Speech by President Javier Milei at the 47th IAEF Annual Convention 2026 in Puerto Iguazú, Misiones

Good afternoon everyone. I want to thank the IAEF organization for the invitation to close this meeting. A pleasure to be in Misiones, a province with so much productive potential. It is a pleasure to be in front of you who represent the best of Argentine finances and every day you have to make decisions with the discipline of looking at the numbers as they are, separating the noise from the fundamentals.

In finance this is central. You must make decisions thinking about what the State is going to do specifically and what the market is going to look like after activating the actors. That's why today I would like to start talking about credibility.

This raw material of public policy was for decades, from my point of view, little honored by politics. They destroyed the word of the State, they destroyed the currency and the first liberal libertarian president in history had to come to put it back together. We are rebuilding public credibility day by day, because that is necessary to put our country back on its feet.

Credibility is a central theme in economic literature and one that earned Finn Kydland - a Boca fan - and Edward Prescott, the Nobel Prize in Economics in 2004. No, I'm going to do worse: he became a Boca fan because he came to teach Di Tella and they took him to see Boca-River on the day of the crutch. Not only did he become a Boca fan, but he also became a Palermo fan. To which I fully adhere.

I say that precisely what they did was formalize a job that is rules instead of discretion, the inconsistency of optimal plans. In fact, they did it for fiscal policy. The argument is a very simple argument: it is in a two-period model, and basically what it shows is that if you design a certain fiscal policy, when you sink the capital, one of the things that the policy does is, precisely as the capital is sunk, modify the rules and they end up harming you. But, of course, agents learn and make decisions based on that. And, on the other hand, the person who did it with monetary issues is one of the greatest economists in Argentine history, Guillermo Calvo, who are these issues of temporal inconsistency.

The idea, in Creole, is the following: A government can have the best possible economic policy on paper, but if at some point along the way it has the option of breaking that rule because it is convenient in the short term, the market, due to its rational nature, anticipates that possibility from day one. And it is not necessary for the government to actually break it, it is enough, if it can be done, if there is a chance of it happening, for you to be charged for that suspicion in advance, every day, in the interest rate. I say Country Risk. That is why the solution is not to promise that we are not going to give up, it is to give ourselves as a State the possibility of doing so.

In fact, one of the things that is happening and that is forming part of the debate is what we are going to do in the election year. And the reality is that many say “well, the economy is growing, salaries are improving, employment is improving…” That is, when we take the total, not just the formal one. And why don't we become more lax? Look, I came here for the bronze, I spent my entire life preaching what had to be done. I'm not going to get to this moment to change things and erase with my elbow what I wrote with my hand.

And I am going to present it from a macroeconomic way and I am going to present it from an absolutely personal way, which makes it absolutely incentive compatible. From a macroeconomic point of view, it makes no sense to make monetary policy more flexible. Because the monetary base has not changed for almost 12 months. And yet, inflation still persists, that is, there is still monetary surplus. Therefore, if I changed the monetary policy and had a loose monetary policy, inflation would be around the corner. And my commitment is to put an end to damned inflation once and for all.

It is also true that you could say: well, but you know the rational expectation models; You want to coordinate the agents so that, in this way, they believe in an equilibrium of a smaller amount of money, a lower price level and therefore a lower inflation rate. Well, I could take your point, but I'm going to tell you something: look, I gave up my privileged retirement; My contract with the Argentines is four years with an option for eight. But after that I have to go make a living in the private sector. If throughout my life I said that I was going to do something, I had the possibility of doing it and, due to an electoral whim, I changed my way of acting, I tell you that my conferences after I finish my work as President, the price becomes zero. Therefore, it is absolutely compatible incentive that I redouble my orthodoxy to the hilt. Therefore, I am not going to change either fiscal policy or monetary policy. I am going to continue with fiscal balance and I am going to continue tightening the amount of money until inflation is defeated.

In short, rebuilding the credibility of the Argentine State requires that we not be complacent in our commitments to reforms. We have to build solid institutions that maintain change over time, and that is exactly what we have been doing in recent weeks.

For example, Congress moved forward with the reform of the Central Bank to give it greater independence and remove the temptation for the current government to finance itself by issuing. And, to complement this reform, we present our fiscal shackle project, which completely eliminates the possibility of a deficit in the public administration. And we are also moving forward with Fiscal Innocence 2, so that the honest citizen stops being treated like a criminal to protect himself from the voracity of the state.

On the other hand, we approved the free trade agreements with Singapore, while the Senate unanimously approved the agreement with the EFTA, adding Argentina to two trade blocs that for decades had eluded us for a simple reason: we had one of the most closed economies in the world.

In fact, Argentina, given its GDP per capita, should have an openness coefficient of 90%; It has one of 30%. Come on, don't be fooled by the prebendaries who like to hunt in the zoo. This is not an open economy, it needs more competition. And, obviously, you can have two attitudes towards openness. There is a wonderful book by... You won't believe that I am praising this author, but hey, in order to give an opinion and take a position you have to read all sides of the library. His name is Albert Hirschman. He wrote, one of the many wonderful books he wrote is called “Voice, Exit or Loyalty.” Look, when the interest bid appears, you have different ways of dealing with it. One is to kick, we are full of noisy people who kick everywhere, who complain, it is part of history. If you want to make an omelette or an omelette you have to break the eggs, unfortunately that's how it is. If you have a whole prebendary network, someone who has a prebend is going to get angry, they are going to kick, that's how it is.

Now, the other is an exit. The emblematic example of output is luminous gum. That is to say, he lived by swindling Argentines, charging four times more for tires than they cost anywhere. That is, for taking care of 920 jobs and their perk, because they were not paid well either, it harmed all Argentines who had to pay four times more for tires. With all the risks that this implies, for example, when traveling on the roads. And well, the option there, what did it do? Well, he said, either they would maintain the wall that allowed him to continue defrauding the Argentines, or he would leave, break, and be out. And in fact he did it in a very violent way, because before we passed the Labor Modernization Law, he threw 920 workers onto the streets. That is to say, he also did it with a lot of bad intentions. That is so that they can see that when they put together the models they also say that it is the decision-making process.

These types of questions in the Austrian school are very clear. The first one to analyze it brilliantly, it is a reading that I really like to share with Toto, is Eugen von Böhm-Bawerk. Because not only let's say he was the one who began to develop the theory of capital seriously, but he is also interesting because he was twice minister of economy of the Austro-Hungarian Empire. So, many of your readings, the whole part that has to do with power and the market, we could call it that, what happens? You read it and you realize the things the guy was dealing with and the issues he had to be dealing with. And, what's more, in fact, when you take Murray Newton Rothbard's book, in which he converts to anarcho-capitalism, he creates it, "Man, the Economy and the State", in volume 3 it is called "Power and the Market. That is to say, that in the Austrian school is better treated, even much more than what is done in Public Choice. So, by the way, today we were disseminating an opinion by Murray Newton Rothbard from the month of July from 1982, where the inventor of anarcho-capitalism, in relation to the conflict between Argentina and the United Kingdom, took the side of Argentina.

Returning to the reading of what we were carrying out, what we are doing is that, in the long term, they also put shackles on politics because destroying... Oh no, I didn't finish with the Hirschman thing.

That is to say, with which, Luminous Jelly, what did it do? It was a rather violent solution, it didn't work, he left. And the other case, what is it? Loyalty. Which one is it? Lumilagro. Lumilagro is facing competition, it has to reorganize, it did not do what Gomita Lumínica did. What did he do? He went, regrouped, and went out to compete. Therefore, we go for more people like Lumilagro, who seriously wants a country that does well for all of us, and not for a scammer who abused 48 million Argentines. Making those decisions is hard too.

In the long term this also puts shackles on politics, because destroying established markets has a very high cost on society. That is, we are designing a set of rules... someone can say "yes, another government is coming and changing them." Well, the challenges that do so will see how the market slaps them. That is to say, these new markets are little by little replacing the protectionist structure, which they will no longer be able to reassemble without encountering high levels of resistance from a society that, accustomed to the benefits of a free economy, will refuse to return to the past.

We are also on the way to joining the patent cooperation treaty, so that intellectual property in Argentina has the protection it needs to bring investment in the knowledge industry, integrating us into the world, and simplifying the bureaucratic process. Added to this are all the laws that we have approved in Congress since December 2025, including the first budget with fiscal balance in a century, the Labor Modernization Law, the adaptation of the Glacier Law, among other reforms that bring our country closer to this goal that we have set of making the Argentine Republic the freest country in the world. That, by the way, we made a set of campaign promises in '23 and we fulfilled them all when we reached midterm. So what did we do? We went for impossible reforms, for example, labor modernization, which not even the military dared to do, we did it.

In turn, each of these reforms systematically eliminates the discretion that for decades allowed any Argentine government to change the rules mid-match. It turns a promise into a rule that is more difficult to break and that loss of discretion for the State is exactly the gain in predictability that you charge Argentina every time you make a curve.

Without going too far, during the debate on the reform of the Central Bank in the Chamber of Deputies we saw opposition leaders crying because they would not be able to execute the monetary policy that they like, which is nothing other than keeping the machine on 365 days a year, as we saw in 2023, when despite being on the verge of hyperinflation, they issued no more and no less than 13 points of GDP to try to win an election. We never want to go back to that again and we are not going to allow it. And, besides, next year we are going to beat them, because I doubt that the Argentines are so stupid as to want to go back to the past.

Therefore, the most important thing to make decisions in these coming years is to observe where we come from, where we are and where we are going. Today my job is to explain to you how we are building, from the institutional economic dimension, the necessary credibility so that the Argentine State can remove the chains of the private sector once and for all.

As we have already seen some of the institutional and commercial reforms that we carried out, let us now move on to the strictly economic. As you well know, between 2011 and 2023, Argentina not only stopped growing, but GDP per capita fell, driven by more than a decade of populism, stocks and isolation. Today, for the first time in history, we broke that ceiling: we surpassed the highest level of GDP per capita that the country had reached before those lost years. We grew more than 10 percentage points in the first two years of government and we have had 27 consecutive months of growth, whether the corrupt journalists like it or not.

And, if this were not enough, we are growing in a more difficult global context given that we are growing above the OECD average. If we take the EMAE, which is the monthly estimator of economic activity and in a seasonally adjusted manner, and take what the market is projecting for the remainder of this year and next year, we will have grown more than 17%. Almost 20% in 4 years. If we take the simple average, which would be a rate between 4 and 5%, we would be quadrupling or quintupling the performance we had in the 100 years before we came to power. That is to say, in the end, I am indeed a specialist in economic growth with and without money. Because I am making the economy grow like never before and we also lowered inflation 10 times. Wow it's working.

And this has double the value, because it contrasts both models very clearly. Kirchnerism brought down the economy when the world was growing at higher rates and we are managing to grow our economy with global growth, a little more modest. This growth is explained by all the changes we have already introduced. Be it the elimination and reductions of taxes, the almost 17 thousand reforms that we carry out from the Ministry of Deregulation, the return of the rule of law to our citizens and the unwavering fiscal surplus that keeps our economy orderly. When one of these items is being translated into the rest of the numbers that you follow every day. We lowered inflation from 200% annually to 30%, we lowered poverty by 25 points, we reduced indigence by a third and we lowered child poverty from 70% to 42%. Ultimately, we lifted 14 million people out of poverty.

At the same time, we lowered the country risk from levels of 3,000 points to around 500. In fact, if we consider the rate difference between the bonds that mature during our mandate and the bonds that mature from 2028, we can even observe that the implicit country risk of our management is around 50 basis points. And that the 450 extra points are attributable to political unpredictability, which was very intelligently called kuka risk.

Also, it is worth remembering that, in October 2023, prior to the elections, the country risk reached around 3,000 points. The difference between both models is simply abysmal. And let no one come and tell us that country risk has no impact on people's lives. A low country risk implies more accessible credit, which means a higher level of investment and therefore more genuine jobs.

And the most important investments for a country, which are the longest term, are the most sensitive to the volatility of country risk. Because for a company, the volatility of country risk can make the difference between expanding at a higher or lower rate, but in terms of infrastructure, the volatility of country risk can be the difference between a route that is done or not done, between a commercial port existing or never happening. And speaking of infrastructure, we have just finalized the concession of 9,000 kilometers of route to the private sector, which will be responsible for its maintenance. And then we will move forward with the tender for between 6,000 and 12,000 more kilometers.

In addition, we have the RIGI generating a flow of investments that has never been seen in our country, with more than 45 billion dollars in investment already approved and more than 150 billion dollars awaiting approval. We are talking about 200 billion dollars that are going to be invested in our economy over the next few years to promote different sectors with a lot of potential such as energy generation, mining, infrastructure, technology and the steel industry. Sectors that will further expand our national exports and that, by the way, allow us to be an important player geopolitically and allow us to advance in the claim of our sovereignty over the Malvinas.

But that's not all. Today we already have a record of exports and a record of consumption, and to top it off we have a current account surplus, which I would like to dedicate to those who have tried to install the story that the exchange rate is backward, and that the economy is stagnant. In fact, 13 of the 15 productive sectors measured by the EMAE are growing, which is the best record in at least the last 15 years.

Data is data. And, as Milton Friedman said, data first. Each of these achievements helps us lower the cost of financing our economy, it does not matter whether the reference rate is 10% or 150 or 250%. That is the difference between private credit reaching an SME or banks only lending to the State and the Central Bank, as was the case previously. That is, in the realm of social justice and progressivism, banks, instead of financing the purchase of houses, vehicles or new companies, made money by lending to the State and becoming co-collectors of the inflation tax that does the most damage to the poor. It really is the strangest social justice in the world. And then they insult Toto when he works every day so that credit reaches the private sector again.

And we still have a lot to do: we are going to continue lowering the country risk, we are going to continue lowering the Argentine credit cost, we are going to continue clearing uncertainty from the road at full speed.

I tell you something: if we replicate a result similar to last year's, we will have a majority in Deputies and we will be two senators away from having a quorum in the Senate. If with this Congress we made all these reforms, fasten your seatbelts because there you will see what it means to accelerate fully.

What's more, fiscal discipline is a rule that today must be upheld every day and we are not going to relax even one millimeter in that regard, because we know exactly what happens when an Argentine government relaxes. We have the last 100 years of our history as an example and I want to say something else, because if one is guided by the public conversation of these days it seems that we are in the middle of a crisis. Not only are we not, but also, if one looks at the historical perspective, where we came from, what we did and where we are going, this is without exaggeration the best economic management of the last 100 years of Argentina.

And yet, in recent weeks three stories have been set up to try to cloud this. The funny thing is that journalism and the opposition never stop moving the goal without any type of criteria other than to generate noise and generate fear in Argentines. One day they talk about exchange rate delays, the next day that the dollar escapes and cannot find a ceiling and that the economic plan failed and they do the same on all fronts. You noticed, right? that the day the exchange rate goes down they cry appreciation, the next day it goes up, the same as it went down and that day they cry mega crisis and if it doesn't move, they also cry. I mean, it's a really thing... Again, I understand that cutting their line hurts them a lot, I understand that they are also left-wing, essentially they are left-wing, they are more left-wing than they imagine. Do you know when you realize that you are tremendously leftist? when someone from the center comes and they call him “extreme right”. I mean, that is the best indicator. And that, don't believe that this happens on Page 12, it happens in supposed places where, well, their founder must be rolling in his grave. But hey, now they are looking to install three new lies and none of the three withstand the analysis of the data. So I'm going to discuss these three lies to have some fun.

The first is that we are facing an unemployment crisis. The reality is that in Argentina unemployment has remained relatively stable, even after inflation has dropped brutally. This is something that no economist in the world can believe. And, furthermore, the jobs that are lost as a result of the closure of non-competitive companies that defended state protection or in the public sector, are genuinely generated in other sectors that are in clear growth as a result of our deregulatory measures. 500,000 jobs have been created during our government. I repeat: half a million jobs have been created during our government. It is a figure that you will not see anywhere, because it contradicts the story they try to put together around employment. But the reality is that in this government the demand for work in Argentina is rising and we are talking about real employment, generated in the private sector that does not depend on political protections. And the increase in demand for labor means that there is an increase in productivity and competitiveness, all necessary and indispensable conditions for salaries to continue increasing sustainably over time.

This is interesting because what do they do? They only show formal employment, as if informal employment were not employment. Or they tend to degrade it by saying that it is not a quality job. Look, what is not quality is stealing, working is fine.

Now, sometimes you have to understand nature in the processes. First, when we arrived, the informal market was around 50%. In other words, it is not something new, it is something that already existed, that was part of our economic landscape, part of our landscape. But the question is why does this happen? Because the reality is that, it is true, on the other side there are the orcs, on the other side there is evil, on the other side there is decadence, on the other side there is backwardness. And, furthermore, his proposal is to do what made us poor and decadent. So, clearly, when you listen to them it scares you more than the ghost train.

So if you believe that this change is not permanent, you believe that it is transitory, the question is, would you take permanent measures if you believe that this is transitory? Come on, you are decision makers, you know that. If there is uncertainty about whether the process is permanent or not, they are not going to make permanent decisions, they are not going to go out and hire workers permanently. What they are going to do is make temporary adjustments to see what happens. If you want to put it in real option terms, the option to defer has value.

We don't get angry with that, we understand that. And what's the point? The point is that when you take a general equilibrium system, not like those Precambrians, they almost remind me of the Macana Brothers, economists who talk about the economy in two speeds and all those things, tremendous ignorant people who do not know what general equilibrium is; They believe that any system of equations is a system of general equilibrium, which is extremely poor. But beyond the technical discussion, I am not going to get into that, when you have a general equilibrium system and you do general equilibrium seriously - I propose a book that the other day I distributed to deputies and senators in our space called “The Economy in a Lesson”, by Henry Hazlitt -, it says that the difference between the good economist and the bad economist is that the bad economist only looks at a sector and a period; and the good economist looks at all sectors and not only the present, but the future. That is to say, it is the difference between doing partial equilibrium of a period, with intertemporal general equilibrium, which, in reality, those who do macro with an individual, with a representative good and so on, with the representative agent and so on, is equivalent to that poor model, to say the least.

So, when you take a general equilibrium model seriously, which has several sectors, you will understand that, for example, if you introduce a technological shock, if you introduce an opening shock, if you introduce a deregulatory shock, if you introduce an interest rate shock due to a drop in country risk, if you introduce a shock due to lower taxes, if you introduce a shock from the discovery of natural resources, what do you think, that the economy is not going to move? It's going to move, it's going to be a shaker, obviously that's going to happen. And you are going to have a strong reallocation of resources and if you go out to persecute and put pressure on the private sector, what you are going to do is violate the reallocation of resources and the consequence is that you are going to lose jobs, you are going to lose possibilities and we are going to be much worse off.

Consequently, what we are doing is that the economy expresses itself and obviously employment in unregistered sectors grows strongly because it has to do with the fact that the agents want to be certain that this direction continues. So, it is not a minor issue. Because it is work and it is showing the reallocation of resources that the economy is experiencing so strongly. That is, it is a natural and expected result. And for that, we sent the Labor Modernization Law and obviously, when the policy is channeled, that will generate a migration from the informal sector to the formal sector.

It is the same thing that is also discussed, in parallel to this, regarding salaries. If you look at real salaries in the formal private sector, they are practically constant. If you look at the public sector, they fall. I imagine you all agree with that, right? It is part of state policy. Get the oppressive State out of the head of the private sector. But not only that, when you look at the informal ones, they are 60% up in real terms. That is, it is working. It is not that it is not working, the problem is that if you add intellectual precariousness with ignorance and bad intentions it creates an explosive cocktail.

Now I'm going to move on to something else where I'm going to have some fun, if you'll allow me. I'm going to deal with something unpresentable. Now comes the part where I'm going to deal with two unpresentable people. The second story is that of the default, with this issue they have also wanted to emotionally manipulate the population. The reality is that when private credit goes from being practically non-existent to expanding at the rate it is expanding, it is first-grade mathematics that defaults are not going to increase in the transition, it is a natural result. That is, do you know that, if you didn't lend, you know how much the default would be? Zero. It seems to me that that world is not very good.

But the default does not increase because Argentines have become less responsible from one day to the next, but because there are millions of people and thousands of SMEs that before did not even qualify to take on a debt and do qualify today. 3 years ago only a select overqualified group with plenty of guarantees could access debt; and now that credit risk has decreased, banks can lend to a larger group. It's like criticizing the increase in accidents after the massification of automobiles, it's the same nonsense I say. It resembles the same stupidity of Pedro Cahn's murderous caveman, who wanted us all locked up during the pandemic. The problem is why do I say caveman? Because the guy who lived in the cave was sure that no ugly, horrible and dangerous monster was going to crush him outside. What was the counterpart? That, if he stayed in the cave, well, the result was... of course, it was you die. And that account was not made: “stay home.” They also used it politically and left us locked up for more time than was appropriate, because it paid off for them in terms of image. Look how he ended up leaving, enthralled by the image.

But not only that, but also the guy who is there, that scenario is certain death. Therefore, there is a question of stochastic dominance: you have to go out and face the bugs outside, because if you don't you will die. That other way they have some chance of surviving. And then we realized that the bugs weren't bugs, right? That too, when we... You remember, because there was a strong complicity of the media in terrifying people. You must remember when the pandemic was launched and all the newspapers with the “Stay at home” cover. And how they scared us from the television. I remember a doctor saying that this was going to be worse than the Spanish plague, meaning that 6% of the population was going to die in one year. You have any idea what that number means, right? Well, that's how they scared people. This is how people were manipulated. Then back, if we had all stayed at home as they said and that had been done strictly like that, we would all die. Oh well.

Returning to the topic of credit. Furthermore, since credit did not exist for so long, credit institutions had to learn to grant it again. That is, they had to recalibrate their risk assessment mechanisms. As I told you before, for years the banks dedicated themselves to lending to the State, instead of to the people and they lost the knowledge of clients that the years of a functional financial system generate. This has had the expected result, a level of delinquency, which is resolved only through negotiation between debtors and creditors. And here a concept from economic literature comes into play that explains this perfectly, and we owe it to another Nobel Prize winner in Economics, called Alvin Roth, and his work on disgusting markets.

Roth shows that there are voluntary markets that, although they benefit both parties, a part of society decides to stigmatize and propose their prohibition, not because of the economic damage they generate, but because of the moral discomfort they cause to society as a whole. Credit at high rates, for those who have a higher risk rating, is one of the characteristic examples. If you go for a riskier project, you would expect a higher interest rate. I don't see what the point is in getting mad at that.

As soon as the rate goes up, the word usury appears and the lender goes from being the one who gives a second chance to those who have none, to being the villain in the movie and public enemy number one. And therein lies the underlying problem. If they put a ceiling on that rate or forgive the debtor's debt, as if they could not have known what they were getting into, the only thing they achieve is that the lender stops lending to those who need it most. This in Alvin Roth's book documents cases that people, these very specific debtors, who are debtors who take on low-amount debt and high rates, both parties know very well what they are doing. It's not that they don't know it, they know very well what it does. And that's it... First, whoever offers the product, what is the bet? You bet on the probabilistic limit, that is, you then make many cases and end up capturing the probabilistic limit.

Look, I learned this brutally when I was working as a company evaluator and I had to evaluate a company that was dedicated to slot machines. And, then, when I looked at the flow of funds, it was a cash count. I said, but how, if there is uncertainty, if there is the one who wins or the one who loses or the machine and I said, how can this be? How the hell is this? Of course, because what is happening? What are they betting on? You have to pull the lever hundreds of times and the more times you pull, you reach the probabilistic limit and guess what happens? It becomes a cash count. That is, the person who offers this type of credit is not someone who does not know what they are doing. It's not someone who doesn't know that there are going to be some who can't pay. Precisely, that is what the model is about. Make it as widespread as possible so that it tends to the probabilistic limit and works like a cash account.

On the other hand, other experiences show that when a group of debtors was rescued, after six, sorry, after 8 weeks they took credit again in the same way. That is, with which rescues do not work either. And that works, that happens both in developed and developing countries. That is, why the experience is replicated, both in one of the United States states and in developing countries. And, furthermore, people learn and know what it is about. And, what's more, they generate experience and learn to do it. Therefore, if you abort this process, the only thing you are doing is leaving those who cannot qualify in the formal segment without credit.

That is, if someone wants to do something intelligent there, what they have to do is allow those people to be tracked, so that as they generate positive results they can move on to the formal segment. And they are things that we are doing, working on transparency and, in addition, the reduction in country risk allowed the interest rate to drop, reinforced by the fall in inflation and that also allows us to renegotiate new rates, lower and for longer terms. That is, it is being done. What we have to avoid is putting the State in the middle. Because we also know what happens when the State gets involved.

When you look at it today, companies do get credits; Those who don't get credits, who are they? The individuals. Why don't they get credits? Well, that was not free, there were never more mortgage loans for the private sector. Today young people cannot get housing. I mean, look at the deformation and damage they have caused in society. Much better would have been for the parties to renegotiate and reach a market solution. But why do banks do this? what, because they are bad? No. Because, just as they could renegotiate with companies, they could not do so with individuals. So, if a bank has to choose between lending to a company or an individual, it is obvious, it is going to lend to a company.

But, not only that, in addition to generating, they did, they made the financial sector stunted. Credit to the non-financial private sector, when we arrived, was 3% of GDP. So this action is also not surprising coming from a party that spent decades convincing people that they could live beyond their own productivity, under the promise that someone else would always pay the bill. It's easy, there is a phrase by Rothbard that is wonderful, he says: "one cannot imagine how infinitely charitable one can be when someone else pays the bill." And yet, despite the shock and all the media fervor that was given to the issue, we can already see how the market itself is resolving the vicissitudes through its own mechanisms – it would only make things worse, as happens every time the State intervenes in obedience to the clamor of a certain sector.

It is also worth noting that the sudden rise in rates had to do with the attempts at political destabilization that we suffered last year by the same people who today denounce abusive rates. That is to say, the same people who today denounce abusive rates were the ones who sent 40 laws trying to break the fiscal balance, they are the same ones who attempted seven political trials. Let's see if we wake up: last year there was an attempted impeachment, but there was an attempted coup. I mean, it's not a joke. And that manifested itself in the country risk, the interest rate rose, the interest rate in dollars fell, the demand for money fell, inflation accelerated, the nominal interest rate rose and activity slowed down. Obvious.

Now those same people who created that disaster are the ones who come now, they want to come and explain to us how to fix it. In other words, it's the real deal: I break your legs to give you crutches and be the good guy in the movie. So, the truth is that, the best thing that can be done and what we have done for all Argentines, was to improve macroeconomic conditions so that credit becomes more accessible and consequently can continue to expand.

And now, I want to make a color note about a comment that an economist made. It's hilarious. He said that a person faced the situation of not making ends meet, something that, if now they don't make ends meet before, many less would make ends meet. Because we lift 14 million people out of poverty. When we arrived, 30% of the formal workers were poor, 70% of the boys were poor. Therefore, before there were 20% of homeless people, now there are 6. In other words, if there are problems now, before the problems were much greater. We are not saying it is Switzerland. The photo is still bad, but the film is the best film in Argentine history. So, why has it never passed these levels of improvement in all social indicators. Look, this Government is probably the one that took the most pro-poor measures in history. One, due to the drop in the inflation rate. Since the beginning of the 21st century, everyone has raised the inflation rate, from Néstor Kirchner to Alberto Fernández, none of them have lowered the inflation rate. Just us. There is nothing more in favor of the most needy and the vulnerable than lowering inflation. And another policy that is also very pro-poor is to reduce insecurity. Because people with resources can hire private security. On the other hand, the most vulnerable cannot do it and, however, thanks to all the work that Patricia Bullrich and now Doctor Monteoliva did at the time, we are at the lowest criminological levels in Argentine history. But there is a very very traditional book by Keynes that I read five times and I can tell you that many of those who boast of being Keynesians did not read it. A 30-year mortgage loan needs to be fitted in duration so that, precisely, and you will only be able to make these loans if you can fit it in duration, because one of the things that the bank is dedicated to is term intermediary, it needs to fit it. And since, furthermore, the sustainability guarantee fund is something that has a long-term perspective, it would be logical for you to invest in a long-term instrument. The thing is that this was not done during Kircherism because it was used to finance what? The fiscal deficit. Do you realize?

So, obviously, having changed the logic of the fiscal issue allows the instruments you use to be different. For example, if we take as an example any free country, where mortgage credit exists, those who fund the banks for that term are the pension funds, because they are the only actors in the financial system that can plan their flows with that horizon. That is why it is very important that we do not continue to take as valid and honest the criticism of the usual psychopaths, who broke the mortgage credit system in the country when they expropriated the AFJPs. They are against credit and the consequence of antagonizing credit is economic decline.

Let's see, to put it black on white. In fact, when it was expropriated, when the AFJPs were expropriated, in today's money the fund would be 95 billion dollars. Well, when we arrived the sustainability guarantee fund was at 25 billion dollars and today it is close to 85 billion dollars. In other words, they don't come to tell us how to do things, because we do them much better than them and we are recomposing something that seemed impossible. That is to say, those who are crying out loud today for our policies are the same ones who blew up the positions of the FGS to contain the dollar and finance the fiscal deficit with the accompaniment of all journalism.

I understand that the question in this room is whether this is sustainable, or if at some point the usual politics are going to tempt us again with the easy way out. We already gave the answer last year when we endured seven impeachment attempts and 40 bills that tried to increase public spending to bankrupt the country and return us to the path of deficit and uncontrolled money issuance and, by the way, it was validated by the Argentines at the polls.

And, we continue to give the answer every day, in each reform that takes away the discretion of the State to return freedom to the private sector. Our path of action is to take power away from the State, that is, take power away from ourselves. For ourselves, it is the first time that someone from the State takes power away from the State. Come on, come on, this is really strange. In fact, we took off the boot of the State for the equivalent of 8 points of GDP, which has to do with correcting the fiscal imbalance of five points of the State and we also lowered three points of taxes. Come on. From the Treasury alone we returned eight points of GDP; and from the Central Bank, ten points of GDP. That is, we returned 100,000 million dollars to the Argentinians. Why do you think poverty decreased? Precisely for that reason: because we returned 100 billion dollars to the private sector.

That is to say that, deep down, whether in 5, or 10, or 20 years, the State will once again be in the hands of a populist, but when that happens we will have the resources. In other words, they will not be able to do anything at their discretion. We're going to leave everything tangled so they can't do it.

But, I want to go on another topic. Because the unpresentable thing also appeared that left the country on the brink of a civil war. The unpresentable 125, which says “no, no, well, but the fiscal surplus is bad, because it means that, if the public sector is in surplus, it means that the private sector is in deficit.” Well, the first thing I would say is “Hey, when you do the math, pay attention to whether you are talking about an open or closed economy.” Because the truth is, if you're doing the math in an open economy, that math is wrong. Because you are forgetting a part of the equation. Suppose you assume that it's in equilibrium and then the surplus in the private sector is a deficit in the... of the public sector is a deficit in the private sector. Now, he doesn't even know how to compute equations well. Because in reality, what you have is that when you take the definition of GDP and reallocate it and compute taxes, you have that the private surplus plus the surplus of public spending, that is, the private sector savings plus the public sector savings is equal to private investment.

Now, I could also say that, if the public sector is in surplus, it means that the private sector is in deficit; and that it is in deficit means that private investment is above private savings. Therefore, what I could say is that basically since private investment exceeds private savings, we are helping to generate financing from the public sector to the private sector so that there can be greater investment and greater growth. That is, they realize how stupid “Ruliche” said, as the girl calls him, “Ruliche 125.” It's stupid. That is to say, it was forgotten in the account that this private sector deficit is the difference between investment and savings. And the truth is that we love that investment beats savings. What's more, if the public sector is in balance and there is an investment boom, you know what? Surely there will also be a current account deficit. The interesting thing is that everything is going to be financed by the private sector. That is, not to finance the public sector, but to finance the private sector. Do you know what that is called? Economic growth. And in an open economy, if that happens, it accelerates economic growth much more.

In short, if I had the opposite situation that this caveman proposes and then, "the good thing would be that there is a deficit in the public sector so that there would be a surplus in the private sector." Well, what he's saying is that he's going to blow up the investment. And, furthermore, how this deficit is going to be financed with monetary emission, because that is what they did historically, they are going to blow the minds of the most vulnerable and they are going to uncoordinate the entire economy with inflation and we are going to sink destroying investment. What a nice model they propose. I mean, if those are the most reasonable, imagine what the Macana Brothers are like.

That is why my final reflection today is the following. Let's not listen to the siren song of those who promise gold every 4 years. Every opportunity they were given they only delivered misery. If today as a country we can be discussing new problems, it means that we are advancing on the path that we set out to do as a Nation. And as we continue to advance and solve the problems that appear, new ones will appear and will also be resolved.

One of the things we love is solving problems. And, obviously, it's not that you solve a problem today and say, “Ah, that's it.” No. Tomorrow new ones appear. In other words, with the solution of problems new problems appear and what we love is solving these types of things, because we are committed to making Argentina great again.

Thus, during practically the entire 21st century, the only promise of politics in the campaign was to solve inflation and everyone delivered inflation greater than the inherited one and even so today they try to deceive them that they could solve any type of problem, when in reality they cannot draw a zero even with a glass.

If today they are so determined to install their lies, it is because they know that they have less and less time. And because, each time, reality imposes itself on them with greater speed. Notice how corrupt journalists get irritated when, for example, people from abroad come, as was the case when Kristalina Georgieva came and praised all the progress we had made. Of course, why were they so irritated? They were irritated because their lies were exposed. Look when Sebastián Galiani recently came, he is a professor in the United States, he was in Maryland, now he moved to Tulane...Yes, he is one of the best econometricians in the world, he is a renowned academic. Of course, he committed the heresy of looking at the numbers and talking about Argentina. That deeply irritated economists and journalists. What's more, he told me that even some journalists called to insult him, because how could he say that? I told them: “it's the data.” That is, that is so that they can see that the system is going to try to defend itself. The corrupt people who have lived off this system are going to defend the status quo and not only a group of politicians are involved, but also prebendary businessmen, the media, journalists, and some professionals who are, basically, the hitmen of these power groups.

Therefore, as I mentioned at the beginning, let's do what we do best as economists and investors, which is to look at the fundamentals instead of listening to the noise of a screaming mob. Discurso del Presidente Javier Milei en la 47° Convención Anual del IAEF 2026 en Puerto Iguazú, Misiones Buenas tardes a todos. Quiero agradecer a la organización de la IAEF por la invitación a cerrar este encuentro. Un placer estar en Misiones, una provincia con tanto potencial productivo. Es un gusto estar frente a ustedes que representan lo mejor de las finanzas argentinas y todos los días tienen que tomar decisiones con la disciplina de mirar los números tal cual son, separando el ruido de los fundamentos. En finanzas esto es central. Ustedes deben tomar decisiones pensando en qué va a hacer concretamente el Estado y cómo se va a ver el mercado luego de accionar los actores. Por eso hoy me gustaría comenzar hablando de la credibilidad. Esta materia prima de la política pública fue durante décadas, desde mi punto de vista, poco honrada por la política. Destruyeron la palabra del Estado, destruyeron la moneda y tuvo que venir el primer presidente liberal libertario de la historia para recomponerla. Nosotros estamos recomponiendo día a día la credibilidad pública, porque eso es necesario para volver a poner a nuestro país de pie. La credibilidad es un tema central en la literatura económica y que les valió a Finn Kydland - hincha de Boca - y a Edward Prescott, el Nobel de Economía en 2004. No, se los voy a hacer peor: se hizo hincha de Boca porque vino a dar clases a Di Tella y lo llevaron a ver Boca- River el día de la muleta. No solo que se hizo hincha de Boca, sino que además se hizo fanático de Palermo. A lo cual la adhiero plenamente. Digo que justamente lo que hicieron fue formalizar un trabajo que es reglas en lugar de discreción, la inconsistencia de los planes óptimos. De hecho, ellos lo hicieron para la política fiscal. El argumento es un argumento muy simple: es en un modelo de dos periodos, y básicamente lo que muestra es que si ustedes diseñan una política fiscal determinada, cuando ustedes hunden el capital, una de las cosas que hace la política es, justamente como está el capital hundido, modificar las reglas y terminan perjudicándolos. Pero, claro, los agentes aprenden y toman decisiones en función de eso. Y, por otro lado, quien lo hizo con temas monetarios es uno de los más grandes economistas de la historia argentina que es Guillermo Calvo, que son estos temas de inconsistencia temporal. La idea, en criollo, es la siguiente: Un gobierno puede tener sobre el papel la mejor política económica posible, pero si en algún punto del camino tiene la opción de romper esa regla porque le conviene en el corto plazo, el mercado, por su carácter racional, anticipa esa posibilidad desde el primer día. Y no hace falta que el gobierno efectivamente la rompa alcanza, con que se pueda hacer, con que exista la chance de que suceda, para que a ustedes le cobren esa sospecha por adelantado, todos los días, en la tasa de interés. digo Riesgo País. Por eso la solución no pasa por prometer que no vamos a claudicar, pasa por sacarnos a nosotros mismos como Estado la posibilidad de hacerlo. De hecho, una de las cosas que está pasando y que está formando parte del debate es qué vamos a hacer en el año electoral. Y la realidad es que muchos dicen “bueno, la economía está creciendo, los salarios están mejorando, el empleo está mejorando...” Es decir, cuando tomamos el total, no solo el formal. Y ¿por qué no nos volvemos más laxos? Miren, yo acá entré por el bronce, yo me pasé toda mi vida predicando lo que había que hacer. No voy a llegar a este momento para cambiar las cosas y borrar con el codo lo que escribí con la mano. Y lo voy a exponer desde una manera macroeconómica y lo voy a exponer desde una manera absolutamente personal, lo cual lo hace absolutamente incentivo compatible. Desde el punto de vista macroeconómico, no tiene sentido flexibilizar la política monetaria. Porque nosotros hace casi 12 meses que la base monetaria no cambia. Y, sin embargo, todavía persiste la inflación, es decir todavía hay sobrante monetario. Por lo tanto, si yo cambiara la política monetaria y tuviera una política monetaria laxa, la inflación la tenemos a la vuelta a la esquina. Y mi compromiso es terminar de una vez y para siempre con la maldita inflación. También es cierto que ustedes podrían decir: bueno, pero vos conocés los modelos de expectativa racionales; querés coordinar a los agentes para que, de esa manera, crean en un equilibrio de menor cantidad de dinero, menor nivel de precio y por ende menor tasa inflación. Bueno, podría tomarles el punto, pero les voy a decir algo: miren, yo renuncié a mi jubilación de privilegio; mi contrato con los argentinos es cuatro años con opción a ocho. Pero después de eso yo tengo que ir a ganarme la vida en el sector privado. Si durante toda mi vida dije que iba a hacer algo, tenía la posibilidad de hacerlo y, por un capricho electoral, modifiqué mi forma de actuar, les digo que mis conferencias después de que termine mi trabajo como Presidente, el precio se vuelve cero. Por lo tanto, es absolutamente incentivo compatible que redoble al mango mi ortodoxia. Por lo tanto, no voy a cambiar ni la política fiscal ni la política monetaria. Voy a seguir con equilibrio fiscal y voy a seguir apretando la cantidad de dinero hasta derrotar la inflación. En definitiva, recomponer la credibilidad del Estado argentino requiere que no seamos conformistas en nuestros compromisos con las reformas. Tenemos que construir instituciones sólidas, que mantengan el cambio en el tiempo, y eso exactamente es lo que venimos haciendo en las últimas semanas. Por ejemplo, el Congreso avanzó con la reforma del Banco Central para dotarlo de mayor independencia y sacarle el gobierno de turno la tentación de financiarse emitiendo. Y, para complementar esta reforma, presentamos nuestro proyecto de grillete fiscal, que elimina de cuajo la posibilidad de que exista el déficit en la administración pública. Y avanzamos también con Inocencia Fiscal 2, para que el ciudadano honesto deje de ser tratado como un delincuente por protegerse de la voracidad estatal. Por otra parte, aprobamos los acuerdos de libre comercio con Singapur, mientras que el Senado aprobó por unanimidad el acuerdo con la EFTA, sumando a la Argentina a dos bloques comerciales que durante décadas nos habían sido esquivos por una simple razón: teníamos una de las economías más cerradas del mundo. De hecho, Argentina, dado el PBI per cápita que tiene, debería tener un coeficiente de apertura del 90%; tiene uno del 30%. Vamos, no se dejen engañar por los prebendarios que les gusta cazar en el zoológico. No es una economía abierta ésta, necesita de más competencia. Y, obviamente, ustedes pueden tener dos actitudes frente a la apertura. Hay un libro maravilloso de… No van a creer que estoy elogiando a este autor, pero bueno, uno para poder opinar y tomar una posición tiene que leer todos los lados de la biblioteca. Se llama Albert Hirschman. Escribió, uno de los tantos libros que escribió maravillosos se llama “Voz, salida o lealtad”. Miren, cuando aparece la puja de intereses ustedes tienen distintas formas de enfrentarlo. Una es patalear, estamos llenos de gente ruidosa que patalea por todos lados, que se queja, es parte de la historia. Si ustedes quieren hacer un omelette o una tortilla tienen que romper los huevos, lamentablemente es así. Si ustedes tienen todo un entramado prebendario, alguien que tiene una prebenda se va a enojar, va a patalear, es así. Ahora, la otra es salida. El ejemplo emblemático de salida es gomita lumínica. Es decir, vivió estafando a los argentinos, cobrando los neumáticos cuatro veces más caros que lo que costaba en cualquier parte. Es decir, por cuidar 920 puestos de trabajo y su prebenda, porque tampoco les pagaba bien, perjudicaba a todos los argentinos que teníamos que pagar los neumáticos cuatro veces más cara. Con todos los riesgos que eso por ejemplo implica en el tránsito por las rutas. Y bueno, la opción ahí, ¿qué hizo? Bueno, dijo, o le mantenían la muralla que le permitía seguir estafando a los argentinos, o se iba, rompía, ya salida. Y de hecho lo hizo de manera bien violenta, porque previo a que sancionáramos la Ley de Modernización Laboral, tiró 920 trabajadores a la calle. Es decir que lo hizo además con muchísima mala intención. Eso es para que vean que cuando arman los modelos pongan también que es el proceso decisorio. Ese tipo de cuestiones en la escuela austríaca está bien claro. El primero que lo analizó de manera brillante, es una lectura que a mí me gusta mucho compartir con Toto, es Eugen von Böhm-Bawerk. Porque no solo digamos fue el que empezó a desarrollar la teoría del capital en serio, sino que además es interesante porque fue dos veces ministro de economía del Imperio Austro-húngaro. Entonces, muchas de sus lecturas, toda la parte que tiene que ver con el poder y mercado, lo podríamos llamar así, ¿qué es lo que sucede? Ustedes lo leen y se dan cuenta de las cosas que el tipo estaba manejando y con las cuestiones que tenía que estar lidiando. Y, es más, de hecho, cuando ustedes toman el libro de Murray Newton Rothbard, en el que él se convierte al anarco-capitalismo, que él lo crea, “El hombre, la economía y el Estado”, en el tomo 3 se llama “Poder y mercado. Es decir, eso en la escuela austríaca está mejor tratado, aún muchísimo más que lo que se hace en Public Choice. Entonces, que, dicho sea de paso, hoy estuvimos divulgando una opinión de Murray Newton Rothbard del mes de julio de 1982, donde el inventor del anarco-capitalismo, en relación al conflicto entre Argentina y el Reino Unido, se puso del lado de Argentina. Vamos todavía. Volviendo a la lectura de lo que estábamos llevando, lo que nosotros estamos haciendo es que, a largo plazo, también le ponen grilletes a la política porque destruir… Ah no, no terminé con lo de lo de Hirschman. Es decir, con lo cual, Gomita Lumínica ¿qué hizo? Fue por una solución bastante violenta, no le funcionó, se fue. Y el otro caso ¿qué es? Lealtad. ¿Cuál es? Lumilagro. Lumilagro se encuentra frente a la competencia, se tiene que reorganizar, no hizo lo de Gomita Lumínica. ¿Qué hizo? Fue, se reordenó, y salió a competir. Por lo tanto, vamos por más gente como Lumilagro, que quiere un país en serio, que nos vaya bien a todos, y no por un estafador que se abusaba de 48 millones de argentinos. Tomar esas decisiones es pesado también. A largo plazo esto también le pone grilletes a la política, porque destruir mercados establecidos tiene un costo muy alto en la sociedad. Es decir, nosotros estamos diseñando un conjunto de reglas… alguien puede decir “sí, viene otro gobierno se las cambia”. Bueno, los desafíos que lo hagan, van a ver cómo les pasa el cachetazo el mercado. Es decir, estos nuevos mercados están poco a poco reemplazando la estructura proteccionista, que ya no podrán volver a montar sin toparse con altos niveles de resistencia de una sociedad que, acostumbrada a los beneficios de una economía libre, se negará a volver al pasado. También vamos camino a adherirnos al tratado de cooperación en materia de patentes, para que la propiedad intelectual tenga en la Argentina la protección que necesita para traer inversión en industria del conocimiento, integrándonos al mundo, y simplificando el proceso burocrático. A esto se le agregan todas las leyes que hemos aprobado en el Congreso desde diciembre del 2025, incluyendo el primer presupuesto con equilibrio fiscal en un siglo, la Ley de Modernización Laboral, la adecuación de la Ley de Glaciares, entre otras reformas que acercan a nuestro país a este objetivo que nos hemos puesto de hacer a la República Argentina al país más libre del mundo. Que, dicho sea de paso, nosotros hicimos un conjunto de promesas de campaña en el 23 y las cumplimos todos al llegar a mitad de término. Por lo tanto ¿qué hicimos? Fuimos por las reformas imposibles, por ejemplo, la modernización laboral, que ni siquiera los militares se animaron a hacer, nosotros lo hicimos. A su vez, cada una de esas reformas elimina de manera sistemática la discrecionalidad que durante décadas le permitió a cualquier gobierno argentino cambiar las reglas a mitad de partido. Convierte en una promesa en una regla más difícil de romper y esa pérdida de discrecionalidad para el Estado es exactamente la ganancia de previsibilidad que ustedes le cobran a la Argentina cada vez que arman una curva. Sin ir muy lejos, durante el debate de la reforma del Banco Central en la Cámara de Diputados vimos dirigentes opositores llorando porque no podrían ejecutar la política monetaria que a ellos les gusta, que no es otra cosa que la de mantener la maquinita prendida los 365 días del año, tal como vimos en el 2023, cuando a pesar de estar al borde de una hiperinflación, emitieron nada más ni nada menos que 13 puntos del PBI para tratar de ganar una elección. No queremos volver nunca más a eso y no se lo vamos a permitir. Y, además el año que viene les vamos a ganar, porque dudo que los argentinos sean tan tontos de querer volver al pasado. Por eso, lo más importante para tomar decisiones en estos próximos años es observar de dónde venimos, dónde estamos y hacia dónde estamos yendo. Hoy mi trabajo es explicarles cómo estamos construyendo desde la dimensión económica institucional, la credibilidad necesaria para que el Estado argentino pueda quitarle de una vez y para siempre las cadenas al sector privado. Como ya vimos algunas de las reformas institucionales y comerciales que llevamos adelante, pasemos ahora a lo estrictamente económico. Como bien saben entre 2011 y 2023 la Argentina no solo dejó de crecer, sino que el PBI per cápita retrocedió, empujado por más de una década de populismo, cepo y aislamiento. Hoy, por primera vez en la historia, rompimos ese techo: superamos el nivel de PBI per cápita más alto que habíamos alcanzado el país antes de esos años perdidos. Crecimos más de 10 puntos porcentuales en los primeros dos años de gobierno y llevamos 27 meses seguidos de crecimiento, le guste o no le guste a los corruptos de los periodistas. Y, por si esto fuera poco, estamos creciendo en un contexto global más dificultoso dado que estamos creciendo por encima del promedio de la OCDE. Si nosotros tomamos el EMAE, que es el estimador mensual de la actividad económica y de manera desestacionalizado y tomamos lo que está proyectando el mercado para lo que queda de este año y para el que viene, habremos crecido más de un 17%. Casi un 20% en 4 años. Si tomamos el promedio simple, que sería una tasa entre el 4 y el 5%, estaríamos cuadruplicando o quintuplicando el desempeño que tuvimos en los 100 años previos a que llegáramos al poder. Es decir, al final, efectivamente soy especialista en crecimiento económico con y sin dinero. Porque estoy haciendo crecer la economía como nunca antes y además bajamos 10 veces la inflación. Vaya que está funcionando. Y esto tiene el doble de valor, porque contrasta ambos modelos muy claramente. El kirchnerismo hizo caer la economía cuando el mundo crecía a tasas más altas y nosotros estamos logrando hacer crecer nuestra economía con un crecimiento global, un poco más retraído. Este crecimiento se explica por todos los cambios que ya hemos introducido. Sea la eliminación y rebajas de impuestos, las casi 17 mil reformas que llevamos adelante desde el Ministerio de Desregulación, la devolución del imperio de la ley a nuestra ciudadanía y el inclaudicable superávit fiscal que mantiene nuestra economía ordenada. Cuando uno de estos ítems se está traduciendo en el resto de los números que ustedes siguen todos los días. Bajamos la inflación de un 200% anual a uno del 30, bajamos la pobreza en 25 puntos, redujimos la indigencia a un tercio y bajamos la pobreza infantil de un 70% a un 42%. En definitiva, sacamos 14 millones de personas de la pobreza. A su vez, bajamos el riesgo país de niveles de 3000 puntos a alrededor de 500. De hecho, si contemplamos la diferencia de tasa entre los bonos que vencen durante nuestro mandato y los bonos que vencen a partir de 2028, incluso podemos observar que el riesgo país implícito de nuestra gestión está en torno a los 50 puntos básicos. Y que los 450 puntos extras son atribuibles a la imprevisibilidad política, lo que muy inteligentemente se bautizó como riesgo kuka. También, vale la pena recordar que, en octubre del 2023, previo a las elecciones el riesgo país llegó a estar en el orden de los 3000 puntos. La diferencia entre ambos modelos es simplemente abismal. Y que nadie nos venga a decir que el riesgo país no tiene impacto en la vida de la gente. Un riesgo país bajo, implica crédito más accesible, lo cual significa un mayor nivel de inversión y por lo tanto más puestos de trabajo genuinos. Y las inversiones más importantes para un país, que son la de mayor plazo, son las más sensibles a la volatilidad del riesgo país. Porque para una empresa la volatilidad del riesgo país puede marcar la diferencia entre expandirse a un ritmo mayor o menor, pero en término de infraestructura, la volatilidad del riesgo país puede ser la diferencia entre una ruta que se haga o no se haga, entre que un puerto comercial exista o que nunca suceda. Y hablando de infraestructura, acabamos de finalizar la concesión de 9000 kilómetros de ruta al sector privado, que se encargará de su mantenimiento. Y luego avanzaremos con la licitación de entre 6000 y 12000 kilómetros más. Además, tenemos el RIGI generando un caudal de inversiones que nunca se vio en nuestro país, con más de 45 mil millones de dólares en inversión ya aprobados y más de 150 mil millones de dólares a la espera de aprobación. Estamos hablando de 200 mil millones de dólares que van a ser invertidos en nuestra economía durante los próximos años para potenciar distintos sectores con mucho potencial como la generación de energía, la minería, la infraestructura, la tecnología y la siderurgia. Sectores que van a expandir aún más nuestras exportaciones nacionales y que, dicho sea de paso, nos permite ser un jugador importante de manera geopolítica y nos permite poder avanzar en el reclamo de nuestra soberanía sobre Malvinas. Pero eso no es todo. Ya hoy tenemos récord de exportaciones y récord de consumo, y para colmo tenemos superávit de cuenta corriente, el cual me gustaría dedicárselo a aquellos que han intentado instalar el relato de que el tipo de cambio está atrasado, y que la economía está estancada. De hecho, 13 de los 15 sectores productivos que mide el EMAE están creciendo, es el mejor registro al menos de los últimos 15 años. Los datos son los datos. Y, como decía Milton Friedman, primero los datos. Cada uno de estos logros nos ayuda a bajar el costo de financiación de nuestra economía, no da lo mismo que la tasa de referencia esté al 10% o al 150 o al 250%. Esa es la diferencia entre que el crédito privado le llegue a una Pyme o que los bancos sólo le presten al Estado y al Banco Central, como sucedía anteriormente. Es decir, en el reino de la justicia social y el progresismo, los bancos en lugar de financiar la compra de casas, vehículos o nuevas empresas, ganaban dinero prestándole al Estado y volviéndose corecaudadores del impuesto inflacionario que más daño le hace a los pobres. Realmente es la justicia social más rara del mundo. Y después lo insultan a Toto cuando trabaja día a día para que el crédito vuelva a llegar al sector privado. Y todavía nos falta mucho por hacer: vamos a seguir bajando el riesgo país, vamos a seguir bajando el costo crediticio argentino, vamos a seguir despejando incertidumbre del camino a toda máquina. Yo les digo algo: si nosotros replicamos un resultado parecido al del año pasado, vamos a tener mayoría en Diputados y vamos a estar a dos senadores de tener quórum en el Senado. Si con este Congreso hicimos todas esas reformas, abróchense los cinturones porque ahí sí van a ver lo que es acelerar a fondo. Es más, la disciplina fiscal es una regla que hoy hay que sostener todos los días y en eso no vamos a aflojar ni un milímetro, porque sabemos exactamente lo que pasa cuando un gobierno argentino se relaja. Tenemos los últimos 100 años de nuestra historia como ejemplo y quiero decir algo más, porque si uno se guía por la conversación pública de estos días pareciera que estamos en medio de una crisis. No solo no lo estamos, sino que, además, si uno mira la perspectiva histórica, de dónde veníamos, lo que hicimos y hacia dónde vamos, este es sin exagerar la mejor gestión económica de los últimos 100 años de la Argentina. Y, sin embargo, en las últimas semanas se instalaron tres relatos para tratar de empañar esto. Lo gracioso es que el periodismo y la oposición nunca dejan de mover el arco sin ningún tipo de criterio más que de generar ruido y generarles miedo a los argentinos. Un día hablan de atraso cambiario, al día siguiente que el dólar se escapa y no encuentra techo y que el plan económico fracasó y hacen lo mismo en todos los frentes. Ustedes se fijaron ¿no? que el día que el tipo de cambio baja lloran apreciación, al otro día sube, lo mismo que bajó y ese día lloran mega crisis y si no se mueve, también lloran. Es decir, es una cosa verdaderamente… De vuelta, entiendo que cortarles la pauta les duele muchísimo, entiendo que además son de izquierda, esencialmente son de izquierdas, son más de izquierdas de lo que se imaginan. ¿Saben cuándo se dan cuenta que son de tremenda izquierda? cuando viene alguien de centro y le dicen “extrema derecha”. Es decir, ese es el mejor indicador. Y eso, no se crean que eso pasa en Página 12, pasa en supuestos lugares que, bueno, su fundador se debe estar revolcando en la tumba. Pero bueno, ahora están buscando instalar tres nuevas mentiras y ninguna de las tres resiste el análisis de los datos. Así que voy a discutir estas tres mentiras para divertirnos un rato. La primera es que estamos frente a una crisis de desempleo. La realidad es que en Argentina la desocupación se ha mantenido relativamente estable, incluso luego de haber bajado brutalmente la inflación. Esto es algo que ningún economista en el mundo puede creer. Y, además, los trabajos que se pierden producto del cierre de empresas no competitivas que defendían la protección estatal o en el sector público, se generan genuinamente en otros sectores que se encuentran en franco crecimiento producto de nuestras medidas desregulatorias. Se han creado 500.000 puestos de trabajo durante nuestro gobierno. Repito: se han creado medio millón de puestos de trabajo durante nuestro gobierno. Es una cifra que no van a ver en ningún lado, porque contradice el relato que intentan armar en torno al empleo. Pero la realidad es que en este gobierno la demanda de trabajo en Argentina está subiendo y estamos hablando de empleo real, generado en el sector privado que no depende de protecciones políticas. Y el aumento de la demanda de trabajo significa que está habiendo un aumento de productividad y competitividad, todas condiciones necesarias e indispensables para que los salarios sigan aumentando de forma sostenida en el tiempo. Esto es interesante porque ¿qué es lo que hacen? Solamente muestran el empleo formal, como si el empleo informal no fuera empleo. O suelen degradarlo diciendo que no es empleo de calidad. Mire, lo que no es de calidad es robar, trabajar está bien. Ahora, a veces hay que entender la naturaleza en los procesos. Primero nosotros cuando llegamos el mercado informal era de entorno al 50%. O sea que no es algo nuevo, es algo que ya existía, que era parte de nuestro landscape económico, parte de nuestro paisaje. Pero la pregunta es ¿por qué ocurre esto? Porque la realidad es que, es cierto, del otro lado están los orcos, del otro lado está el mal, del otro lado está la decadencia, del otro lado está el atraso. Y, además, su propuesta es hacer lo que nos hizo pobre y decadente. Entonces, claramente, cuando ustedes los escucha mete más miedo que el tren fantasma. Entonces si ustedes creen que este cambio no es permanente, creen que es transitorio, la pregunta es ¿tomarían medidas de carácter permanente si ustedes creen que esto es transitorio? Vamos, ustedes son tomadores de decisiones, ustedes lo saben. Si hay incertidumbre sobre si el proceso es permanente o no, no van a tomar decisiones de corte permanente, no van a salir a contratar trabajadores de manera permanente. Lo que van a hacer es ajustes transitorios a ver qué pasa. Si lo quieren poner en términos de real option la opción de diferir tiene valor. Nosotros no nos enojamos con eso, nosotros eso lo entendemos. ¿Y cuál es el punto? El punto es que cuando ustedes toman un sistema de equilibrio general, no como esos precámbricos, casi que me hacen acordar a los Hermanos Macana, economistas que hablan de la economía en dos velocidades y todas esas cosas, tremendos ignorantes que no saben qué es equilibrio general; creen que cualquier sistema de ecuaciones es un sistema de equilibrio general, lo cual es de una pobreza enorme. Pero más allá digo de la discusión técnica, que no me voy a meter ahí, cuando ustedes tienen un sistema de equilibrio general y hacen equilibrio general en serio - les propongo un libro que el otro día repartía a diputados y senadores de nuestro espacio que se llama “La economía en una lección”, de Henry Hazlitt -, dice que la diferencia entre el buen economista y el mal economista es que el mal economista solamente mira un sector y un período; y el buen economista mira todos los sectores y no solo el presente, sino el futuro. Es decir, es la diferencia entre hacer equilibrio parcial de un período, con equilibrio general intertemporal, que, en realidad, aquellos que hacen macro con un individuo, con un bien representativo y demás, con el agente representativo y demás, es equivalente a ese modelo pobre, por no decir otra palabra. Entonces, cuando ustedes toman un modelo de equilibrio general en serio, que tiene varios sectores van a entender que, por ejemplo, si ustedes meten un shock tecnológico, si ustedes meten un shock de apertura, si ustedes meten un shock desregulatorio, si ustedes meten un shock de tasa de interés por caída de riesgo país, si ustedes meten un shock por baja de impuestos, si ustedes meten un shock de descubrimiento de recursos naturales, ustedes ¿qué creen, que la economía no se va a mover? Se va a mover, va a ser una coctelera, obvio que va a pasar eso. Y ustedes van a tener una fuerte reasignación de recursos y si ustedes salen a perseguir y apretar al sector privado, lo que van a hacer es violentar la reasignación de recursos y la consecuencia es que se van a perder puesto de trabajo, se van a perder posibilidades y vamos a estar muchísimo peor. Consecuentemente, nosotros lo que estamos haciendo es que la economía se exprese y obviamente crece fuertemente el empleo en los sectores no registrados porque tiene que ver con que los agentes quieren tener certeza de que este rumbo continúa. Entonces, no es un tema menor. Porque sí es trabajo y está mostrando la reasignación de recursos que está teniendo tan fuerte la economía. Es decir, es un resultado natural y esperable. Y para eso, nosotros enviamos la Ley de Modernización Laboral y obviamente que, cuando la política se encauce, eso va a generar una migración desde el sector informal al sector formal. Es lo mismo que se discute también, en paralelo a esto, a los salarios. Si ustedes miran los salarios reales en el sector formal privado, son prácticamente constantes. Si ustedes miran lo del sector público caen. Me imagino que están todos de acuerdo con eso ¿no? es parte de la política de Estado. Sacarle el Estado opresor de la cabeza al sector privado. Pero no solo eso, cuando ustedes miran a los informales, están 60% arriba en términos reales. Es decir, que está funcionando. No es que no está funcionando, el problema es que si ustedes suman precariedad intelectual con ignorancia y mala intención da un cóctel explosivo. Ahora voy a pasar a otro que me voy a divertir un ratito, si me lo permite. Me voy a ocupar de un impresentable. Ahora viene la parte que me voy a ocupar de dos impresentables. El segundo relato es el de la mora, con este tema también han querido manipular emocionalmente a la población. La realidad es que cuando el crédito privado pasa de ser prácticamente inexistente a expandirse al ritmo que se está expandiendo, es matemática de primer grado que la mora no va a subir en la transición, es un resultado natural. Es decir ¿saben que, si no prestaran, saben cuánto sería la mora? Cero. Me parece que ese mundo no está muy bueno. Pero la mora no sube porque los argentinos se hayan vuelto menos responsables de un día para el otro, sino porque hay millones de personas y miles de pymes que antes ni siquiera calificaban para tomar una deuda y sí hoy califican. Hace 3 años solo un selecto grupo sobrecalificado con garantías de sobra podía acceder a deuda; y ahora que el riesgo crediticio ha bajado los bancos pueden prestar a un grupo mayor. Es como criticar el aumento de accidentes tras la masificación de los automóviles, es la misma tontería digo. Se parece a la misma estupidez del cavernícola asesino de Pedro Cahn, que nos quería a todos encerrados durante la pandemia. El problema es ¿por qué digo cavernícola? Porque el tipo que vivía en la caverna, estaba seguro que afuera no se lo iba a triturar ningún monstruo feo, horrible y peligroso. ¿Cuál era la contraparte? Que, si se quedaba en la caverna, bueno, el resultado era… claro, era te morís. Y esa cuenta no la hizo: “quedate en casa”. Que además lo utilizaron políticamente y nos dejaron más tiempo encerrado que el que correspondía, porque les rendía en términos de imagen. Miren cómo se terminó yendo, engolosinándose con la imagen. Pero no solo eso, sino que además el tipo que está ahí, ese escenario es la muerte segura. Por lo tanto, hay una cuestión de dominancia estocástica: ustedes tienen que salir y enfrentar a los bichos que hay afuera, porque si no se mueren. De esa otra manera tienen alguna chance de sobrevivir. Y después nos dimos cuenta que los bichos no eran tales bichos, ¿no? Eso también, cuando nos… Ustedes se acuerdan, porque hubo una fuerte complicidad de los medios de comunicación de aterrar a la gente. Se deben acordar cuando se lanzó la pandemia y todos los diarios con la tapa “Quedate en casa”. Y cómo nos asustaban desde la televisión. Yo recuerdo a un médico diciendo que esto iba a ser peor que la peste española, es decir que se iba a morir el 6% de la población en un año. ¿Ustedes tienen idea de lo que significa ese número, no? Bueno, así asustaron a la gente. Así se manipuló a la gente. Entonces de vuelta, si nos hubiéramos quedado todos en casa como decían y eso se hubiera hecho toda así a rajatabla, nos moríamos todo. Pero bueno. Volviendo al tema del crédito. Además, al no existir el crédito durante tanto tiempo las entidades de crédito debieron aprender a otorgarlo nuevamente. Es decir, debieron recalibrar sus mecanismos de evaluación de riesgo. Como les dije antes, por años los bancos se dedicaron a prestarle al Estado, en lugar de a la gente y perdieron el conocimiento de clientes que generan los años de un sistema financiero funcional. Esto ha tenido como resultado esperable, un nivel de morosidad, que se soluciona únicamente mediante la negociación entre deudores y acreedores. Y aquí entra en juego un concepto de la literatura económica que explica esto a la perfección, y se le debemos a otro Premio Nobel de Economía, llamado Alvin Roth y a su trabajo sobre los mercados repugnantes. Roth muestra que existen mercados voluntarios que, aunque beneficien a ambas partes, una parte de la sociedad decide estigmatizar y proponer su prohibición, no por el daño económico que generan, sino por la incomodidad moral que le producen a la sociedad en su conjunto. El crédito a tasas altas, para quien tiene una calificación de riesgo más alta, es uno de los ejemplos característicos. Si ustedes van por un proyecto más riesgoso, pretenderían una tasa de interés más alta. No veo cuál es la cuestión de enojarse con eso. En cuanto la tasa sube aparece la palabra usura y el prestamista pasa de ser quien le da una segunda oportunidad a quien no tenga ninguna, a ser el villano en la película y el enemigo público número uno. Y ahí está el problema de fondo. Si le ponen un techo a esa tasa o le condonan la deuda al deudor, como si no hubiera podido saber en qué se metía, lo único que logran es que el prestamista deje de prestarle justo a quien más lo necesita. Esto en el libro de Alvin Roth hace la documentación de casos que la gente, estos deudores muy específicos, que son deudores que toman deuda de bajo monto y altas tasas, las dos partes saben muy bien lo que hacen. No es que no lo saben, saben muy bien lo que hace. Y eso está…Primero, que el que ofrece el producto, ¿cuál es la apuesta? Apuesta al límite probabilístico, es decir, entonces, hace muchísimos casos y termina capturando el límite probabilístico. Miren, yo esto lo aprendí brutalmente en la época que trabajaba como evaluador de empresas y es que me tocó evaluar una empresa que se dedicaba a las máquinas tragamonedas. Y, entonces, cuando yo miraba el flujo de fondos, era una cash count. Yo decía, pero cómo, si está la incertidumbre, si está el que gana o el que pierde o la máquina y digo ¿cómo puede ser esto?, ¿cómo carajo es esto? Claro, porque ¿qué es lo que pasa?, ¿A qué apuestan? a que ustedes le tiren de la palanca cientos de veces y cuantas más veces tiran, ustedes tienden al límite probabilístico y ¿adivinen qué pasa?, se convierte en una cash count. Es decir, el que ofrece este tipo de crédito, no es alguien que no sabe lo que está haciendo. No es alguien que no sabe qué va a haber algunos que no puedan pagar. Justamente, de eso se trata el modelo. Que sea lo más extendido posible para que tienda al límite probabilístico y funciona como una cash count. Por otro lado, otras experiencias muestran que cuando se rescató a un grupo deudores, a los seis, perdón, a las 8 semanas volvieron a tomar crédito de la misma forma. Es decir, con lo cual, tampoco funciona los rescates. Y eso funciona, eso pasa tanto, en países desarrollados como países en desarrollo. Es decir, por qué la experiencia está replicada, tanto en uno de los estados de Estados Unidos, como en países en desarrollo. Y, además, la gente aprende y sabe de lo que se trata. Y, es más, generan experiencia y van aprendiendo a hacerlo. Por lo tanto, si ustedes abortan ese proceso, lo único que están haciendo es dejar sin crédito a los que no pueden calificar en el segmento formal. Es decir, si alguien quiere hacer algo inteligente ahí, lo que tiene que hacer es permitir que puedan ser traqueadas esas personas, para que en la medida que van generando resultados positivos puedan pasar al segmento formal. Y son cosas que estamos haciendo, trabajando en la transparencia y, además, la baja del riesgo país permitió que baje la tasa de interés, reforzado por la caída de la inflación y eso también permite renegociar nuevas tasas, más bajas y a plazos más grandes. Es decir, se está haciendo. Lo que tenemos que evitar es que se meta al Estado en el medio. Porque también sabemos lo que pasa cuando se mete el Estado. Cuando ustedes se fijan hoy, las empresas sí consiguen créditos; los que no consiguen créditos ¿quiénes son? Los individuos. ¿Por qué no consiguen créditos? Porque cuando salimos de la convertibilidad, los populistas que dieron un golpe de estado, básicamente ¿qué hicieron? Perdonaron a los deudores, con la pesificación. Bueno, eso no fue gratis, no hubo nunca más créditos hipotecarios para el sector privado. Hoy los jóvenes no pueden conseguir vivienda. ¿Por qué se creen que se ha extendido la cantidad de años que los jóvenes viven con los padres? Porque no pueden conseguir créditos. Es decir, miren la deformación y el daño que han causado en la sociedad. Mucho mejor hubiera sido que las partes renegociaran y llegaron a una solución de mercado. Pero ¿por qué hacen esto los bancos? ¿qué, porque son malos? no. Porque, así como pudieron renegociar con las empresas, no lo pudieron hacer con los individuos. Entonces, si un banco tiene que elegir entre prestarle a una empresa o un individuo, es obvio, le va a prestar a una empresa. Pero, no solo eso, además de generar, hicieron, lo volvieron raquítico al sector financiero. El crédito al sector privado no financiero, cuando nosotros llegamos, era 3% del PBI. En cualquier parte del condado, de acá, del barrio, es 60, 70 por ciento del PBI. Es decir, las aberraciones hechas en el 2002 nos dejaron sin sistema financiero. No se pudo canalizar el ahorro a la inversión. No se acumuló capital y mientras que todos los países de la región crecieron, nosotros nos estancamos. Es decir, meter al Estado en esto, el remedio es peor que la enfermedad. Y, sin embargo, vienen a recomendar hacer lo mismo. Es decir, tienen a un adicto a jugar a la ruleta rusa y estos tipos le llenan el revólver de balas. Entonces, volviendo… Es más, otra de las cosas que pasa es que claramente…Estoy viendo dónde enlazar el discurso con lo que dije para no repetir. Una intervención estatal en este punto solo interrumpiría, por tiempo indeterminado, un proceso natural de corrección necesario para el surgimiento de un sistema de crédito saludable. La expectativa permanente de un rescate estatal perpetúa un incentivo de los individuos a endeudarse por encima de sus posibilidades, y de las entidades de créditos por tomar créditos de alto riesgo. Total, siempre vendrá al Estado a apagar el fuego con el dinero de los pagadores de impuestos. Esto también es un tema importantísimo, hay un problema de moral Hazard a los dos lados del mercado. Porque el que paga no tiene incentivo a pagar y el que presta y, le va a prestar plata a la gente para que vaya al casino, por poco. Porque si sale bien, cobra. Y si sale mal, paga el Estado. Entonces la pregunta es, estos populistas que ahora están con todas estas ideas paternalistas de financiar cualquier cosa, ¿tienen claro que al mismo que tildaron de usurero, ahora quieren que todos los argentinos paguen con impuesto inflacionario, que es recontra regresivo, el salvataje del usurero? ¿No es una contradicción en términos? Es decir, están pidiendo el rescate del usurero, es de no creer. A veces Argentina es difícil de entender. Es decir, son tan rudimentarios que hasta hacen contradicciones violentas. Entonces este accionar tampoco sorprende viniendo de un partido que se pasó décadas convenciendo a la gente de que podía vivir por encima de su propia productividad, bajo la promesa de que la cuenta siempre la pagaría alguien más. Es fácil, hay una frase de Rothbard que es maravillosa, dice: “uno no se puede dar lo infinitamente caritativo que se puede ser cuando la cuenta la paga otro”. Y, aun así, a pesar del cimbronazo y todo el fervor mediático que se le dio al tema, ya podemos observar como el propio mercado está resolviendo por sus propios mecanismos las vicisitudes –no haría más que empeorar las cosas, como sucede cada vez que interviene el Estado obedeciendo el clamor de determinado sector. Vale remarcar además que la suba repentina de las tasas tuvo que ver con los intentos de desestabilización política que sufrimos el año pasado por parte de los mismos que hoy denuncian tasas abusivas. Es decir, los mismos que hoy denuncian tasas abusivas fueron los que mandaron 40 leyes tratando de romper el equilibrio fiscal, son los mismos que intentaron siete juicios políticos. A ver si despertamos: el año pasado hubo un intento de juicio político, pero hubo intento de golpe de estado. Es decir, no es un chiste. Y eso se manifestó en el riesgo país, subió la tasa de interés, bajó la tasa de interés en dólares, bajó la demanda de dinero, se aceleró la inflación, subió la tasa de interés nominal y se frenó la actividad. Obvio. Ahora esos mismos que generaron ese desastre, son los que vienen ahora, nos quieren venir a explicar cómo se arregla. O sea, es el auténtico: te rompo las piernas para regalarte las muletas y ser el bueno de la película. Entonces, la verdad es que, lo mejor que se puede hacer y qué es lo que hemos hecho para todos los argentinos, fue mejorar las condiciones macroeconómicas para que el crédito vuelva más accesible y en consecuencia pueda seguir expandiéndose. Y ahora, quiero hacer una nota de color sobre un comentario que hizo un economista. Es desopilante. Dijo, que una persona frente a la situación de que no llegaba a fin de mes, cosa que, si ahora no llegan a fin de mes antes llegaban muchos menos. Porque nosotros sacamos 14 millones de personas de la pobreza. Cuando nosotros llegamos el 30% de los trabajadores formales eran pobres, 70% de los chicos eran pobres. Con lo cual, antes había 20% de indigentes ahora hay 6. Es decir, con lo cual, si ahora hay problemas, antes eran muchísimo más grande los problemas. No estamos diciendo que es Suiza. La foto sigue siendo mala, pero la película es la mejor película de la historia argentina. Entonces, porque nunca pasó estos niveles de mejora en todos los indicadores sociales. Y este impresentable, que es el mismo que decía que había que cobrarle impuesto al efectivo, que ustedes fueran al cajero y que cuando sacaban la caja, en lugar de pedían mil, que le diera 900. Ese mismo impresentable, que dijo que en ese momento lo malinterpretaron, ahora salió con una nueva burrada. Y dijo que: “bueno, la familia tiene que elegir entre tomar un crédito o irse de caño y que la solución era prohibir el crédito”. Es decir, estás proponiendo que se vayan de caño. Miren, probablemente este Gobierno es el que tomó las medidas más pro pobres de la historia. Uno, por la baja en la tasa de inflación. Desde que inició el siglo XXI, todos subieron la tasa de inflación, desde Néstor Kirchner hasta Alberto Fernández, ninguno bajó la tasa de inflación. Solo nosotros. No hay nada más en favor de los más necesitados y los vulnerables, que bajar la inflación. Y otra política que es también muy pro pobre, es bajar la inseguridad. Porque las personas con recursos se pueden contratar seguridad privada. En cambio, los más vulnerables no pueden hacerlo y, sin embargo, gracias a todo el trabajo que hizo en su momento Patricia Bullrich y ahora la Doctora Monteoliva, estamos en los niveles criminológicos con más bajo de la historia argentina. Vaya que hacemos cosas por lo más pobres. Pero aparte, si fuera así, de que para comer necesitaban endeudarse, lo cual es falso, pero, si fuera el caso, la realidad es que si ustedes le cortan el crédito entonces lo estarían condenando a la muerte. Y después, nosotros que somos tan argentinos, la argentinidad al palo y todas esas cosas, ¿por qué no incorporamos en nuestra vida diaria aprender a pensar como Borges? Borges una de las características que tenía era llevar todos los razonamientos al límite. Ustedes se fijaron la estupidez que decía ese imbécil, estúpido, que decía que el 80% de los argentinos no solo que no llegaban a fin de mes; en el medio de las elecciones del año pasado decía que no llegaban al día 15. ¿Ustedes se pusieron a pensar qué les pasaría si durante 15 días no tienen plata? ¿De qué van a vivir, del aire? ¿Qué van a comer? ¿Aire? ¿Qué van a beber? ¿Aire? ¿Creen que eso es sostenible? Y si además ese problema alcanza el 80%, quiere decir que cuando ustedes vayan a buscar alguien que les pueda financiar ese desequilibrio, no hay. ¿Se dan cuenta de lo que implica? ¿Alguien puede hacer la cuenta? ¿Se da cuenta de lo que implica decir esa estupidez? Tratemos de pensar. No nos dejemos correr por los relatos de los zurdos inmundos mugrosos que desprecian los datos. Entonces y este señor se le ocurre que la solución sería cortar el crédito. Es decir, si eso fuera cierto, que la gente necesitaba para comer, está diciendo que los va a condenar a la muerte. Porque ese impresentable fue viceministro del enano comunista y es su principal referente económico. Vaya si hay riesgo kuka, ¿se dan cuenta? Ese, uno. Ahora me voy a encargar de otro imbécil, uno que dejó al país al borde de una guerra civil. El tercer relato que se está buscando instalar es el más divertido de los tres. Y es que nos volvimos que keynesianos. Miren, voy a contar una anécdota porque varios de la anécdota están acá. Está Pablo, está Toto… Yo tengo, si hay alguien que no se le puede ocurrir algo es a mí creer que sea que keynesiano y mucho menos tener un ministro keynesiano, es decir…Aparte llevamos mil días, Toto, juntos. Es decir, mil días juntos a pesar de las 40 leyes tratando de romper el equilibrio fiscal, los siete intentos de juicio político, todo lo que nos hicieron en el mercado Don Chatarrín y Gomita Lumínica y demás y banqueros ¿sí? pero no solo eso, además de los 10,000 que tuvimos que deportar el año pasado. Dicho sea de paso, para que vean lo fuerte que están jugando los muchachos, este año en 7 meses deportamos 14,000. Digo, los del otro lado está claro que no son buenos chicos. Pero, un día estaba con un tema Toto y su equipo analizando una situación y Toto para tratar de dar una explicación, porque estaba él y todo el equipo estaba del otro lado, se le ocurre hacer esto que solemos hacer los economistas de hacer metáforas para explicar algo y la realidad es que usó una metáfora no convencional y como la discusión estaba empantanada, dijo “para, vamos a hacerla más fácil, que lo resuelva Milei”, entonces, me llamaron por teléfono y me pusieron el speaker y entonces, cuando él plantea el tema, digo: sí, no, muy fácil, voy a decir con un ejemplo y construí el mismo ejemplo que había construido Toto, que no es un ejemplo convencional, que no es un ejemplo repetido y el que se me ocurrió inventar era el mismo que había inventado Toto sin que estuviéramos en comunicación y cada uno de ellos dijo “No, ya, me voy”. O sea, bueno, terminó siendo Canciller “Chau, me voy”. Con lo cual, lo que digo es: tengo una relación simbiótica. Así que no existe chance ni que se vuelva keynesiano, que abandone la ortodoxia, no existe nada de eso. Entonces lo que hay que recordar es Keynes recetaba que el Estado gaste más para reactivar la demanda. Nosotros seguimos mes a mes con el mismo superávit fiscal que le prometimos a los argentinos, gastamos menos de lo que recaudamos, no más. Si nos acusan de keynesianos por las obras, lo cierto es que las obras de infraestructura que anunciamos en los últimos días serán hechas 100% por el sector privado. De vuelta, y además otra cosa que les quiero decir. Porque vieron que cuando uno les plantea esto a los keynesianos o a los progres, dicen: “no, en realidad Keynes proponía hacer política fiscal expansiva durante la fase contractiva, pero después recomendaba lo contrario”. Los que dicen eso no leyeron la Teoría General. Keynes decía que había que darle rosca para salir y cuando la cosa se agotaba, había que darle más rosca. Entonces tengan cuidado, porque les voy a decir algo: la gran mayoría de los economistas dicen que leyeron a Keynes y no lo leyeron. Eso es una cosa bastante, bastante complicada. Yo tengo una cuestión con ese libro, primero porque leer Keynes, uno que diga que leyó a Keynes, yo no me animaría a decir eso, porque son 30 tomos las obras completas. Yo no leí todo. Pero hay un libro muy muy tradicional de Keynes que ese lo leí cinco veces y les puedo decir que muchos de los que se jactan de ser keynesianos no lo leyeron.Y después, yendo a la cuestión del fondo de garantía de sustentabilidad, este sigue teniendo como objetivo generar retornos, y aumentar su patrimonio, y dentro del abanico de opciones para invertir ahora sí se le suma a hacer plazo fijo a largo plazo, con UVAs, para así poder aumentar los créditos hipotecarios en el país. Y esto está muy lejos de ser keynesiano, de hecho, es mera prudencia crediticia. Un crédito hipotecario a 30 años necesita estar calzado en duration para que, justamente, y ustedes solamente van a poder hacer esos créditos si puede calzarlo en duration, porque una de las cosas a las que se dedica el banco es intermediador de plazos, necesita calzarlo. Y como, además, el fondo de garantía de sustentabilidad es algo que tiene una perspectiva de largo plazo, sería lógico que ustedes inviertan en instrumento a largo plazo. Lo que pasa es que eso no se hacía durante el kircherismo porque se usaba para financiar ¿a qué? El déficit fiscal. ¿Se dan cuenta? Entonces, obviamente, haber cambiado la lógica de la cuestión fiscal permite que los instrumentos que ustedes utilicen sean distintos. Por ejemplo, si tomamos como ejemplo cualquier país libre, donde existe el crédito hipotecario, los que fondean a los bancos a ese plazo son los fondos de pensión, porque son los únicos actores del sistema financiero que pueden planificar sus flujos con ese horizonte. Por eso es muy importante que no sigamos tomando por válida y honesta la crítica de los psicopateadores de siempre, que rompieron el sistema de créditos hipotecario en el país cuando expropiaron las AFJPs. Ellos están en contra del crédito y la consecuencia de enemistarse con el crédito es el retroceso económico. A ver, para ponerlo negro sobre blanco. De hecho, cuando se expropió, cuando se expropiaron las AFJPs, a plata de hoy el fondo estaría en 95 mil millones de dólares. Bueno, cuando nosotros llegamos el fondo de garantía de sustentabilidad estaba en 25 mil millones de dólares y hoy está cerca en 85 mil millones de dólares. O sea que no que no nos vengan a decir cómo hay que hacer las cosas, porque nosotros las hacemos muchísimo mejor que ellos y estamos recomponiendo algo que parecía imposible. Así es que, en ese sentido, estamos haciendo las cosas y sabemos lo que estamos haciendo. Es decir, entonces, si ustedes tienen un fondo de pensión, lo lógico es que inviertan en instrumentos largos y esos instrumentos, además, en este caso, son instrumentos que garantizan un retorno real porque se ajusta por inflación. Vamos. Parece bastante lógica…Y, además, tampoco es un número tan grande. Es decir, los que ponen hoy el grito en el cielo por nuestras políticas, son los mismos que reventaron las posiciones del FGS para contener el dólar y financiar el déficit fiscal con el acompañamiento de todo el periodismo. Yo entiendo que la pregunta que ronda en esta sala es si esto es sostenible, o si en algún momento la política de siempre nos va a volver a tentar con la salida fácil. La respuesta ya la dimos el año pasado cuando aguantamos siete intentos de juicio político y 40 proyectos de ley que intentaban aumentar el gasto público para quebrar el país y devolvernos al sendero del déficit y la emisión descontrolado de dinero y, además, dicha sea de paso, fue validado por los argentinos en las urnas. Y, la respuesta la seguimos dando cada día, en cada reforma que le quita discrecionalidad al Estado para devolverle libertad al sector privado. Nuestro camino de acción es el de quitarle el poder al Estado, o sea quitarnos el poder a nosotros mismos. Nosotros mismos, es la primera vez que alguien desde el Estado le quita poder al Estado. Vamos, vamos que esto sí que es raro. Nosotros de hecho le quitamos la bota del Estado por el equivalente de 8 puntos del PBI, que tiene que ver con la corrección del desequilibrio fiscal de cinco puntos del Estado y además bajamos tres puntos de impuestos. Vamos. Solamente desde el Tesoro le devolvimos ocho puntos del PBI; y desde el Banco Central, diez puntos del PBI. Es decir, le devolvimos a los argentinos de bien 100.000 millones de dólares. ¿Por qué creen que bajó la pobreza? Justamente por eso: porque le devolvimos al sector privado 100 mil millones de dólares. Es decir que, en el fondo, ya sea en 5, o 10, o 20 años, el Estado va a volver a estar en manos de un populista, pero cuando eso suceda vamos a tener los recursos. O sea, no van a poder hacer cualquier cosa discrecionalmente. Vamos a dejarle todo enmarañado para que no lo puedan hacer. Pero, quiero ir sobre otro tema. Porque también apareció el impresentable que dejó al país al borde de una guerra civil. El impresentable de la 125, que dice “no, no, bueno, pero el superávit fiscal es malo, porque quiere decir que, si el sector público está en superávit, quiere decir que el sector privado está en déficit”. Bueno, lo primero que le diría es “Che, cuando haces la cuenta fíjate si no estás hablando de una economía abierta o una cerrada”. Porque la verdad es que, si estás haciendo la cuenta en una economía abierta, esa cuenta está mal. Porque te estás olvidando una parte de la ecuación. Supongamos que asume que está en equilibrio y que entonces, el superávit del sector privado es un déficit del… del sector público es un déficit en el sector privado. Ahora, ni siquiera sabe computar bien las ecuaciones. Porque en realidad, ustedes lo que tienen, es que cuando toman la definición del PBI y lo reasignan y computan impuestos, ustedes tienen que el superávit privado más el superávit del gasto público, o sea, el ahorro del sector privado más el ahorro del sector público es igual a la inversión privada. Ahora, también yo podría decir que, si el sector público está superavitario, quiere decir que el sector privado está deficitario; y que está deficitario significa que la inversión privada está por encima del ahorro privado. Por lo tanto, yo lo que podría decir es que básicamente como la inversión privada supera al ahorro privado, nosotros estamos ayudando a generarle financiamiento desde el sector público al sector privado para que pueda haber mayor inversión y mayor crecimiento. Es decir, se dan cuenta de la estupidez que dijo “Ruliche”, como le dice la chica esta, “Ruliche 125”. Es una estupidez. Es decir, se olvidó en la cuenta que ese déficit del sector privado es la diferencia entre inversión y ahorro. Y la verdad es que nos encanta que la inversión le gane al ahorro. Es más, si el sector público está en equilibrio y hay un boom de inversiones, ¿saben qué? Seguramente también va a haber un déficit de cuenta corriente. Que lo interesante es que va a ser todo financiado por el sector privado. Es decir, no para financiar el sector público, sino para financiar el sector privado. ¿Saben cómo se llama eso? Crecimiento económico. Y en una economía abierta si eso pasa acelera mucho más el crecimiento económico. En definitiva, si yo tuviera la situación opuesta que propone este cavernícola y entonces, “lo bueno sería que haya déficit en el sector público para que hubiera superávit en el sector privado”. Bueno, lo que está diciendo es que va a reventar la inversión. Y, además, ese déficit como lo va a financiar con emisión monetaria, porque es lo que hicieron históricamente, van a reventarle la cabeza a los más vulnerables y van a descoordinar toda la economía con inflación y nos vamos a hundir destruyendo la inversión. Qué lindo modelo proponen. O sea, si esos son los más razonables, imagínense lo que son los Hermanos Macana. Por eso mi reflexión final en el día de hoy es la siguiente. No escuchemos el canto de sirena de quienes cada 4 años prometen el oro. En cada oportunidad que se les dio solo entregaron miseria. Si hoy como país podemos estar discutiendo nuevos problemas, significa que estamos avanzando en el camino que nos propusimos como Nación. Y en la medida que sigamos avanzando y resolviendo los problemas que aparecen, irán apareciendo nuevos y también serán resueltos. Una de las cosas que nos encanta a nosotros es resolver problemas. Y, obviamente, no es que ustedes resuelven un problema de hoy y dicen “Ah, ya está”. No. Mañana aparecen nuevos. O sea, con la solución de problemas aparece nuevos problemas y lo que a nosotros nos encanta estar resolviendo este tipo de cosas, porque estamos comprometidos en hacer a Argentina grande nuevamente. Así, durante prácticamente todo el siglo XXI, la única promesa de la política en campaña era resolver la inflación y todos entregaron una inflación mayor a la heredada y aun así hoy pretenden engañarlos con que podrían resolver cualquier tipo de problema, cuando en realidad no pueden dibujar ni un cero ni con un vaso. Si hoy están tan empecinados en instalar sus mentiras, es porque saben que tienen cada vez menos tiempo. Y porque, cada vez, la realidad se impone ante ellos con mayor velocidad. Fíjense cómo se irritan los periodistas corruptos cuando vienen, por ejemplo, personas del exterior, como fue el caso cuando vino Kristalina Georgieva y elogió todos los avances que habíamos hecho. Claro, ¿por qué estaban tan irritados? Estaban irritados porque dejaban en evidencia sus mentiras. Fíjense cuando recientemente vino Sebastián Galiani, que es profesor en Estados Unidos, estaba en Maryland ahora se pasó a Tulane…Sí, es uno de los mejores econometristas del mundo, es un académico de renombre. Claro, cometió la herejía de mirar los números y hablar de Argentina. Eso irritó profundamente a economistas y a periodistas. Es más, me contó que hasta algunos periodistas llamaban para insultarlo, porque ¿cómo iba a decir eso? Les decía: “son los datos”. Es decir, eso es para que vean que el sistema va a tratar de defenderse. Los corruptos que han vivido de este sistema van a defender el statu quo y en eso no están solamente un grupo de políticos, también están metidos los empresarios prebendarios, los medios de comunicación, los periodistas, y algunos profesionales que son, básicamente, los sicarios de estos grupos de poder. Por lo tanto, como mencioné al principio, hagamos lo que mejor sabemos hacer como economistas e inversores, que es mirar los fundamentos en lugar de escuchar el ruido de una turba gritona. Ellos solo saben alzar su voz porque no tienen manera alguna de elevar sus argumentos y por eso quieren volver al pasado. Miremos hacia adelante y démosles el gusto a los amantes del pasado de dejarlos atrás en el libro de la historia. Así es que, muchísimas gracias a IAEF por este espacio.
