The President received the Chairman of the Agency for Regulation and Development of the Financial Market Madina Abylkasymova ➡️ The head of state heard a report on the results of regulation and development of the financial market for 8 months of 2026 and tasks for the coming period. Madina Abylkasimova : ➤ reported that as part of the implementation of the new law on banks, the by-law framework was completely updated and 80 regulatory legal acts were adopted. 🟦 The stability of the banking sector has been ensured. Bank assets increased to 75.6 trillion tenge (by 6.9%), capital adequacy is 20.7%. 🟦 As part of its supervisory activities, over the 8 months of 2026, the Agency conducted 279 inspections of financial sector entities. 190 supervisory measures were applied and fines were imposed in the amount of 465 million tenge. 🟦 In the microfinance and collection agency market, 13 entities’ licenses were revoked, 6 entities’ licenses were suspended, and 4 collection agencies were excluded from the register. ➤ informed about measures to expand financing of the economy and reduce the debt burden of the population. 🟦 Loans to business increased by 3.5% and reached 16 trillion tenge. The volume of new business loans has increased since the beginning of the year by 19.1% to 12.5 trillion tenge. 🟦 As a result of regulatory measures, the growth rate of consumer lending over the 7 months of this year slowed to 4.6%. 🟦 Since July of this year, the platform for collective settlement of problem loans Finkelisimkz has been launched. 🟦 By the end of the year, the office of the Unified Financial Ombudsman will begin work to consider citizens’ appeals. ➤ reported on the implementation of the instructions of the Head of State to develop the Program for the Development of the Capital Market and Insurance Market until 2030, as well as on the draft new laws “On the Capital Market” and “On the Insurance Market”. ➤ provided information on the digitalization of the financial sector and the introduction of artificial intelligence. 🟦 The agency has created a unified supervisory platform FinAI using artificial intelligence. By the end of the year, a Strategy for the implementation of AI in all sectors of the financial market will be developed, providing for unified approaches to information security and data protection. Президент принял председателя Агентства по регулированию и развитию финансового рынка Мадину Абылкасымову ➡️ Глава государства заслушал отчет о результатах регулирования и развития финансового рынка за 8 месяцев 2026 года и задачах на предстоящий период. Мадина Абылкасымова : ➤ сообщила, что в рамках реализации нового закона о банках полностью обновлена подзаконная база и принято 80 нормативно-правовых актов. 🟦 Обеспечена устойчивость банковского сектора. Активы банков увеличились до 75,6 трлн тенге (на 6,9%), достаточность капитала составляет 20,7%. 🟦 В рамках надзорной деятельности за 8 месяцев 2026 года Агентством проведено 279 инспекторских проверок субъектов финансового сектора. Применено 190 надзорных мер и наложены штрафы на сумму 465 млн тенге. 🟦 На рынке микрофинансирования и коллекторских агентств лишены лицензии 13 субъектов, у 6 субъектов приостановлены лицензии, 4 коллекторских агентства исключены из реестра. ➤ проинформировала о мерах по расширению финансирования экономики и снижению закредитованности населения. 🟦 Кредиты бизнесу увеличились на 3,5% и достигли 16 трлн тенге. Объем новых кредитов бизнесу вырос с начала года на 19,1% до 12,5 трлн тенге. 🟦 В результате регуляторных мер темпы роста потребительского кредитования за 7 месяцев текущего года замедлились до 4,6%. 🟦 С июля текущего года запущена платформа коллективного урегулирования проблемных займов Finkelisimkz. 🟦 До конца года начнет работу офис Единого финансового омбудсмена для рассмотрения обращений граждан. ➤ доложила об исполнении поручений Главы государства по разработке Программы развития рынка капитала и рынка страхования до 2030 года, а также о проектах новых законов «О рынке капитала» и «О рынке страхования». ➤ представила информацию о цифровизации финансового сектора и внедрения искусственного интеллекта. 🟦 Агентством создана единая надзорная платформа FinAI с использованием искусственного интеллекта. До конца года будет разработана Стратегия внедрения ИИ во всех секторах финансового рынка, предусматривающая единые подходы к информационной безопасности и защите данных.
