of Foreign Affairs, Security Councils, parliaments, and party and public structures. Today we discussed in detail with Comrade Tulam and members of his delegation the state of bilateral cooperation. They exchanged views on current regional and international issues. And, of course, we outlined priorities for further deepening the Russian-Vietnamese partnership, which were recorded in the final joint statement. Much attention is paid to economic issues. We were pleased to note that trade turnover increased by 5.7% in 2025. But, of course, as our dear friend and guest noted, this is not enough. The total volume in absolute terms does not yet correspond to our capabilities, but nevertheless the trend is positive. In the first half of this year, trade growth amounted to another 13.8%. This positive trend is largely due to the free trade agreement concluded between Vietnam and the Eurasian Economic Union. The implementation of this document has contributed to a significant increase in reciprocal investment volumes and the intensification of technology exchanges. It is important that Russia and Vietnam are consistently transitioning to national currencies in financial settlements and building reliable channels for credit and banking cooperation, thereby protecting bilateral trade from the negative impact of global political conditions and volatility in global markets. Interaction in the energy sector is advancing. The joint venture Vetsv Petro has produced over 250 million tons of oil in 45 years of developing Vietnam's oil and gas fields. In turn, the Petrov Vietnam corporation has been implementing projects in the Nenets Autonomous Okrug in Russia since 2008, having already produced more than 40 million tons of oil in the difficult conditions of the Far North . Gazprom is developing gas fields on the Vietnamese shelf. Last year, the company began supplying liquefied natural gas to the republic. The Russian side proposed that its partners consider the idea of jointly establishing strategic fuel reserves in Vietnam. Our companies are also interested in establishing transit supplies of energy resources through Vietnamese territory to neighboring countries. By the way, these neighboring states are also asking us to organize this work together with our Vietnamese friends. There are good groundworks for expanding cooperation in hydropower. Let me remind you that over a third of Vietnam's hydroelectric power generation capacity was designed and built with the participation of our specialists. The RusHydra Group is developing joint projects for the technical assessment and modernization of existing hydroelectric power plants. In March, an intergovernmental agreement was signed on the construction of a Russian-designed nuclear power plant on Vietnamese territory . We are talking about a truly flagship bilateral project. The future of nuclear power plants will be able to provide for the country's enterprises and households. large volumes of cheap and environmentally friendly energy. There are also plans to build a nuclear science and technology center in Vietnam. All of this will provide a powerful stimulus for economic growth, creating thousands of new high-tech, well-paid jobs and increasing demand for highly qualified national personnel. Among the examples of mutually beneficial industrial cooperation, I would like to note the production of Gazelle cargo and passenger minibuses in Da Nang . Kamaz is increasing its presence in the Vietnamese market. A network of dealerships and service centers has been deployed throughout the country . Today, my comrade Talam and I opened via video link a new, modern laboratory operating in Hanoi, part of the Russian- Vietnamese Tropical Research Center. This laboratory will focus on disease prevention, drug development, and many other issues relevant to tropical climates. I would like to point out that our joint tropical center has been successfully operating for almost 40 years. Russian and Vietnamese scientists are conducting research there in various areas of medicine, infection control, ecology, and environmental protection. And the results of such research are highly valued by academic circles around the world. Cooperation in the humanitarian field is actively developing. Scientific, youth, and tourist exchanges are expanding. More than 3,000 Vietnamese citizens are studying at Russian universities . Our Academy of National Economy has established training for Vietnamese civil servants and managers. In total, more than 75,000 Vietnamese have received education and advanced training with us . Vietnam is becoming an increasingly popular holiday destination for our tourists. In 2025, almost 700,000 Russians visited Vietnamese resorts, and in the first six months of this year, the number of tourist trips to the republic exceeded 800,000. The growth of tourism is undoubtedly facilitated by the fact that Russian citizens do not require a visa to visit Vietnam. For our part, we are working to introduce a visa-free regime for our Vietnamese friends in the near future. Holding mutual cultural days on a regular basis has become a good tradition . Next year, Vietnam will host the world-famous Russian Seasons. Their program includes theatrical performances, film screenings and other events. Discussions of current global and regional agendas confirmed that the positions of Vietnam and Russia largely coincide or are very close.
