總統勗勉陸軍無人系統訓練指揮部 發展符合臺灣防衛需求的無人系統戰術 強化防衛韌性及不對稱戰力
When President Lai Ching-te went to the Xuemian Army Unmanned Systems Training Command in Tainan this morning (11th), he stated that the development of unmanned vehicles is very important to strengthen Taiwan's defense resilience and enhance asymmetric combat capabilities. The government will continue to invest in research and development, training and combat force building; he also emphasized that the latest experience in international battlefields should be absorbed, and through repeated training and adjustment, unmanned system tactics that meet Taiwan's defense needs should be developed.
After the president arrived, he first listened to the mission briefing and the introduction of the main equipment of the drone, continued the visual guidance drone training, and awarded group bonuses.
It's my pleasure to come to the Unmanned Systems Training Command today. From the mission briefing, equipment display, to actual shooting and drills, I can see the results of your training during this period. I would like to thank all the brothers and sisters who participated in the establishment, teaching, testing and training. Thank you for your hard work!
In recent years, from the Russia-Ukraine war to regional conflicts in the Middle East, we have seen that technology is rapidly changing the battlefield. Drones can help troops grasp battlefield information more quickly, and can also perform reconnaissance, surveillance and precision strikes. More importantly, when unmanned systems are combined with command and control, intelligence, surveillance and reconnaissance, firepower, and various military services, they are also changing the way troops fight.
Therefore, the development of unmanned vehicles is very important for Taiwan to strengthen its defense resilience and enhance its asymmetric combat capabilities. The government’s determination to promote the development of unmanned vehicles is clear, and it will continue to invest in research and development, training and combat capability building.
I have always believed that although drones are called "unmanned", the key to determining combat effectiveness is "people".
Even if you have good equipment, you still need someone who knows how to use it; no matter how skilled you are in operating it, you need to know how to coordinate with other troops to maximize effectiveness on the battlefield. Even the techniques learned and tactics established today may soon need to be adjusted in the face of new countermeasures.
Therefore, the "UAV Training Center" has been further upgraded to the "Unmanned Systems Training Command", and this is the significance. In addition to cultivating operational talents, it is also necessary to transform battlefield experience, unit needs and new technologies into tactics and capabilities that the national army can actually use.
An earlier briefing mentioned that the next stage is to move from "establishing training capacity" to "verifying combat capabilities." I think this is the next very important task for the command.
We can’t just count how many operators we have trained and how many sorties we have flown; more importantly, after returning to the army, whether the officers and soldiers can complete tasks in complex electromagnetic environments and combat situations, and whether they can effectively coordinate with other military branches and other combat systems.
In the same way, if new equipment is to truly form combat capabilities, it must start from combat needs, coordinate equipment construction, training, principles and testing, identify problems in actual operations, and make continuous corrections.
This is also the direction in which the Department of Defense promotes emerging technologies. Through small batch testing and actual use by troops, it is confirmed that it meets the needs, and then gradually expands the application and continues to improve based on actual experience.
Taiwan has its own terrain, environment and defense needs. Therefore, we must absorb the latest experience from the international battlefield and, through repeated training and adjustments, transform it into unmanned system tactics that meet Taiwan's defense needs.
Everyone here today is the key to whether this combat capability can be truly established. The experience you accumulate in every operation, test and exercise is an important foundation for the national army to develop unmanned system combat capabilities.
The country will provide everyone’s backing. We also ask everyone to continue to improve their profession and make every training more solid, so that new equipment and technology can exert their due combat effectiveness in the army.

賴清德總統今(11)日上午前往臺南勗勉陸軍無人系統訓練指揮部時表示,發展無人載具對強化臺灣防衛韌性及提升不對稱戰力非常重要,政府將持續投入研發、訓練及戰力建構;並強調應吸收國際戰場最新經驗,透過反覆訓練和調整,發展符合臺灣防衛需求的無人系統戰術。 總統抵達後,首先聽取任務簡報及無人機主要裝備介紹,接續視導無人機訓練,並頒發團體獎金。 今天很高興來到無人系統訓練指揮部。剛才從任務簡報、裝備展示,到實際的射擊及演練,讓我看到各位這段時間投入訓練的成果。我要謝謝所有參與建置、教學、測考和訓練的弟兄姊妹。大家辛苦了! 這幾年,從俄烏戰爭到中東的區域衝突,我們看到科技正在快速改變戰場。無人機可以協助部隊更快速掌握戰場資訊,也可以執行偵察、監視以及精準打擊。更重要的是,當無人系統和指揮管制、情監偵、火力以及各軍、兵種結合之後,也正在改變部隊作戰的方式。 所以,發展無人載具對臺灣強化防衛韌性、提升不對稱戰力非常重要。政府推動無人載具發展的決心很清楚,也會持續投入研發、訓練以及戰力建構。 我一直認為,無人機雖然叫做「無人」,但決定戰力的關鍵還是「人」。 有好的裝備也要有人知道怎麼用;操作技術再熟練,更要知道如何與其他部隊協同,在戰場上發揮最大功效。甚至今天學會的技術、建立的戰法,面對新的反制手段,很快就可能需要調整。 因此,「無人機訓練中心」進一步升格為「無人系統訓練指揮部」,意義就在這裡。除了培養操作人才,更要把戰場經驗、部隊需求和新的技術,轉化成國軍可以實際運用的戰術與能力。 稍早的簡報提到,下一個階段要從「建立訓練量能」走向「驗證作戰能力」。我認為這正是指揮部接下來很重要的任務。 我們不能只是計算培養了多少操作手、飛了多少架次;更重要的是官兵回到部隊後,能不能在複雜的電磁環境和作戰情境下完成任務,能不能和其他兵科、其他作戰系統有效協同。 同樣的道理,新的裝備要真正形成戰力,就要從作戰需求出發,讓裝備建置、訓練、準則和測考相互配合,並在實際操作找出問題、持續修正。 這也是國防部推動新興科技的方向。透過小批量測試和部隊實際使用,確認符合需要,再逐步擴大運用,並從實際經驗中持續改進。 臺灣有自己的地形、環境和防衛需求。因此,我們更要吸收國際戰場的最新經驗,透過反覆的訓練和調整,轉化成符合臺灣防衛需求的無人系統戰術。 今天在座的各位,就是這項戰力能不能真正建立起來的關鍵。各位在每一次操作、測試和演練中累積的經驗,都是國軍發展無人系統戰力的重要基礎。 國家會做大家的後盾。也請大家持續精進專業,把每一次的訓練都做得更扎實,讓新的裝備和技術,在部隊中發揮應有的戰力。 最後,再次感謝各位的付出,大家辛苦了,我們一起繼續努力。謝謝大家! 包括國安會秘書長吳釗燮、國防部長顧立雄、國安會諮詢委員劉得金、立法委員賴惠員、陸軍司令呂坤修等亦出席是項行程。
