CNM confirma a cinco jueces de la Suprema Corte de Justicia para un nuevo período de siete años
Santo Domingo.- The National Council of the Judiciary (CNM) concluded on Tuesday night the performance evaluation process of the judges of the Supreme Court of Justice (SCJ).
After the corresponding deliberations, the National Council of the Judiciary, in accordance with the functions conferred on it by articles 179 of the Constitution of the Republic and 3 of Law no. 138-11, and taking into account the provisions of article 2 of Regulation no. 2-25, which establishes the criteria for evaluating the performance of judges of the Supreme Court of Justice, decided to confirm for a period of seven years judges Justiniano Montero Montero, Fran Euclides Soto Sánchez, Anselmo Alejandro Bello Ferreras, Samuel Amaury Arias Arzeno and Rafael Vásquez Goico.
With this decision of the National Council of the Judiciary, additional vacancies are added to those already existing, bringing the total number of vacancies to be filled in the Supreme Court of Justice to six. The process of receiving proposals and registration of candidatures to fill these positions remains open.
Interested persons are invited to present proposals for candidatures and applications at the CNM Secretariat, located in the building of the Supreme Court of Justice, within the established deadlines, that is, until September 10th for the presentation of candidatures and until the 15th, also of this month, for the registration of applications.
Profiles of confirmed judges
Doctor in Law from the Autonomous University of Santo Domingo (UASD), with postgraduate studies that include a master's degree in Democratic Society, State and Law from the University of the Basque Country and a master's degree in Administrative Law and Municipal Management from the University of Castilla-La Mancha. He has been a judge of the Supreme Court of Justice since April 2019 and currently presides over the First Chamber (Civil and Commercial).
At the institutional and international level, he is the country's representative before the Ibero-American Commission on Judicial Ethics (CIEJ) and drafts opinions of said body. He is also a member of the Committee on Ethical Behavior of the Judiciary and has been in charge of important commissions such as the Committee on the Implementation of Law No. 339-22, which regulates the use of digital media in the Judicial Branch.
Doctor of Law graduated from the Autonomous University of Santo Domingo (UASD). He is a member of the Second Chamber of the Supreme Court of Justice, specialized in criminal matters, after having served as a career prosecutor since 2009.
In the field of institutional management, since 2022 he has chaired the Executive Commission on Technology of the Judiciary and served as lead judge of the Criminal Process Optimization Program, an initiative aimed at strengthening the management and efficiency of that jurisdiction.
He also stands out as the promoter of the modification of the Regulation of the Judge of Execution of the Sentence, approved in 2025.
Graduated in Law from the Pedro Henríquez Ureña National University (UNPHU), with an international master's degree in Conflict Resolution from the Open University of Catalonia. Judge of the First Chamber of the Supreme Court of Justice since 2019, he has more than two decades as a university professor and was director of the Law School of the Pontificia Universidad Católica Madre y Maestra (PUCMM).
In terms of access to justice and alternative conflict resolution, it stands out for having proposed the General Regulation on Non-Adversarial Conflict Resolution Mechanisms and the Guide for the Referral of Judicial Cases.
At the institutional level, he chaired the Executive Commission for Document Management and the Internal Commission of the Judiciary for Open Data, and has participated in initiatives related to Alternative Conflict Resolution Mechanisms and Drug Treatment Courts (MARC-TTD).
He recently supported, with the highest distinction (cum laude), his doctoral thesis on access to civil justice for people in conditions of poverty, within the framework of the joint doctorate of the Externado University of Colombia and the PUCMM.
Anselmo Alejandro Bello Ferreras
Doctor of Law, graduated from the Autonomous University of Santo Domingo (UASD), with a career spanning more than two decades in the judicial career, beginning in July 2000 as a justice of the peace.
At the time of his appointment to the Supreme Court of Justice, in April 2019, he was serving as presiding judge of the First Chamber of the Superior Land Court, Central Department.
He is a teacher, doctrinaire and columnist, with extensive experience in civil and real estate matters, and has master's degrees in International Relations and a postgraduate degree in Advanced Research Methodology, both from the Universidad Católica Santo Domingo.
As a judge of the Supreme Court of Justice, in 2020 he joined the Commission for the Census of the Judiciary and participated in the Judges' Social Network Management project. He also led the commission that worked on updating the regulatory framework of the real estate jurisdiction.
Graduated in Law, graduated from the Eugenio María de Hostos University, professor at the Autonomous University of Santo Domingo (UASD) and author of several legal works. Judge of the Third Chamber of the Supreme Court of Justice (Land, Labor, Tax Litigation and Administrative Litigation), among his responsibilities has been to coordinate the Decongestion Plan of the contentious-administrative and tax jurisdiction.
He was president of the commission in charge of modifying the Disciplinary Regulations for Judges and participated in the preparation of the regulations on the suspension of execution of sentences appealed in cassation and disciplinary appeals against lawyers and notaries public, as well as in proposals to modify the Organic Law of the Judiciary and the law of cassation.

Es docente, doctrinario y articulista, con amplia experiencia enmateria civil e inmobiliaria,y cuenta con maestrías en Relaciones Internacionales y un postgrado en Metodología de la Investigación Avanzada, ambos de la Universidad Católica Santo Domingo. Como juez de la Suprema Corte de Justicia, en 2020 integró laComisión para el Censo del Poder Judicial y participó en el proyecto deManejo de Redes Sociales de Jueces. También lideró la comisión que trabajó la actualización del marco normativo de la jurisdicción inmobiliaria.
