At the Business Summit, held in Quibdó, President Abelardo De La Espriella highlighted the willingness of businessmen and industrialists to support with resources the financing of the historical transformation plan of Chocó.
Quibdó, September 7, 2026
Thank you all for being here. A very special greeting to the Governor of the department (Nubia Carolina Córdoba), whom I recognize for her absolutely inspiring leadership. I want us to start with a round of applause for this woman who has demonstrated courage and patriotism rarely seen.
A very special greeting also goes to the Mayor of Quibdó (Rafael Andrés Bolaños), to all the members of the Government and to the businessmen and industrialists who accompany us today.
Dear Chocoans, dear businessmen who join me today: this department has been hearing speeches for decades. Presidents, ministers, officials, commissions and missions of all kinds have passed through here. We would fill 10 warehouses with all the studies, diagnoses and documents that for years have proposed solutions and action plans. Everything, absolutely everything, has remained on paper. I have come to Chocó because of a tragedy.
The earthquake imposes on us the obligation to care for the affected families, rebuild homes and recover the infrastructure and prepare everything that was affected by the earthquake. But I said it two weeks ago and today I return to ratify it, I am not going to leave here leaving behind a simple reconstruction program. Benedict XVI, who in my opinion was the Saint Thomas Aquinas of the 20th century, recalled that true help to our brothers must have an emancipatory purpose.
This means that help must allow the person receiving it to regain their freedom and assume their own responsibilities. That is also my conception of solidarity. I do not want the State to come to Chocó only to attend to an emergency, to provide subsidies or to resolve the difficulty of the moment and then leave, leaving intact the conditions that tomorrow will produce a new crisis.
My purpose, if you will, my obsession, is that during my Government we help Chocó to get back on its feet, that at the end of my mandate the conditions are built so that this beautiful department can produce and grow, attract investment, generate employment and face the challenges of the future with its own capabilities.
The solidarity that relieves is essential in an emergency like the one we are experiencing. But the solidarity that truly transforms is the one that makes it no longer necessary one day.
Governor: I have been talking about the Marshall Plan for Chocó for months. It is not a minor effort. It is a tremendously ambitious purpose that requires political will, resources and execution capacity to begin to change the destiny of this department.
Compatriots: I want Colombia to start looking at Chocó for what it has, for what it can produce and for everything it can represent for our economy.
Time and again we talk about the still untapped riches of this blessed land, the potential of its 31 municipalities, the opportunities and resources that are contained throughout its 46,500 square kilometers.
They talk about the Atrato, the San Juan and Baudo, about the water and productive wealth that these great rivers represent. There is talk of gold that springs naturally, but no one has truly gotten down to work to make Chocó a prosperous department and defeat extreme poverty that affects 44% of its inhabitants.
It is not acceptable that almost half of Chocoans do not even have the income necessary to cover a basic food basket. And it is also not acceptable that the per capita production of this department is equivalent to less than 40% of the national average. I am not here to lament with you, but to change that reality. I say this with as much emphasis as possible.
Chocó was not born to be poor. There is no single objective reason that condemns the people of this department to backwardness. Quite the contrary, few regions in Colombia have similar natural wealth, location and possibilities. The great problem of Chocó has been the historical inability of the State to convert the natural wealth of this wonderful region into well-being for its inhabitants.
I want us to leave behind that resigned idea of a Chocó condemned to live eternally on transfers from the National Government. This department can produce and export much more, attract investment, house large companies and generate thousands of decent jobs. Obviously, for that to happen, the State has to do its part.
Quality education, health services and roads that allow people and products to move. And ahead of all this is security because without security there is nothing. So the Marshall Plan that I propose for this great department that is in my heart, begins by creating the conditions that the Chocoanos have lacked for too long.
I don't want 100 small scattered initiatives, each one on its own and each ministry announcing its own program. We are going to do good planning, establish high priorities, secure the necessary resources. And as a Government I am committed to being on top of the execution so that things happen, so that the dreams of Chocó materialize once and for all.
Compatriots, I am convinced that a transformation like the one I am proposing for Chocó is absolutely possible. Almost a century ago in the United States, there was a region that for generations had lived in conditions of enormous poverty: the Tennessee River Valley, spread across several states in the southeast of that country.
It was a poorly communicated rural area, frequently hit by major floods, with backward agriculture and tremendous lack of public services. Its per capita income was half the American average.
The situation was so serious that there were areas where barely three out of every 100 inhabitants had electricity. As soon as he became president in the early 1930s, President Roosevelt launched a plan to recover that region. It started from a clear premise, the problem could not be solved by distributing small aid, building a road here, a school there and letting each public office act on its own.
The purpose was much more ambitious, to transform the region. Then electricity was brought in, the navigability of the rivers was improved, the lands were recovered, agriculture was modernized and the region began to connect with the rest of the economy. The central idea of that experience seems extraordinary to me. There was no program against poverty. The conditions were built so that that region would stop producing poverty and backwardness.
Exactly that is what I want for this department of Chocó. And something else happened. As the State built these conditions, private investment began to arrive to produce, to create companies and generate employment.
I am not putting here the possibility of copying foreign models, simply, and I am very clear about it. Chocó is Chocó has its own geography, its culture, its people, its traditions and its needs that are uniquely Chocó. As the great José Ortega y Gasset said, it is me and my circumstances.
Chocó has particular circumstances, but the American experience teaches us that when a region has accumulated too many barriers over decades that impede its development, it is not enough to resolve them one by one and without connection to each other. We have to do this and we have to start it now.
And to you, appreciated businessmen who are with me today, I say that here is Chocó. Come more, know your possibilities, invest, we are going to give you all the physical and legal protection, produce, generate employment and earn money here, because what we want, as the Governor said, is for these great businessmen to be partners and godfathers of Chocó.
A plan like the one I propose, dear compatriots, needs more than mere political will. It requires instruments to execute it. We are identifying them and putting them into action. The emergency has forced us to act quickly and that is why extraordinary measures have been prepared so that governors and mayors have a greater capacity to respond to this eventuality.
It will be temporarily allowed to redirect certain territorial revenues, facilitate budgetary operations and make some financial requirements more flexible so that resources reach urgent works more quickly.
Mechanisms are also being enabled so that territorial entities can jointly finance projects that go beyond the borders of a municipality or department. And none of this could be done without the help of entrepreneurs. These people who are standing here with me have contributed more than 2 billion pesos to Colombia in such a dark moment.
And now, gentlemen businessmen, the applause is for you for your commitment to Colombia.
This task, dear compatriots, cannot be done by a president alone, I need the governor, the mayors, the businessmen, the universities, the communities and every Chocoan who wants to do their part. We all have to contribute, we all have to make an effort. I am convinced that we can do it, in a few years talking about Chocó will not be talking about the department with the worst poverty indicators in Colombia.
We are going to ensure that a young person can study, undertake and work here without having to leave their homeland to seek a future elsewhere. We are going to ensure that Chocó producers reach the markets of Colombia and the world. We are also going to ensure that Nuquí and Bahía Solano are great tourist destinations, that San Juan and Atrato are true development corridors and that mining is formalized and produces wealth for Chocó and its communities.
In short, we are going to ensure that the geographical position of Chocó stops being an advantage drawn on a map and begins to become prosperity for its people, dear compatriots.
And since it is about making announcements and producing results, here we have some that are very important and because of these announcements and the commitment of these great businessmen who join us today, I am sure that September 7, 2026 will be remembered as a historic date for Chocó, because this is the day on which the true transformation of Chocó will begin.
There can be no Patria Milagro without Chocó having the conditions it deserves. And from the meeting with these generous, supportive and patriotic businessmen the following agreements have emerged for Chocó: First, the construction of the Quibdó boardwalk, which will be a reality.
As a result of the meeting, the decision was made to carry out the construction of the Quibdó Malecón, a strategic work to transform the capital of Chocó and enhance its economic and tourist development.
The businessmen, unanimously, expressed their willingness to support the project and join efforts with the National, departmental and municipal Government to advance in the structuring and financing of the project. The Malecón will allow the recovery and transformation of the Atrato River front, generating employment, strengthening tourism, promoting commerce and creating new development spaces for Quibdó.
Announce it, formally Governor, do we have or do we not have a boardwalk?
Governor of Chocó: Well, thanks to the business sector, many thanks to those who are here. Mr. President, thank you very much to you and the work team. Today we have guaranteed financing for the Quibdó gastronomic Malecón. The Malecón mirror on the other side of the Atrato River to guarantee the economic reactivation of this city and the development of the tourist and economically territory.
President Abelardo De La Espriella: In other words, the resources came from this meeting thanks to the generosity of the businessmen. A round of applause for them, please. We are going to have a boardwalk.
Second announcement: through iNNpulsa, our Government, Colombina, Bancolombia and Tecnoglass commit to making a contribution of 5,000 million pesos for seed capital for entrepreneurs affected by the earthquake in Chocó.
Mr. Minister of Commerce (Mauricio Gómez Amín), come this way, please. Tell us what it is and when it starts working.
Minister of Commerce, Mauricio Gómez Amín: President, we are going to benefit a thousand Choco entrepreneurs with seed capital of 5 million pesos per business so that they can begin to rebuild their dreams, Mr. President, when? next week.
Interoceanic Canal and connection through railways
President Abelardo De La Espriella: There is an idea that has been floating around in my head and many will say that it is crazy, but I am used to being told that it cannot be done to prove that it is possible and with this group of businessmen, of course it is more viable. I have ordered that an evaluation be carried out of the possibility of a work that has already been studied and has some projection, which is the Interoceanic Canal.
We have an impressive possibility here in Chocó, Mr. Milagro Fund Manager (Jaime Andrés Uribe), tell us what the Interoceanic Canal is about and how it can also be connected through railways.
Manager of the Milagro Fund, Jaime Andrés Uribe: Good afternoon, Mr. President: Yes, there are two possibilities to connect the Atlantic and the Pacific from the Urabá of Antioquia to a deep-water port in the Pacific of Choco, deep, natural waters, and there are two possibilities that are going to continue to be studied, President, which are an interoceanic canal and the other a railway that connects the two ports and can transport goods between the two oceans. We are going to begin to structure these projects and the businessmen who accompany us have expressed interest in learning about the proposal.
President Abelardo De La Espriella:The fourth announcement is the infrastructure and connectivity package for 1 billion pesos. Madam Minister of Transportation (Elsa Noguera), please. What does it consist of? And he left this meeting. Here it is resolving.
Minister of Transportation, Elsa Noguera: As you have pointed out, President, comprehensive packages, not individual works. And that is why we have put together a package of five major roads that will allow Chocó to connect with the rest of the departments of Colombia by getting closer to the sea more quickly and also boost tourism and above all allow farmers to get their product better, in such a way that a single package of 1 billion pesos was structured with these road infrastructure works, an airport, and they will be financed 'miti-miti' with businessmen and Works for Taxes.
President Abelardo De La Espriella: A marvel. Thank you, Minister. So look at the importance of this announcement. Thanks to this meeting, we already have resources worth 1 billion pesos to do:
-Quibdó–Ánima–Nóvita: connection of Quibdó with the San Juan region.
-San José del Palmar–Cairo: connection of Chocó with the north of Valle del Cauca.
-Itsmina–Port Meluk: to advance on the Sea Route and improve the exit to the Pacific.
-Via to Darién: complete the 6 pending kilometers to strengthen the connection of the agricultural area of Chocó with Urabá Antioquia.
-Tutunendo–Ichó: pave 10.8 kilometers of the main tourist corridor of Quibdó.
-Bahia Solano Airport: to strengthen the air connectivity of the department.
How is this going to be done? Half of that billion pesos in Works for Taxes and the other half for investment by these businessmen. We have come to a conclusion, nothing can be done without ways. And the first thing we are going to start is this infrastructure and connectivity package that, thank God, is a reality today.
A round of applause also for our businessmen who are supporting Chocó like never before. Thank you Minister.
And we also have a fifth announcement which is the Special Mining and Mineral Transformation Regime in Chocó. Madam Minister of Mines and Energy (María Nohemí Arboleda), please tell us what this special mining regime consists of.
Minister of Mines and Energy, María Nohemí Arboleda: Yes, what we want is for investors to feel safe in the area to be able to make their investments and for there to also be legal security that guarantees the durability of this type of venture.
We also want to work on mining formalization that will allow these miners to have greater support, social security and that also allows those resources to stay here in the region and for there to be a more effective extraction of all the mining wealth that exists.
President Abelardo De La Espriella: Thank you, Minister. There is a sixth announcement that has to do with you, which is the sustainability and energy modernization of Chocó.
Minister of Mines and Energy, María Nohemí Arboleda: Yes, we are working, we know that we have important works to do at the transmission level. These are works that are delayed in the medium term. We already have investors interested in contributing companies in the energy sector to these works. And the other thing is that we are also going to look, with the new reality that we have, how are we going to get contracts for this region, so that they can have access to energy at reasonable prices? We are working on it, Mr. President.
President Abelardo De La Espriella: There is another topic that is yours, which is another announcement we have, solar energy for the Choco Pacific.
Minister of Mines and Energy, María Nohemí Arboleda: YES, Mr. President, while these medium-term works arrive, we are also bringing solutions for hospitals with diesel plants and we are also going to work on solar energy, in those communities.
President Abelardo De La Espriella: Eighth announcement: Special regime to attract private investment to Chocó. Mr. Vice Minister of Finance, Andrés Ricardo Quevedo, what is it about?
Vice Minister of Finance, Andrés Ricardo Quevedo: Good afternoon, Mr. President. In fact, this same week we began to do all the fiscal analyzes to achieve a regime that allows investors to reach Chocó, Quibdó, in the same way that when another series of problems were generated, the regions rose.
We consider that this is also an opportunity in which Chocó can attract investors through legal tax stability regimes that allow it to generate employment, productivity and growth for the inhabitants of the Chocó population in the long term.
President Abelardo De La Espriella: In other words, we are going to bring factories where there is a special regime and all these large companies can generate decent and quality jobs in the department of Chocó. Thank you very much, Mr. Minister.
I also inform you that as a result of the emergency that we have suffered due to the earthquake and as has been done in the Coffee Region and in the Cauca Valley, Chocó will have special management from the Miracle Fund and I have decided that this management of Chocó will be occupied by José Leónidas Tobón, who is a Chocoan, who is also Vice Minister of Agriculture in our Government. Dr. Tobón will have among his main tasks the monitoring of the Malecón, the road infrastructure package, the mining strategy, the study of the Interoceanic Corridor and the structuring of the Special Regime to attract private investment to Chocó.
The instruction will be clear, Chocó will have a Manager with direct dialogue with the national Government so that everything moves and it will be done through the Governor, as appropriate.
Another very important announcement is the 100 scholarships for young people from Chocó. As a result of this meeting, Grupo Nutresa committed to granting 50 scholarships for students from Chocó and NuBank another 50, opening new training opportunities for young people in the department.
This initiative will strengthen access to education and generate opportunities so that Choco talent can train and contribute to the development of the region.
Next announcement, there is quite a bit of chiva. There aren't many. Well, there you have it so that in a week we do not let go of Chocó and continue proposing and promoting miracle tourist towns to this beautiful region, Nuquí and Chocó. Mr. Minister of Commerce, Industry and Tourism.
Francisco Aguirre, Executive Director of the Santo Domingo Foundation: President, together with the Ministry of Commerce, Industry and Tourism and Fontur, we have selected ten municipalities, two in each of the departments. In Chocó we have Nuquí and Bahía Solano, two large municipalities with great tourist potential that have always been, without a doubt, a natural wealth and an epicenter of nature tourism. In this effort to reconstruct and renew Chocó, we will work hand in hand with the National Government to turn them into the Tourist Miracle Towns of Chocó.
President Abelardo De La Espriella: How wonderful! Thank you so much. Thanks to the Santo Domingo Foundation. Another announcement is the direct purchase of Choco producers by the businessmen who accompany us here. Mr. Fuad Char has expressed his intention to do so. Today the Olímpica buyers are here working directly with the Choco producers to buy all the product from them. Nutresa and Colombina have pointed out the same thing and the idea is that they can buy from Chocó producers to boost the economy.
The bet is that what is produced in Chocó finds buyers and markets, strengthening local companies, generating employment and bringing Chocó products to more consumers in the country.
And there is an advertisement that I love, but I would like David Vélez to do it. David? David went to visit a school. Valid because he is working on something else.
I find this very, very interesting because David, who is the founder of NuBank, will join a banking and financial inclusion strategy for Chocó, aimed at expanding the population's access to digital financial services.
The initiative will seek to bring financial solutions to young entrepreneurs, small merchants, producers and communities with low banking coverage, facilitating their incorporation into the financial system and promoting access to savings, payment and credit tools. This is a great advance because the vast majority of the population is unbanked.
And finally, an announcement, last but not least. At the end of the meeting, the purchase of the viche production was agreed, produced by the entrepreneurs of the department through the Wholesale Central of Antioquia.
We are going to buy the entire production of viche, which I said is very good and is also an aphrodisiac. So take advantage. Several businessmen here ordered two boxes and we are working on it.
Before finishing, dear friends, I want to ask God to bless this generous land, to protect its families, to accompany those who have lost so much in these days, to grant us wisdom, strength and perseverance to accomplish the task before us: to implement the Marshall Plan for Chocó.
May God also bless those who have come to lend a hand, those who are going to invest in this department and all those who decide to join this collective enterprise. I put into this fight, into this battle to lift Chocó all the will, all the authority and all the work capacity of my Government.
And it is not just about lifting what fell, it is about building what Chocó truly deserves. And I ask all of you for confidence, discipline and hope. I know that Chocó can wake up, can grow and can prosper. Let's get it done.

Queridos chocoanos, queridos empresarios que hoy me acompañan: este departamento lleva décadas oyendo discursos. Por aquí han pasado presidentes, ministros, funcionarios, comisiones y misiones de toda naturaleza. Llenaríamos 10 bodegas con todos los estudios, los diagnósticos y documentos que durante años han propuesto soluciones y planes de acción. Todo, absolutamente todo, se ha quedado en el papel. Yo he venido al Chocó por cuenta de una tragedia. El terremoto nos impone la obligación de atender a las familias damnificadas, reconstruir viviendas y recuperar la infraestructura y poner a punto todo aquello que resultó afectado por el sismo. Pero lo dije hace dos semanas y hoy vuelvo para ratificarlo, no pienso irme de aquí dejando en marcha un simple programa de reconstrucción. Benedicto XVI, que a mi juicio fue el Santo Tomás de Aquino del siglo XX, recordaba que la ayuda verdadera a nuestros hermanos debe tener una finalidad emancipadora. Esto quiere decir que la ayuda debe permitirle a quien la recibe recuperar su libertad y asumir sus propias responsabilidades. Esa es también mi concepción de la solidaridad. No quiero que el Estado venga al Chocó únicamente a atender una emergencia, a entregar subsidios o a resolver la dificultad del momento y que después se marche, dejando intactas las condiciones que mañana van a producir una nueva crisis. Mi propósito, si se quiere, mi obsesión, es que durante mi Gobierno ayudemos al Chocó a ponerse en pie, que al final de mi mandato queden construidas las condiciones para que este bello departamento pueda producir y crecer, atraer inversión, generar empleo y enfrentar con sus propias capacidades los desafíos del futuro. La solidaridad que alivia es indispensable en una emergencia como la que estamos viviendo. Pero la solidaridad que verdaderamente transforma es aquella que consigue que algún día deje de ser necesaria. Gobernadora: llevo meses hablando del Plan Marshall para el Chocó. No es un esfuerzo menor. Es un propósito tremendamente ambicioso que exige voluntad política, recursos y capacidad de ejecución para comenzar a cambiar el destino de este departamento. Compatriotas: quiero que Colombia empiece a mirar al Chocó por lo que tiene, por lo que puede producir y por todo lo que puede llegar a representar para nuestra economía. Una y otra vez se habla de las riquezas todavía inexplotadas de esta tierra bendita, del potencial de sus 31 municipios, de las oportunidades y recursos que se encierran a lo largo y ancho de sus 46.500 kilómetros cuadrados. Se habla del Atrato, del San Juan y Baudo, de la riqueza hídrica y productiva que esos grandes ríos representan. Se habla del oro que brota naturalmente, pero nadie se ha puesto verdaderamente manos a la obra para hacer del Chocó un departamento próspero y derrotar una pobreza extrema que afecta al 44% de sus habitantes. No es aceptable que casi la mitad de los chocoanos no dispongan siquiera de los ingresos necesarios para cubrir una canasta básica de alimentos. Y tampoco es aceptable que la producción por habitante de este departamento equivalga a menos del 40% del promedio nacional. No estoy aquí para lamentarme con ustedes, sino para cambiar esa realidad. Lo digo con todo el énfasis posible. El Chocó no nació para ser pobre. No hay una sola razón objetiva que condene a las gentes de este departamento al atraso. Todo lo contrario, pocas regiones de Colombia reúnen una riqueza natural, una ubicación y unas posibilidades semejantes. El gran problema del Chocó ha sido la incapacidad histórica del Estado para convertir la riqueza natural de esta maravillosa región en bienestar para sus habitantes. Quiero que dejemos atrás esa idea resignada de un Chocó condenado a vivir eternamente de las transferencias del Gobierno Nacional. Este departamento puede producir y exportar mucho más, atraer inversión, albergar grandes empresas y generar miles de empleos dignos. Evidentemente, para que eso ocurra, el Estado tiene que cumplir su parte. Educación de calidad, servicios de salud y vías que permitan que las personas y los productos se puedan mover. Y por delante de todo ello la seguridad porque sin seguridad no hay nada. Así que el Plan Marshall que propongo para este gran departamento que está en mi corazón, comienza por crear las condiciones que durante demasiado tiempo le han faltado a los chocoanos. No quiero 100 pequeñas iniciativas dispersas, cada una por su lado y cada ministerio anunciando su propio programa. Vamos a hacer una buena planeación, establecer grandes prioridades, asegurar los recursos necesarios. Y como Gobierno me comprometo a estar encima de la ejecución para que las cosas sucedan, para que los sueños del Chocó de una buena vez y por todas se materialicen. Compatriotas, estoy convencido de que una transformación como la que estoy proponiendo para el Chocó es absolutamente posible. Hace casi un siglo en los Estados Unidos, había una región que durante generaciones había vivido en condiciones de enorme pobreza: el Valle del Río Tennessee, extendido por varios estados del sureste de ese país. Era una zona rural mal comunicada, golpeada frecuentemente por grandes inundaciones, con una agricultura atrasada y carencias tremendamente fuertes de servicios públicos. Su ingreso por habitante era la mitad del promedio estadounidense. La situación era tan grave que había zonas en las que apenas tres de cada 100 habitantes tenían electricidad. Apenas llegó a la presidencia a comienzos de los años 30, el presidente Roosevelt puso en marcha un plan para recuperar aquella región. Partió de una premisa clara, el problema no se resolvía repartiendo pequeñas ayudas, haciendo una carretera aquí, una escuela allá y dejando que cada oficina pública actuara por su cuenta. El propósito era mucho más ambicioso, transformar la región. Entonces se llevó electricidad, se mejoró la navegabilidad de los ríos, se recuperaron las tierras, se modernizó la agricultura y se empezó a conectar la región con el resto de la economía. La idea central de esa experiencia me parece extraordinaria. No se hizo un programa contra la pobreza. Se construyeron las condiciones para que aquella región dejara de producir pobreza, atraso. Exactamente eso es lo que yo quiero para este departamento del Chocó. Y ocurrió algo más. A medida que el Estado construyó esas condiciones, comenzó a llegar la inversión privada para producir, para crear empresa y generar empleo. No estoy poniendo aquí la posibilidad de copiar modelos extranjeros, simplemente, y lo tengo muy claro. Chocó es Chocó tiene su propia geografía, su cultura, su gente, sus tradiciones y sus necesidades que son únicamente del Chocó. Como dijo el gran José Ortega y Gasset, soy yo y mis circunstancias. El Chocó tiene unas circunstancias particulares, pero la experiencia estadounidense nos enseña que cuando una región ha acumulado durante décadas demasiadas barreras que impiden su desarrollo, no basta con resolverlas una por una y sin conexión entre sí. Esto lo tenemos que hacer y lo tenemos que empezar ya. Y a ustedes, apreciados empresarios que hoy me acompañan, les digo que aquí está el Chocó. Vengan más, conozcan sus posibilidades, inviertan, les vamos a dar toda la protección física y jurídica, produzcan, generen empleo y ganen dinero aquí, porque lo que queremos, como lo dijo la señora Gobernadora, es que estos grandes empresarios sean socios y padrinos del Chocó. Un plan como el que propongo, queridos compatriotas, necesita algo más que mera voluntad política. Requiere de instrumentos para ejecutarlo. Los estamos identificando y poniendo en marcha. La emergencia nos ha obligado a actuar con rapidez y por eso se han preparado medidas extraordinarias para que gobernadores y alcaldes tengan una mayor capacidad de respuesta ante esta eventualidad. Se permitirá temporalmente reorientar determinadas rentas territoriales, facilitar operaciones presupuestales y flexibilizar algunos requisitos financieros para que los recursos lleguen con mayor rapidez a las obras urgentes. También se están habilitando mecanismos para que las entidades territoriales puedan financiar conjuntamente proyectos que superen las fronteras de un municipio o un departamento. Y nada de esto se podría hacer sin la ayuda de los empresarios. Estas personas que están aquí de pie conmigo le han aportado a Colombia en un momento tan oscuro más de 2 billones de pesos. Y ahora, señores empresarios, el aplauso es para ustedes por su compromiso con Colombia. Esta tarea, queridos compatriotas, no la puede hacer un presidente solo, necesito a la gobernadora, a los alcaldes, a los empresarios, a las universidades, a las comunidades y a cada chocoano que quiera poner de su parte. Todos debemos aportar, todos tenemos que esforzarnos. Estoy convencido de que podemos hacerlo, dentro de algunos años hablar del Chocó no será hablar del departamento con los peores indicadores de pobreza en Colombia. Vamos a lograr que un joven pueda estudiar, emprender y trabajar aquí sin tener que abandonar su tierra para buscar un futuro en otra parte. Vamos a lograr que los productores del Chocó lleguen a los mercados de Colombia y del mundo. También vamos a lograr que Nuquí y Bahía Solano sean grandes destinos turísticos, que el San Juan y el Atrato sean verdaderos corredores de desarrollo y que la minería se formalice y produzca riqueza para el Chocó y sus comunidades. En suma, vamos a conseguir que la posición geográfica del Chocó deje de ser una ventaja dibujada en un mapa y empiece a convertirse en prosperidad para su gente, queridos compatriotas. Y como se trata de hacer anuncios y de producir resultados, aquí tenemos algunos que son muy importantes y por cuenta de estos anuncios y del compromiso de estos grandes empresarios que hoy nos acompañan, estoy seguro de que el 7 de septiembre del 2026 será recordado como una fecha histórica para el Chocó, porque este es el día en el que va a comenzar la verdadera transformación del Chocó. No puede haber Patria Milagro sin que el Chocó tenga las condiciones que se merece. Y de la reunión con estos generosos, solidarios y patriotas empresarios han surgido los siguientes acuerdos para el Chocó: Primero, la construcción del malecón de Quibdó, que será una realidad. Como resultado de la reunión se tomó la decisión de sacar adelante la construcción del Malecón de Quibdó, una obra estratégica para transformar la capital del Chocó y potenciar su desarrollo económico y turístico. Los empresarios, de manera unánime, manifestaron su disposición de apoyar el proyecto y sumar esfuerzos con el Gobierno Nacional, departamental y municipal para avanzar en la estructuración y financiación del proyecto. El Malecón permitirá recuperar y transformar el frente del río Atrato, generar empleo, fortalecer el turismo, impulsar el comercio y crear nuevos espacios de desarrollo para Quibdó. Anúncielo usted, formalmente Gobernadora, ¿tenemos o no tenemos malecón? Gobernadora del Chocó:Bueno, gracias al sector empresarial, muchas gracias a quienes están aquí. Señor Presidente, muchas gracias a usted y al equipo de trabajo. Tenemos hoy garantizada la financiación del Malecón gastronómico de Quibdó. El Malecón espejo al otro lado del río Atrato para garantizar la reactivación económica de esta ciudad y el desarrollo del territorio turística y económicamente. Segundo anuncio: a través de iNNpulsa se compromete nuestro Gobierno, Colombina, Bancolombia y Tecnoglass a hacer un aporte de 5.000 millones de pesos para capital semilla para emprendedores afectados por el terremoto en el Chocó. Ministro de Comercio, Mauricio Gómez Amín:Presidente, vamos a beneficiar a mil emprendedores chocoanos con capital semilla de 5 millones de pesos por negocio para que puedan comenzar a reconstruir sus sueños, Señor Presidente, ¿cuándo? la próxima semana. Canal Interoceánico y conexión a través de vías férreas Presidente Abelardo De La Espriella:Hay una idea que me viene rondando en la cabeza y muchos dirán que es una locura, pero yo estoy acostumbrado a que me digan que no se puede para probar que si se puede y con este grupo de empresarios pues por supuesto que es más viable. He ordenado que se realice la evaluación de la posibilidad de una obra que ya está estudiada y tiene alguna proyección, que es el Canal Interoceánico. Nosotros tenemos una posibilidad impresionante aquí en el Chocó, señor Gerente del Fondo Milagro (Jaime Andrés Uribe), cuéntenos de qué se trata el Canal Interoceánico y cómo se puede también conectar a través de vías férreas. Gerente del Fondo Milagro, Jaime Andrés Uribe:Buenas tardes, señor Presidente: Sí, hay dos posibilidades para conectar el Atlántico y el Pacífico desde el Urabá antioqueño hasta un puerto de aguas profundas en el Pacífico chocoano, aguas profundas, naturales y hay dos posibilidades que son las que se van a seguir estudiando Presidente, que son un canal interoceánico y el otro un ferrocarril que una los dos puertos y poder trasladar mercancías entre los dos océanos. Vamos a empezar a estructurar esos proyectos y los empresarios que nos acompañan han manifestado interés en conocer la propuesta. Presidente Abelardo De La Espriella:El cuarto anuncio es el paquete de infraestructura y conectividad por 1 billón de pesos. Señora Ministra de Transporte (Elsa Noguera), por favor. ¿En qué consiste? Y salió de esta reunión. Aquí es resolviendo. Ministra de Transporte, Elsa Noguera:Como usted lo ha señalado, Presidente, paquetes integrales, no obras individuales. Y por eso hemos unido un paquete de cinco grandes vías que le van a permitir al Chocó conectarse con el resto de los departamentos de Colombia al acercarse más rápido al mar y también impulsar el turismo y sobre todo permitir que los agricultores puedan sacar mejor su producto, de tal forma que se estructuró un solo paquete de 1 billón de pesos con estas obras de infraestructura vial, un aeropuerto, y serán financiadas 'miti-miti' con los empresarios y Obras por Impuestos. Presidente Abelardo De La Espriella:Una maravilla. Gracias, Ministra. O sea que fíjense la importancia de este anuncio. Ya tenemos gracias a esta reunión, los recursos por 1 billón de pesos para hacer: -Quibdó–Ánima–Nóvita: conexión de Quibdó con la región del San Juan. -San José del Palmar–El Cairo: conexión del Chocó con el norte del Valle del Cauca. -Itsmina–Puerto Meluk: para avanzar en la Vía al Mar y mejorar la salida hacia el Pacífico. -Vía al Darién: completar los 6 kilómetros pendientes para fortalecer la conexión de la zona agrícola del Chocó con el Urabá antioqueño. -Tutunendo–Ichó: pavimentar 10,8 kilómetros del principal corredor turístico de Quibdó. -Aeropuerto de Bahía Solano: para fortalecer la conectividad aérea del departamento. ¿Cómo se va a hacer esto? La mitad de ese billón de pesos en Obras por Impuestos y la otra mitad por inversión de estos empresarios. Hemos llegado a una conclusión no se puede hacer nada sin vías. Y lo primero que vamos a empezar es este paquete de infraestructura y conectividad que gracias a Dios hoy es una realidad. Un aplauso también para nuestros empresarios que como nunca están apoyando al Chocó. Gracias Ministra. Y tenemos también un quinto anuncio que es el Régimen Especial Minero y Transformación de minerales en el Chocó. Señora Ministra de Minas y Energía (María Nohemí Arboleda), por favor, cuéntenos en qué consiste ese régimen especial minero. Ministra de Minas y Energía, María Nohemí Arboleda: Sí, lo que queremos es que los inversionistas se sientan seguros en la zona para poder hacer sus inversiones y que haya también una seguridad jurídica que garantice la perdurabilidad de este tipo de emprendimientos. Queremos también trabajar la formalización minera que permitirá a esos mineros tener mayor soporte, seguridad social y que también permita que esos recursos se queden aquí en la región y que haya una extracción más efectiva de toda la riqueza minera que hay. Presidente Abelardo De La Espriella:Gracias, Ministra. Hay un sexto anuncio que tiene que ver con usted, que es la sostenibilidad y la modernización energética del Chocó. Ministra de Minas y Energía, María Nohemí Arboleda: Sí, estamos trabajando, sabemos que tenemos unas obras importantes que hacer a nivel de transmisión. Son obras que se demoran en el mediano plazo. Ya tenemos inversionistas interesados en aportar en estas obras empresas del sector energético. Y lo otro es que también vamos a mirar, con la nueva realidad que tenemos, ¿cómo vamos consiguiendo contratos para esta región, para que puedan tener acceso a energía a unos precios razonables? Estamos trabajando en ello, señor Presidente. Presidente Abelardo De La Espriella:Hay otro tema que es suyo, que es otro anuncio que tenemos, la energía solar para el Pacífico chocoano. Ministra de Minas y Energía, María Nohemí Arboleda: SÍ, señor Presidente, mientras estas obras de mediano plazo llegan, estamos trayendo soluciones también para hospitales con plantas diésel y también vamos a trabajar en la energía solar, en esas comunidades. Presidente Abelardo De La Espriella:Octavo anuncio: Régimen especial para atraer inversión privada al Chocó. Señor Viceministro de Hacienda, Andrés Ricardo Quevedo, ¿de qué se trata? Viceministro de Hacienda,Andrés Ricardo Quevedo:Buenas tardes, señor Presidente. En efecto, en esta misma semana empezamos a hacer todos los análisis fiscales para lograr tener un régimen que permita que los inversionistas puedan llegar al Chocó, a Quibdó, de la misma manera en que cuando se generaron otra serie de problemas, se levantaron las regiones. Consideramos que esta es una oportunidad también en la cual el Chocó puede atraer inversionistas a través de regímenes de estabilidad jurídica tributaria que le permitan en el largo plazo generar empleo, productividad y crecimiento a los habitantes de la población chocoana. Presidente Abelardo De La Espriella:O sea, vamos a traer fábricas en donde haya un régimen especial y todas estas grandes empresas puedan generar empleos dignos y de calidad en el departamento del Chocó. Muchas gracias, señor Ministro. Les informo también que a raíz de la emergencia que hemos sufrido por el terremoto y como se ha hecho en el Eje Cafetero y en el Valle del Cauca, el Chocó tendrá una gerencia especial desde el Fondo Milagro y he decidido que esa gerencia del Chocó sea ocupada por José Leónidas Tobón, que es un chocoano, que además es Viceministro de Agricultura en nuestro Gobierno. El doctor Tobón tendrá entre sus principales tareas el seguimiento al Malecón, el paquete de infraestructura vial, la estrategia de minería, el estudio del Corredor interoceánico y la estructuración del Régimen Especial para atraer inversión privada al Chocó. La instrucción será clara, el Chocó tendrá un Gerente con interlocución directa con el Gobierno nacional para que todo se mueva y se hará a través de la señora Gobernadora, como corresponde. Otro anuncio muy importante son las 100 becas para jóvenes del Chocó. Como resultado de esta reunión, el Grupo Nutresa se comprometió a otorgar 50 becas para estudiantes del Chocó y NuBank otras 50 abriendo nuevas oportunidades de formación para jóvenes en el departamento. Esta iniciativa permitirá fortalecer el acceso a la educación y generar oportunidades para que el talento chocoano pueda formarse y contribuir al desarrollo de la región. Siguiente anuncio, hay bastante 'chiva'. No son muchas. Bueno, ahí tienen para que en una semana no soltemos al Chocó y sigamos proponiendo y promoviendo a esta bella región pueblos milagros turísticos, Nuquí y Chocó. Señor Ministro de Comercio, Industria y Turismo. Francisco Aguirre, Director Ejecutivo de la Fundación Santo Domingo:Presidente, en conjunto con el Ministerio de Comercio, Industria y Turismo y Fontur, hemos seleccionado diez municipios, dos en cada uno de los departamentos. En el Chocó tenemos a Nuquí y a Bahía Solano, dos grandes municipios de gran potencial turístico que siempre han sido sin duda, una riqueza natural y un epicentro del turismo de naturaleza. En este esfuerzo de reconstrucción y renovación del Chocó, trabajaremos de la mano con el Gobierno Nacional para convertirlos en los Pueblos Milagro Turístico del Chocó. Presidente Abelardo De La Espriella:¡Qué maravilla! Muchas gracias. Gracias a la Fundación Santo Domingo. Otro anuncio es la compra directa de productores chocoanos por parte de los empresarios que nos acompañan aquí. Ha manifestado, don Fuad Char, la intención de hacerlo. Hoy están aquí los compradores de Olímpica trabajando directamente con los productores chocoanos para comprarles todo el producto. Lo mismo ha señalado Nutresa, Colombina y la idea es que se le pueda comprar a los productores del Chocó para dinamizar la economía. La apuesta es que lo que se produce en el Chocó encuentre compradores y mercados, fortaleciendo las empresas locales, generando empleo y llevando los productos chocoanos a más consumidores del país. Y hay un anuncio que a mí me encanta, pero me gustaría que lo hiciera David Vélez. ¿David? Se fue David a visitar un colegio. Valido porque está trabajando en otra cosa. Esto me parece muy, muy interesante porque David, que es el fundador de NuBank, que se sumará a una estrategia de bancarización e inclusión financiera para el Chocó, orientada a ampliar el acceso de la población a servicios financieros digitales. La iniciativa buscará acercar soluciones financieras a jóvenes emprendedores, pequeños comerciantes, productores y comunidades con baja cobertura bancaria, facilitando su incorporación al sistema financiero y promoviendo el acceso a herramientas de ahorro, pagos y créditos. Esto es un gran avance porque la gran mayoría de la población no está bancarizada. Y para finalizar, un anuncio, no, por último, menos importante. Finalizando el encuentro se pactó la compra de la producción de viche, producido por los emprendedores del departamento a través de la Central Mayorista de Antioquia. Vamos a comprar toda la producción de viche, que yo dije que es muy bueno y además es afrodisiaco. Así que aprovechen. Aquí varios empresarios pidieron de a dos cajas y estamos en eso. Antes de terminar, queridos amigos, quiero pedirle a Dios que bendiga a esta tierra generosa, que proteja a sus familias, que acompañe a quienes perdieron tanto en estos días, que nos conceda sabiduría, fortaleza y perseverancia para cumplir la tarea que tenemos por delante: poner en marcha el Plan Marshall para el Chocó. Que Dios bendiga también a quienes han venido a tender una mano, a quienes van a invertir en este departamento y a todos aquellos que decidan sumarse a esta empresa colectiva. Yo pongo en esta lucha, en esta batalla por levantar al Chocó toda la voluntad, toda la autoridad y toda la capacidad de trabajo de mi Gobierno. Y no se trata solamente de levantar lo que se cayó, se trata de construir lo que verdaderamente se merece el Chocó. Y a todos ustedes les pido confianza, disciplina y esperanza.
