1. Regarding Estonia's positions on updating the heat and fuel benchmarks of the EU emissions trading system for the years 2026–2030 Submitted by: Minister of Energy and Environment Andres Sutt
On July 17, 2026, the European Commission submitted a proposal to change the calculation of emission units allocated free of charge based on heat and fuel benchmarks in the years 2026-2030, as part of the revision package of the European Union's emissions trading system. Benchmarks are one part of the formula used to calculate the amounts of units allocated free of charge to HKS facilities.
According to the current rules, between 2026 and 2030, the amount of units allocated free of charge based on heat and fuel benchmarks will decrease by 34 percent.
In several sectors, this pace does not correspond to the real possibilities of companies to transform production and introduce new technologies. A too fast reduction of free allocated units increases the costs of companies, may weaken their competitiveness and increases the risk that production will move from the European Union to countries with less stringent environmental requirements. Estonia was one of the four member states that drew attention to this problem and called on the European Commission to find a solution to slow down the decrease in the allocation of free units.
According to the proposal of the European Commission, the amount of free allocation units would decrease by 18 percent instead of 34 percent. Estonia supports the proposal, because it better takes into account the real possibilities of heat and fuel producers to reduce carbon emissions, and Estonian production companies will have more units that can be allocated free of charge.
At the same time, Estonia considers it necessary to consider adding the oil shale sector to these benchmarks when changing the benchmarks for heat and fuel, because there are also limited opportunities to reduce carbon emissions.
2. Regarding Estonia's positions on increasing the competitiveness of the EU emissions trading system and simplifying the monitoring, reporting and verification procedure Submitted by: Minister of Energy and Environment Andres Sutt
On July 17, 2026, the European Commission presented proposals for changing the European Union's emissions trading system. The aim is to bring the system in line with the European Union's 2040 climate goal and at the same time to strengthen the competitiveness of European industry and the investment environment.
The most important change in the proposal is a slower reduction in the introduction of the emission units for sale. According to the current system, the amount of units sold will reach zero in 2039. According to the new proposal, this would happen in 2047-2048. around a year. This gives companies more time to adopt technologies that help reduce emissions and are economically viable.
The European Commission is proposing to change the rules of emission units that can be allocated free of charge and the basis for their calculation. In the future, receiving free units would be linked more than before to company investments that help reduce emissions. The market stability reserve, which can be used to limit large and rapid fluctuations in the price of a unit of emission, will also be changed. In addition, new funding opportunities from the European Union will be created and the modernization fund will be continued.
The proposal allows for the use of internationally traded greenhouse gas units in the system and for technologies that permanently sequester carbon.
The emissions trading system would also apply to smaller ships in the maritime sector, and it would be extended to incineration of household waste. Aviation rules are also being changed.
Estonia supports efforts to reduce greenhouse gas emissions and transition to cleaner energy. It is important for Estonia in the negotiations to change the emissions trading system that the updated rules are clear and fair, favorable for entrepreneurs, the costs are predictable and would help countries and companies invest in clean energy and better infrastructure.
The most important thing for Estonia is that the introduction of new emission units to the market is reduced more slowly. This gives companies more time to adopt technologies that actually work and are economically viable.
Estonia stands for free emission units to continue in the largest possible volume and for as long as possible, and the conditions for their sharing are fair. After 2030, the aim is to link the free acquisition of units to the new investments of companies in reducing emissions. This must not put companies that have already upgraded their production and reduced emissions in a worse situation, they must retain the opportunity to receive units for free.
It is important for Estonia that the price of a unit of emission does not fluctuate too sharply. A rapid price increase increases production, electricity and heat costs and makes it difficult for entrepreneurs to plan investments and production. Estonia wishes that in the event of a very rapid price increase, it would be possible to bring additional units to the market more quickly in order to slow down the price jumps.
Estonia does not want the income from the sale of emission units of the member states to be unjustifiably reduced in favor of the central funds of the European Union. Since 2013, Estonia has received over 2.3 billion euros from the sale of emission units. This money has been used in Estonia, for example, to support renewable energy, improve the energy efficiency of buildings, and develop railways and public transport.
Estonia supports the continuation of the modernization fund. In the case of new funds, before making decisions, it is necessary to know their purpose, the source of funding, the conditions for receiving support and the impact on the income from the sale of Estonian emission units. European funds must be available to Estonia and Estonian companies.
When distributing the support, countries' reduction in emissions to date must also be taken into account.
Maritime rules should take into account Estonia's island connections and ice conditions. When adding waste incineration to the emissions trading system, double costs must be avoided if a fee is already paid for the same emissions in Estonia.
Negotiations of the European Commission's proposal have begun in the working groups of the Council of the European Union. The aim of the Presidency is to reach an agreement between the member states in December 2026.
3. Unemployment insurance contribution rates in 2027 and 2028–2030 Submitted by: Minister of Economy and Industry Erkki Keldo
The Minister of Economy and Industry submits the issue of unemployment insurance payment rates to the cabinet meeting to form a position.
4. European Peace Fund contracts and related risks Submitted by: Minister of Defense Hanno Pevkur
The National Center for Defense Investments provides the government with an overview of the European Peace Facility contracts and the risks associated with them.
5. On the state budget strategy 2027–2030 and drafts of the state budget for 2027 Submitted by: Minister of Finance Jürgen Ligi
The government continues discussions on the state budget. An overview is obtained of the current status of the Rail Baltic project and future financing needs. Negotiations of budget strategy measures will continue. The proposal for the allocation of subsidies for the next European Union budget period 2028-2034 and the subsidy implementation system will also be discussed.

Eesti seisukohtadest ELi heitkogustega kauplemise süsteemi soojuse ja kütuse võrdlusaluste ajakohastamise kohta aastateks 2026–2030 kohtaEsitaja: energeetika- ja keskkonnaminister Andres Sutt Euroopa Komisjon esitas 17. juulil 2026 Euroopa Liidu heitkogustega kauplemise süsteemi läbivaatamise paketi osana ettepaneku muuta soojuse ja kütuse võrdlusaluste alusel tasuta eraldatavate heitkoguse ühikute arvestust aastatel 2026–2030. Võrdlusalused on üks osa valemist, millega arvutatakse HKS käitistele tasuta eraldatavate ühikute koguseid. Kehtivate reeglite järgi väheneb aastatel 2026–2030 soojuse ja kütuse võrdlusaluste alusel tasuta eraldatavate ühikute kogus 34 protsenti. Mitmes sektoris ei vasta selline tempo ettevõtete tegelikele võimalustele tootmist ümber kujundada ja uusi tehnoloogiaid kasutusele võtta. Liiga kiire tasuta eraldatavate ühikute vähenemine suurendab ettevõtete kulusid, võib nõrgendada nende konkurentsivõimet ning kasvatab riski, et tootmine liigub Euroopa Liidust riikidesse, kus keskkonnanõuded on leebemad. Eesti oli üks neljast liikmesriigist, kes sellele probleemile tähelepanu juhtis ja kutsus Euroopa Komisjoni üles leidma lahendust tasuta ühikute eraldamise vähenemise aeglustamiseks. Euroopa Komisjoni ettepaneku kohaselt väheneks tasuta eraldatavate ühikute kogus 34 protsendi asemel 18 protsenti. Eesti toetab ettepanekut, sest see arvestab paremini soojuse- ja kütusetootjate tegelike võimalustega süsinikuheidet vähendada ning Eesti tootmisettevõtetele jääb rohkem tasuta eraldatavaid ühikuid. Samas peab Eesti vajalikuks, et soojuse ja kütuse võrdlusaluste muutmisel kaalutaks põlevkivisektori lisamist nende võrdlusaluste alla, sest ka seal on süsinikuheite vähendamise võimalused piiratud. 2. Eesti seisukohtadest ELi heitkogustega kauplemise süsteemi konkurentsivõime suurendamine ning seire-, aruandlus- ja tõendamiskorra lihtsustamise kohtaEsitaja: energeetika- ja keskkonnaminister Andres Sutt Euroopa Komisjon esitas 17. juulil 2026 ettepanekud Euroopa Liidu heitkogustega kauplemise süsteemi muutmiseks. Eesmärk on viia süsteem kooskõlla Euroopa Liidu 2040. aasta kliimaeesmärgiga ning samal ajal tugevdada Euroopa tööstuse konkurentsivõimet ja investeerimiskeskkonda. Ettepaneku olulisim muudatus on müüdavate heitkoguse ühikute turule toomise aeglasem vähendamine. Kehtiva süsteemi järgi jõuab müüdavate ühikute kogus nulli hinnanguliselt 2039. aastal. Uue ettepaneku järgi juhtuks see 2047.–2048. aasta paiku. See annab ettevõtetele rohkem aega võtta kasutusele tehnoloogiad, mis aitavad heidet vähendada ja on majanduslikult tasuvad. Euroopa Komisjon teeb ettepaneku muuta tasuta eraldatavate heitkoguse ühikute reegleid ja nende arvutamise aluseid. Edaspidi seotaks tasuta ühikute saamine senisest rohkem ettevõtte investeeringutega, mis aitavad heidet vähendada. Muudetakse ka turustabiilsusreservi, mille abil saab piirata heitkoguse ühiku hinna suuri ja kiireid kõikumisi. Lisaks luuakse uued Euroopa Liidu rahastusvõimalused ning jätkatakse moderniseerimisfondiga. Ettepanek lubab kasutada süsteemis rahvusvaheliselt kaubeldavaid kasvuhoonegaaside ühikuid ja võtta arvesse tehnoloogiad, mis seovad süsinikku püsivalt. Heitkogustega kauplemise süsteem hakkaks merenduses kehtima ka väiksematele laevadele ning seda laiendataks olmejäätmete põletamisele. Samuti muudetakse lennunduse reegleid. Eesti toetab püüdlusi vähendada kasvuhoonegaaside heidet ja puhtamale energiale üleminekut. Eestile on heitkogustega kauplemise süsteemi muutmise läbirääkimistel oluline, et uuendatud reeglid on selged ja õiglased, ettevõtjatele soodsad, kulud etteaimatavad ning aitaks riikidel ja ettevõtetel investeerida puhtasse energiasse ja paremasse taristusse. Olulisim on Eestile, et uute heitkoguse ühikute turule toomist vähendatakse aeglasemalt. See annab ettevõtetele lisaaega võtta kasutusele tehnoloogiad, mis päriselt töötavad ja on majanduslikult tasuvad. Eesti seisab selle eest, et tasuta heitkoguse ühikud jätkuksid võimalikult suures mahus ja kaua ning nende jagamise tingimused oleksid õiglased. Pärast 2030. aastat tahetakse ühikute tasuta saamist senisest rohkem siduda ettevõtete uute investeerinutega heite vähendamisse. See ei tohi seada halvemasse olukorda ettevõtteid, kes on juba varem oma tootmist uuendanud ja heidet vähendanud, neil peab säilima võimalus ühikuid tasuta saada. Eestile on oluline, et heitkoguse ühiku hind ei kõiguks liiga järsult. Kiire hinnatõus kasvatab tootmise, elektri- ja soojakulusid ning teeb ettevõtjatel keeruliseks kavandada investeeringuid ja tootmist. Eesti soovib, et väga kiire hinnatõusu korral oleks võimalik kiiremini turule tuua lisaühikuid, et hinnahüppeid pidurdada. Eesti ei soovi, et liikmesriikide heitkoguse ühikute müügist saadav tulu väheneks põhjendamatult Euroopa Liidu kesksete fondide kasuks. Alates 2013. aastast on Eesti saanud heitkoguse ühikute müügist üle 2,3 miljardi euro. Seda raha on kasutatud Eestis näiteks taastuvenergia toetamiseks, hoonete energiatõhususe parandamiseks ning raudtee ja ühistranspordi arendamiseks. Eesti toetab moderniseerimisfondi jätkumist. Uute fondide puhul tuleb enne otsuste langetamist teada nende eesmärki, rahastamise allikat, toetuse saamise tingimusi ja mõju Eesti heitkoguse ühikute müügist saadavale tulule. Euroopa fondid peavad olema Eestile ja Eesti ettevõtetele kättesaadavad. Toetuse jagamisel tuleb arvestada ka riikide senist heite vähendamist. Merenduse reeglid peaksid arvestama Eesti saarteühenduste ja jääoludega. Jäätmete põletamise lisamisel heitkogustega kauplemise süsteemi tuleb vältida topeltkulu, kui sama heite eest juba Eestis tasu makstakse. Euroopa Komisjoni ettepaneku läbirääkimised on alanud Euroopa Liidu Nõukogu töögruppides. Eesistujariigi eesmärk on jõuda liikmesriikide kokkuleppeni 2026. aasta detsembris. 3. Töötuskindlustusmakse määradest 2027. aastal ja 2028–2030Esitaja: majandus- ja tööstusminister Erkki Keldo Majandus- ja tööstusminister esitab töötuskindlustusmakse määrade küsimuse valitsuskabineti nõupidamisele seisukoha kujundamiseks. 4. Euroopa Rahurahastu lepingutest ja nendega seotud riskidestEsitaja: kaitseminister Hanno Pevkur Riigi Kaitseinvesteeringute Keskus annab valitsusele ülevaate Euroopa Rahurahastu lepingutest ja nendega seotud riskidest. 5. Riigi eelarvestrateegiast 2027–2030 ja 2027. aasta riigieelarve eelnõudestEsitaja: rahandusminister Jürgen Ligi Valitsus jätkab riigieelarve arutelusid. Ülevaade saadakse Rail Balticu projekti hetkeseisust ja edasistest rahastamisvajadustest. Jätkatakse eelarvestrateegia meetmete läbirääkimistega. Samuti arutatakse Euroopa Liidu järgmise eelarveperioodi 2028–2034 toetuste jaotusettepanekut ja toetuste rakendussüsteemi. Kommunikatsioonibüroo, Riigikantselei Telli uudiskiri või jälgi valitsuse sotsiaalmeediakanaleid.
