Colombians, we promised to protect animals. We are fulfilling our commitments. Let's begin. Colombia has a debt to the animals that suffer abuse. Angel's story reminded us why. In 2021, Ángel was the victim of a case of extreme cruelty in Saboyaboyacá. He survived. It became a national symbol of the fight against animal abuse and ended up giving its name to Law 2455 of 2025, known as the Angel Law. But Ángel died before seeing the protection that his story helped to promote fully materialized. That case taught a clear lesson. Rather than being outraged, the state must respond. That is why the government of President Abelardo de la Espriella is moving forward with the regulation of the Ángel Law to turn it into a concrete tool for prevention, care and protection. What problem are we correcting? that in the face of a complaint of abuse there is no improvisation, delays or institutions passing their responsibilities to one another . The new animal abuse response protocol coordinates mayoral offices, community and peace inspectorates, police, prosecutors' offices, and other authorities. The cases will be organized into three levels: immediate attention, priority and preventive follow-up so that the animals at greatest risk are attended to first. And there is a fundamental change. We shouldn't wait until there are visible wounds to act. Signs of pain, fear, stress, or suffering should also be assessed. In addition, the law incorporates educational materials to prevent new instances of abuse and explain their criminal consequences. Animal welfare was a campaign promise of President Abelardo. Today that commitment is becoming public policy. Angel did not live to see this protection become a reality. Our obligation is to ensure that their story was not in vain and that no animal is ever left alone to face abuse again. We promised to protect them. We are fulfilling a resignation that speaks more about family and friendship than about politics. There are official letters that fulfill a procedure. These two tell a story. On August 31, Dr. Vivian Morales wrote to President de la Espriella to communicate a difficult decision: her resignation as Minister of Education. She had only been in office for three weeks, dedicated to building the nation of Milagro, but an unexpected family situation demanded her presence. Dr. Vivian turned to her faith to explain it. Man makes plans, but the final word belongs to the Lord. His farewell was neither political nor bitter. He thanked the president and promised, "My prayers will accompany you daily." Two days later, President Abelardo's response arrived. He did n't just respond as president, he responded as his friend. He reminded her that he has known her integrity for decades. He thanked him for his loyalty, his dedication during the campaign and his time in government, and wrote, "Today I don't want to speak to you only as president, I want to speak to you above all as a friend." Vivian promised her her prayers. Abelardo replied that his would also accompany her and her family. There were no recriminations or distances, there was affection, gratitude, friendship, and the president closed by recalling something that is above all else .
