Ministro de Industria Comercio y Mipymes, Eduardo Sanz Lovatón, anuncia “Empresas en 24 Horas”, iniciativa que busca reducir la burocracia y tiempo de constitución de empresas
Santo Domingo.-President Luis Abinader led the launch of “Companies in 24 Hours” (E24H), a project of the Ministry of Industry, Commerce and Mipymes (MICM), which unifies on the same platform all the institutions involved in the creation of a company, so that procedures are reduced and physical travel between various State institutions is eliminated, which saves costs and time.
This new tool is part of the plans for the digitalization and streamlining of public services promoted by the Government. With less bureaucracy, entrepreneurs will be able to formalize their companies in just 24 hours, thus streamlining a process that previously took weeks or even months.
Eduardo “Yayo” Sanz Lovatón, head of the MICM, highlighted that one of the initiatives that made this great step possible was the promulgation of Law 30-26 by President Luis Abinader, on measures for Economic Growth, Tax Simplification and Mitigation of the International Crisis, through which the tax on the incorporation of companies, historically considered one of the great obstacles to the formalization of companies in the country, was repealed.
“Today, the Dominican Republic is treated and respected throughout the world as a country that works, as a country with which you can do business,” said Sanz Lovatón.
This also translates into more opportunities for citizens, more investment, productivity and grown companies, said the executive director of the National Competitiveness Council, Peter Prazmowski.
"When we make it easier to open and formalize a company, we reduce the cost of starting a business, we allow a company to start operating, sell, produce, hire, invest and grow. And that thread of zero bureaucracy is directly connected to the RD2036 goal of doubling the size of our economy in a decade," Prazmowski concluded.
Unified criteria for the Commercial Registry
The president of the Dominican Federation of Chambers of Commerce (Fedocámaras), Lucile Houellemont, also highlighted that the unification of commercial registries in a single document brings peace of mind to users by establishing clear, homogeneous and applicable criteria at the national level for the evaluation of all procedures, which eliminates any possible discretion and ensures that the same legal situation receives exactly the same response anywhere in the territory.
Likewise, he congratulated Sanz Lovatón for his vision of progress, “because for decades we have waited in our governing body for a minister who would lead the establishment of unified criteria and you have dared to take that step.”
For his part, the Minister of Public Administration, Sigmund Freund, highlighted that they work hard on the interoperability of the State as a basis for achieving achievements like this, one of the fundamental objectives of this administration of President Luis Abinader.
The Empresas24H.gob.do platform is already operational and the user experience will continue to be improved, in addition to expanding it to the entire national territory. Through this website the registration of the commercial name is integrated, in charge of Onapi, the commercial registry, in charge of the Chamber of Commerce and Production of Santo Domingo (CCPSD) and the National Registry of Taxpayers (RNC), in charge of the General Directorate of Internal Taxes (DGII).
It will allow access to a single form, make online payments, obtain automatic validations to reduce errors, receive a pre-validation of the commercial name via WhatsApp, automatically generate the constituent documents, including the bylaws and the act under private signature, as appropriate. Also, follow up on the request and receive notifications about digital corrections and corrections.
Temporarily left out of this first phase are cases with contributions in nature, foreign shareholders and activities that require special permits, authorizations or sectoral validations. For these cases, Formalize and traditional routes continue to be available.

Esto también se traduce enmás oportunidadespara los ciudadanos,más inversión, productividad y empresas crecidas, puntualizó el director ejecutivo del Consejo Nacional de Competitividad,Peter Prazmowski. “Cuando hacemos más fácil abrir y formalizar una empresa, reducimos el costo de emprender, permitimos que una empresa pueda comenzar a operar, vender, producir, contratar, invertir y crecer. Y ese hilo de burocracia cero se conecta directamente con la meta RD2036 de duplicar el tamaño de nuestra economía en una década”,concluyó Prazmowski. Criterios unificados para el Registro Mercantil La presidenta de la Federación Dominicana de Cámaras de Comercio(Fedocámaras),Lucile Houellemont, destacó además que launificación de los registros mercantilesen un solo documento lleva tranquilidad a los usuarios al establecercriterios claros, homogéneos y aplicables a nivel nacionalpara la evaluación de todos los trámites, lo cualelimina cualquier discrecionalidad posibley asegura que una misma situación jurídica reciba exactamentela misma respuesta en cualquier punto del territorio. De igual modo, felicitó a Sanz Lovatón por suvisión de progreso,“porque durante décadas hemos esperado en nuestro órgano rector un ministro que liderara el establecimiento de los criterios unificados y usted se ha atrevido a dar ese paso”. De su lado, el ministro de Administración Pública,Sigmund Freund, destacó que trabajan arduamente en lainteroperabilidad del Estadocomo base para alcanzar logros como este,uno de los objetivos fundamentalesde esta gestión delpresidente Luis Abinader. A través de esta página web se integra el registro delnombre comercial, a cargo deOnapi, elregistro mercantil, a cargo de la Cámara de Comercio y Producción de Santo Domingo(CCPSD)y el Registro Nacional de Contribuyentes(RNC), a cargo de la Dirección General de Impuestos Internos(DGII). La misma permitirá acceder a unformulario único, realizarpagos en línea, obtenervalidacionesautomáticas para reducir errores, recibir unaprevalidacióndel nombre comercial vía WhatsApp, generar automáticamente losdocumentos constitutivos, incluidos los estatutos sociales y el acto bajo firma privada, según corresponda. También, darseguimientoa la solicitud y recibirnotificacionessobre correcciones y subsanaciones digitales. Temporalmentequedan fuerade esta primera fase los casos conaportes en naturaleza, accionistas extranjerosy actividades que requieranpermisos, autorizaciones o validaciones sectoriales especiales.
