Presidente Lula visita às obras de revitalização e modernização do VLT de Teresina

To kick off the event, we hear from the Minister of Cities, Vladimir Lima. Good afternoon, everyone. Man, I didn't feel the energy from you all, no. Good afternoon, everyone. Now that's it, Mr. President. There you go, that’s some excitement. That's right. A kiss to you all. Look, folks. Today is an important day, an important visit for one of the over 60 billion reais in urban mobility investments that President Lula has been making across Brazil since 2023. Here in this project , we have about 680 million reais invested today, contracted to reach 1 billion, because the state governor, our friend Rafael Fonteles here, is working to buy more trains. We are currently acquiring—right, Governor Rafael?—three trains, and five more are in the pipeline. The revitalization of the entire track is planned. It’s 17 km of track, as well as doubling it, meaning modernizing the entire system. Remember that here in Piauí, in Teresina, you are a benchmark for zero-fare. It’s the first place in the state with zero-fare. And the train, folks, is bringing comfort, bringing safety. Trains with air conditioning. Rafael is going to put Wi-Fi on those trains too, right? Right? Right? They already have it. So, waiting times, reducing waiting times, travel time. After all, ma'am, nobody wants to be left waiting. People want to get home early, spend time with family, rest, see their kids. Am I lying? Tell him here. Tell him. As long as he didn't arrive, we couldn't leave here. Just that's right. This is investment, Mr. President, worthy of admiration, because it is an investment designed in an integrated way with other public policies. We at the Ministry of Cities have been allocating resources for housing. There are already more than 2.6 million homes contracted. We will reach 3 million by the end of the year. And these homes connected with basic sanitation, public transport, and education. After all, we were just visiting the full-time school a little while ago, weren't we? Children having access to study, children developing and growing more and more. An administration that is thinking about education, health, decent housing, basic sanitation, and transport to actually reach those who truly need it. Am I lying, Neide? It's the truth. My House, My Life. Thank you, Lula. There were 300 houses and all in bloom. And she remembered well, Mr. President. Last week, we were here with Senator and Minister Wellington Dias, handing over homes in Piripiri, 300 units, and also in Floriano, 74 units at the Residencial Cajoeiro. Investments that, let’s remember, in the case of the Piripiri development, people had been waiting for many years, as this project remained stalled during the last administration. It was resumed during your administration, becoming a reality , bringing dignity and quality of life to those in need. President, folks, finally, I’d like to greet once again the excellent President, Governor Rafael Fonteles, and greet the first ladies. And a special greeting to all the workers who are making this a reality here. And a special greeting to all the workers who are making this a reality here. The country is growing, and the Ministry of Cities is ready to deliver even more, resume works, and change the reality under the command and leadership of this man here, who is a warrior, a worker, who today occupies the presidency of the Republic. Thank you, everyone. The Minister of State for Transport, George Santoro, will now take the floor . Good afternoon, everyone. Good afternoon, Piauí. Good afternoon, Teresina. Folks, I’d like to give a brief overview of the federal government's actions in the transport sector here in Piauí. You can move on to the presentation, please. Governor Rafael, the scene today, Mr. President, here in Piauí, is that the agricultural sector here has grown a lot. Brazil's forecast for the coming years is to grow agricultural production by 70 to 80 percent on average. The Matopiba region by 100 percent. Next. For Piauí, the forecast is to triple that growth. It will be three times higher than the rest of Brazil. For this, next, it is necessary for us to make investments. You can move on. And one of the major investments, Mr. President, is the change that was made here in the road sector. When we arrived in '22, when you took office, it was the worst level of the federal road network here in Piauí. This happened throughout almost all of Brazil, and today we are at 87 percent, which is the highest quality level of the federal road network here in Piauí. It is a very important change. Next, please. The average investment has jumped. In previous governments, the average was less than 200 million; we have moved to an average of 370 million. You can move on . And we have made many deliveries here in Piauí. I would like to highlight the resumption of investments. More than 1,500 km of roads recovered here in Piauí, Mr. President. Structural works such as the Viaduto do Peixe interchange, with 30 million invested. It was like this, now it is like this. You can show the trench on Avenida João 23, how it was and how it turned out. One of the capitals in the Northeast that did not have duplicated exits. All entrances and exits of Teresina are being duplicated. Here, the adequacy of the 135 has already been done. 70 km in length. Its adequacy, 70 km. You can show the widening. The duplication here of the 343 exit is also the first concrete paved project here in Piauí. So it is a very important duplication and the first concrete paved project here in Piauí. So it is a very important duplication, access to the port of Parnaíba. It is the first part of the project. It is 22 km. We will deliver 5 km here at the Teresina exit pass now. You can show the duplication of the 316 as well, following with more than 22 km from Teresina to Altos. These are structural works here in Teresina. Aba. I came here 15 or 20 days ago, right, Rafael, with you. The work is going well. We will deliver a stretch now at the end of September, beginning of October, with 22 km delivered by the end of the year. You can also show ongoing works on the 330 and the 235, which is in the south of the state. These are works totaling R $ 1 billion in road implementation in the agribusiness area that is expanding the most here in Piauí. You can proceed. Paving of the BR-222 in Piauí. Piripiri-Batalha. Very. Very relevant that we are replacing wooden bridges with concrete bridges. You can proceed. And here are two important points, President, the Transnordestina, which connects to Eliseu Martins. It is a project that Piauí will complete, we are finishing the access to Eliseu Martins completely by December of next year. There are already 900 km operational. You should come visit the work. It is already in Quixeramobim, in Ceará, and Eliseu Martins. We are starting this stretch to complete it this year. There is already a logistics terminal here in Piauí operating, already carrying cargo to Ceará. You can move on. It is a project we started , President, connecting the North-South , which you built, to the Transnordestina in Eliseu Martins. This is a structural project, it connects the railway that cuts across the country from north to south with the Transnordestina. Connecting Piauí and the Matopiba region—Tocantins, Piauí , Maranhão—making a fundamental logistics connection for the development of the Brazilian Northeast and Piauí. You can move on. Next is the renewal we are doing with the FTL. It provides for the recovery of 48 km of the stretch to Altos, in Piauí. will allow Governor Rafael to operate the intercity train connecting Maranhão to Altos, a 96 million investment. Mr. President, this is the largest cycle of investments in the transport sector in Piauí, and Piauí needs these investments due to the huge increase in cargo that we will have here. Economic development, is that clear? And with that comes better social development. Mr. President, I think that was what we had to show. Piauí moving forward. Congratulations, Rafael. Congratulations, Mr. President. At this moment, the floor is given to the Governor of the State of Piauí, Rafael Fonteles. Good evening. Are you hot? A redundant question. The President is a little bit, but folks, President Lula, I will just thank you and your government, especially this third term of yours that has made the largest volume of investments in the history of Piauí. You had two ministers here speaking, the Minister of Cities, Jader, and Minister George, one succeeded Jader, the other Renan. And Piauí has no complaints about them ; on the contrary, they enabled these investments in the most diverse types of infrastructure. Just in this Light Rail Vehicle (VLT), which is known as the Teresina metro, there are 600 million reais already contracted, not counting what is yet to be contracted. This means duplicating the line, which will cut waiting time in half. Stations like this one you visited, Boa Esperança, the other 14 stations will be on the same level. We have already delivered, if I'm not mistaken, five, eight new VLTs like the one you entered . Made in Brazil with 60%national content. So there are eight VLTs, only the first one has arrived so far, but the others are in production. So just here in Teresina for mobility, which is a huge challenge, Mr. President, if I conduct a survey here in Teresina, the challenge, the number one or number two problem that the people will cite is mobility. So, the state government and President Lula's government are doing their part, ensuring quality transport, and the only capital in Brazil that has zero fare is Piauí, showing that it is possible. And Minister George, I will only talk about transport there at the other event, I will talk about more things, but in the area of transport, look at what Minister George presented in these 10 slides. I wish the entire press had access to these slides, because it is a good summary of what has been done. We are talking only in Teresina, about 600 million in BR highways. Duplicating the road from Teresina to Altos in concrete. It is the first time in Piauí that there is a concrete highway. You are building one in Maranhão and have started the first one here in Piauí. Duplicating the stretch to Monsenhor Gil as well, and you've already delivered the stretch to Demerval Lobão. So, the two main exits from Teresina are duplicated , and within the city, you are duplicating the federal highway passing through, at 130 million reais. So, just for Teresina, considering BRs and light rail, the Lula administration has invested 1.2 billion reais here. I’m not even mentioning the highways in the south of the state, the BR-330, BR-135, BR-235, or the BR-222 in the north. If you add all of that up, it’s more than billions of reais. When I sum up everything, everything the Ministry of Transport has invested in Piauí. Add to that the Transnordestina railway. The people here further north in the state don't have a perfect sense of what it is. It is a revolution, Mr. President, for the south of Piauí. Both the southeast of the state with its mining and the southwest of the state with grain production. So you are investing, it’s already 11 billion. 11 billion. And you announced—well, you didn't just announce, you said it's already in the design phase, according to Minister Renan Filho, the connection of the Transnordestina with the North-South railway. It won't be an inverted L anymore, it will be a U. And remembering that in this U, the Parnaíba River is in the middle, which will also be a transport vector, which you authorized, 995 million. So, Mr. President, I am speaking only about transport so as not to tire you, because I will have other moments to talk about other topics. Thank you very much, President Lula. Count on the warmth of Piauí, but above all, the warmth of the people of Piauí, who love you most. I thank you. Folks, the president has already given about three interviews and he still has a beautiful speech to make. So we are going to excuse ourselves now so we can move on to the next scheduled event, okay? All right? Thank you very much, everyone. Thanks. Let's take a nice picture. Thank you all for being here, thank you to the press. Thanks. This event is now concluded. We ask everyone to remain in their places for the departure of the President of the Republic and Mrs. Janja Lula da Silva.
