總統出席律師節慶祝大會 肯定律師守護人權與民主法治 盼持續發揮專業貢獻力量
President Lai Ching-te attended the "Taipei Bar Association 115th Annual Lawyers' Day Celebration" on the evening of the 9th. He affirmed that lawyers across the country have long been on the front line in protecting human rights and implementing social justice. He also stated that in the future, he will work with the Judicial Yuan, the Ministry of Justice and the legal profession to formulate national lawyer policies. He also hopes that lawyers will continue to display their professionalism and contribute in fields such as artificial intelligence, digital transformation and net-zero transformation.
In his speech, the President said that today is Lawyers' Day, and he was honored to be invited to attend the "Taipei Bar Association's 115th Annual Lawyers' Day Celebration". On behalf of all Chinese people, he would like to congratulate lawyers across the country on "Happy Lawyers' Day" and would also like to thank the Taipei Bar Association and lawyers nationwide for standing on the front line to protect human rights and implement social justice.
The President mentioned that through Chairman Lin Junhong’s speech earlier, he heard the voice of the legal profession. In the future, I look forward to working with you all to jointly develop a national lawyer policy and respond to the three issues of concern to the legal profession. First, examine the number and conditions of lawyers needed by the country. Second, we must face up to the lawyer's professional space and the protection of rights and interests. The lawyer's defense on behalf of the client does not mean that he or she agrees with the client's behavior. While the client is protected by the law, the lawyer's performance of business should also be protected by the law. The third is to increase the cost of legal support.
The president pointed out that Chairman Lin had earlier stressed that lawyers would stand by the people when they are in need, and lawyers would not stand idly by when the country's democracy and rule of law were challenged. This spirit is admirable. He also said that what is admirable about Beilu is not the number of members or the number of cases served, but that in the history of Taiwan's democracy, there have been many talented people who not only spoke uprightly to safeguard human rights, but also spoke up for Taiwan's democracy and stood together with the democratic movement.
The President mentioned that whether it was the "United Literary Schools" in the past, or current major social issues, including Taiwan facing threats from China, or Taiwanese society facing the turmoil in the Legislative Yuan, we can see that lawyers from Beilu and across the country have the courage to speak for the country, society and the people. As president, he admired that very much.
The President believes that there are some similarities between the work of doctors and lawyers. He used to work as a doctor. Doctors pay attention to evidence-based medicine. Where the inspection reports and evidence go, diagnosis and treatment can be found. Lawyers, prosecutors and judges also pay attention to the principle of evidence. Therefore, every time I see a lawyer, I feel a sense of sympathy and respect for all my fellow lawyers from the bottom of my heart.
When talking about what kind of lawyers Taiwan needs, the President believes that maybe we can think about "what kind of legal education Taiwan needs." The three tasks or missions revealed in Article 1 of the current Lawyers Law include protecting human rights, realizing social justice, and promoting democracy and the rule of law, but the role that lawyers can play can actually be broader. For example, Minister Gu Lixiong, who used to be the chairman of the Taipei Bar Association and the National Lawyers Association, now serves as the Minister of National Defense and shoulders the responsibility of protecting the country.
The President further pointed out that Taiwan is about to enter the era of artificial intelligence, and the promotion of digital transformation requires the assistance of lawyers; the country's policy goal of net-zero transformation in 2050 also requires the participation of lawyers. Lawyers have endless potential. Lawyers can be professional in various fields and can even serve as president; the previous president also graduated from the law department, and legal professionals can also serve as minister of justice. Therefore, he is very happy to discuss with the Judicial Yuan, the Ministry of Justice and the legal profession to develop a national lawyer policy.

賴清德總統今(9)日晚間出席「台北律師公會115年度律師節慶祝大會」,肯定全國律師長期站在第一線保護人權、落實社會正義,並表示,未來將與司法院、法務部及律師界共同研擬國家律師政策,也期盼律師持續發揮專業,在人工智慧、數位轉型及淨零轉型等領域貢獻力量。 總統致詞時表示,今天是律師節,很榮幸受邀出席「台北律師公會115年度律師節慶祝大會」,他要代表全體國人祝賀全國律師「律師節快樂」,也感謝台北律師公會及全國律師長期站在第一線保護人權、落實社會正義。 總統提到,透過稍早林俊宏理事長的致詞,他聽到了律師界的心聲。未來期盼與大家攜手努力,共同研擬國家律師政策,回應律師界所關切的三項議題。第一,檢視國家所需的律師數量與條件。第二,正視律師的職業空間與權益保障,律師代表當事人進行辯護,並不代表認同當事人的行為;當事人受到法律保護的同時,律師執行業務也應受到法律保護。第三則是提升法扶費用。 總統指出,林理事長稍早強調,當人民有需要時,律師會站在人民這邊,而當國家的民主法治受到挑戰時,律師也不會袖手旁觀,這種精神令人欽佩。並表示,北律令人欽佩之處並不在於會員人數或服務案件量,而是在臺灣民主的歷史中,人才輩出,不僅為維護人權仗義執言,也為臺灣的民主發聲,與民主運動站在一起。 總統提到,不管是過去的「文學校聯合團」,到當前重大社會議題,包括臺灣面臨中國威脅,或臺灣社會面對立法院的紛擾,都可以看到北律及全國律師勇於為國家、社會及人民發言。身為總統,他對此非常欽佩。 總統認為,醫師與律師的工作有些相似之處。他過去從事醫師工作,醫師講究實證醫學,檢查報告及證據到哪裡,診斷及治療才可以到哪裡;律師、檢察官及法官也講究證據原則。因此,每次看到律師,內心都有惺惺相惜之感,也要發自內心向所有律師夥伴表達敬意。 談及臺灣需要什麼樣的律師,總統認為,也許可以思考「臺灣需要什麼樣的法學教育」。現行《律師法》第1條所揭示的三項任務或使命,包括保障人權、實現社會正義及促進民主法治,但律師所能發揮的角色其實可以更加廣泛。例如,過去曾任台北律師公會及全國律師公會理事長的顧立雄部長,現在擔任國防部長,肩負守護國家的責任。 總統進一步指出,臺灣即將邁入人工智慧時代,推動數位轉型需要律師協助;國家以2050淨零轉型為政策目標,也需要律師參與。律師的潛力無窮,律師可以在各個領域發揮專業,甚至可以擔任總統;前一任總統也是法律系畢業,法律專業人才也可以擔任法務部部長。因此,他非常樂意與司法院、法務部及律師界共同討論,研擬一套屬於國家的律師政策。 包括司法院代理院長謝銘洋、法務部長鄭銘謙、國防部長顧立雄、立法委員沈伯洋、蘇巧慧及台北律師公會理事長林俊宏等亦出席是項活動。
