Colombians, governing is also informal. Behind every public decision are citizens who need to know what is being decided, why it is being decided, and what that means for their lives. And they need a reliable source where they can find that information without having to guess. That is why the president of Explella issued Presidential Directive No. 01 on September 3. This directive establishes the rules for coordinating and disseminating institutional communication for the entire national government. The purpose is simple: to ensure that official information reaches Colombians in an orderly, clear, verifiable, and coherent manner, because people have the right to know, without ambiguity, what the official version is. Therefore, the decisions, announcements, public policies, results and figures of the government's management will have as their main source the dissemination of the institutional channels of the presidency, the spokesperson, the ministries, the administrative departments and the other competent entities. A government has many entities, many officials, and many responsibilities, but Colombia needs that diversity to speak with one voice, so that the figure given by one ministry is the same as that confirmed by another. that one announcement does not contradict the previous one, that no decision is leaked in part ahead of time, that everything said can be verified, and that no Colombian has to wonder which version is the true one. That is exactly the purpose of this directive: to establish permanent coordination between the communication teams and the Secretariat for Communications and Press of the Presidency under the leadership of Dr. María Fernanda Sandoval, and to ensure that in the face of emergencies, catastrophes, crises, or disturbances of public order, the presidency directly coordinates the official dissemination strategy. But this cannot be interpreted solely from the government's perspective. Institutional communication is not a privilege of those of us who work in the State; it is public information that belongs to the citizens. Therefore, the directive orders the strengthening of official channels for serving journalists and the public, the creation of agile mechanisms to respond to requests, and the facilitation of access to sources. It also requires that press releases, documents, figures, and statements of public interest be made available in a timely manner. The media and journalists play an essential role in a democracy, and this directive expressly recognizes that . The government respects this role and wants journalists to find clear institutional channels, identifiable sources, complete information, and timely responses to verify each decision. Officials will be able to continue giving interviews, making statements, and participating in the media. But within an institutional communication coordinated with the Secretariat for Communications and Press, because today a fragmented statement, a wrong figure, incomplete information travels in seconds and can end up generating the confusion that should be certainty. That is why the directive is also clear in establishing that the personal accounts of our officials will not be the primary channel or the official source for announcing government decisions, policies, figures or results. Institutional information is communicated through institutional channels where it can be verified and where it remains available under equal conditions to all. To be clear, this approach aims to ensure that the government communicates better, not less; that it reports with transparency, truthfulness, timeliness, coordination, and absolute respect for press freedom and the right of access to public information. Because when there is institutional coherence, there is less room for confusion, for contradictory versions, and for incomplete information to end up being manipulated by those who live off disinformation. Presidential Directive Number 01 is essentially a commitment by this government to strengthen the conversation with Colombians with clear rules, with a single institutional voice and with the truth as the only criterion.
