XVIII саммит БРИКС
अबमैं रूस के राष्ट्रपती से अपना वक्तव्य देने का अनुरोध करता ह Dear Prime Minister Modi, dear colleagues, dear friends. As already emphasized, the member countries of the association continue to deepen cooperation in all key areas. This concerns politics and security, economics and finance, cultural and humanitarian spheres. Colleagues have already noted that BRICS is, in fact, the largest association in the world today, the largest association in the world. They also said that we occupy a third of the Earth’s area. We produce 40% of the world's GDP , and almost half of the planet's population lives in our countries. But I would like to draw attention to one more circumstance, which, in modern conditions, in my opinion, is perhaps key. Our countries contain enormous, powerful intellectual and technological potential. This is what, in my opinion, is our significant advantage. Just as the BRICS partnership is invariably built on the principles of equality, good-neighborliness and mutual consideration of interests, respect for cultural and civilizational diversity, history, traditions and values of each other. It is therefore logical that the authority and influence of BRICS in the world are steadily growing. The Union has rightfully established itself as one of the key centres of global governance. And the prospects for the development of events in international politics, security, economics, and humanitarian cooperation largely depend on our collective decisions and actions. In this regard, I consider the theme of today's meeting proposed by the Indian Presidency to be very relevant: "Inclusive Global Governance and Strengthening Multilateralism." Indeed, in the context of the emerging multipolar world order, it is more important than ever to work together to strengthen genuine multilateralism, to involve more countries in global governance mechanisms, in the activities of key international political and economic structures, in the search for answers to acute challenges and threats, and in ensuring international peace and stability in the name of achieving universal prosperity. and well-being. The global arena is currently undergoing truly radical geopolitical, geoeconomic, technological and social transformations. Much is changing, first and foremost the human way of life, the level of medicine, the quality of the environment, the structure of society and the demographic map of the world are being transformed. The unipolar system of international relations, which served a narrow group of countries, is becoming a thing of the past. The balance of power is being redistributed in favor of new growth centers in the global south and east. More and more states are loudly and clearly declaring their readiness to defend their national interests and participate in solving global problems. However, the formation of a multipolar world is not without difficulties. We see this with you. This meets with resistance from those who are accustomed to thinking in colonial categories at their core. To divide the world into a blooming garden and a wild jungle, and to live at someone else’s expense. They are not ready to accept the changing reality and strive in every possible way to restrain growing competitors. Any means are used, including tariff wars, illegitimate sanctions, attempts at economic dictatorship, blackmail, interference in internal affairs, and simply brute force. Old hotbeds of tension are being reignited, and new conflicts and disagreements are being provoked . As a result, the entire system of international relations fails. The effectiveness of a number of multilateral structures and institutions is declining. Taking this into account, Russia attaches exceptional importance to preserving and strengthening the central role of the United Nations in world affairs. Its charter is a key source of international law, despite the attempts of some countries to replace it with some kind of order based on some rules drawn up by some unknown person. We consider it necessary to continue, together with like-minded BRICS partners, to promote the improvement of the quality of UN activities. Of course, this would be helped, in particular, by expanding its Security Council, with representation from countries of Asia, Africa, and Latin America. The issue of improving global institutions of economic governance, the International Monetary Fund, and the World Bank, has long been overdue. World Trade Organization. All of them were created in completely different political and economic realities and are having difficulty adapting to a situation where business activity is increasingly shifting towards emerging markets. However, the IMF, the WTO and the World Bank are channels of dialogue between the world's leading economies. Therefore, it is important to strengthen the coordination of our countries in these structures. Let me remind you that during Russia's presidency of BRICS in 2024, a consultation mechanism on WTO issues was launched, among other things. I would like to emphasize that in the modern world, simply modernizing existing governance institutions is not enough. Entire breakthrough industries have emerged, such as the platform economy, financial technologies, and digital commerce. All of them require their own separate institutions and regulatory rules. And our association could well play one of the leading roles in their creation. Certain work in this direction is already being carried out, this has already been mentioned. The People's Republic of China and other BRICS countries, including Russia, co-founded the World Organization for Artificial Intelligence Cooperation, established in July in Shanghai . I would also like to remind you of a number of Russian initiatives that I believe are useful. I mean building a payment and settlement-depository infrastructure on the basis of BRICS, establishing a new investment platform, a reinsurance mechanism and a grain exchange within the association. It is gratifying that we see a keen interest from business circles in deepening cooperation between the state and BRICS on the economic track . As you know, this was discussed yesterday at the plenary session of the business forum. Entrepreneurs and members of the BRICS Business Council have a wide range of initiatives and proposals for developing practical cooperation. Ambitious, multifaceted projects are planned . In conclusion, I would like to emphasize once again that the current BRICS summit in Newell confirms that our association has broad prospects for joint work to expand mutually beneficial cooperation and enhance the effectiveness of the global governance system in order to ensure genuine multipolarity and justice in world affairs. In conclusion, I would like to thank the Prime Minister, all our mods and all our Indian colleagues for creating such a wonderful , welcoming and friendly atmosphere for our work. Thanks a lot.
