Reactie Bureau voor de Staatsschuld op berichtgeving inzake Chinese schuldkwijtschelding
Following reports about China's cancellation of RMB 320 million in Surinamese debt, the Suriname Debt Management Office (SDMO) or the Bureau for the Public Debt considers it important to provide some nuance.
Page 15 of the Debt Plan 2026 of the Public Debt Bureau states that the relevant interest-free loans totaling RMB 320 million had already been removed from the foreign debt portfolio of the Surinamese government as of January 1, 2022. These loans were therefore no longer part of the regular debt restructuring process with China.
It is also important that this information is included in Chapter 4 “Evaluation of the Debt Plan 2025” of the Debt Plan 2026 in the context of the evaluation of the developments and debt measures for 2025. The statement should therefore not be interpreted as a new debt cancellation that only took place in 2026.
The cancellation of RMB 320 million is positive, but it is incorrect to suggest that this will cancel the entire Chinese debt of approximately USD 550 million. This only concerns specific interest-free loans and not the total Chinese debt of Suriname.

Naar aanleiding van de berichtgeving over de kwijtschelding door China van RMB 320 miljoen aan Surinaamse schuld, acht de Suriname Debt Management Office (SDMO) oftewel het Bureau voor de Staatsschuld het van belang enige nuance aan te brengen. Op pagina 15 van het Schuldenplan 2026 van het Bureau voor de Staatsschuld staat dat de betreffende renteloze leningen van in totaal RMB 320 miljoen per 1 januari 2022 reeds uit de buitenlandse schuldportefeuille van de Surinaamse overheid waren verwijderd. Deze leningen maakten daardoor geen onderdeel meer uit van het reguliere schuldherstructureringsproces met China. Daarnaast is van belang dat deze informatie in hoofdstuk 4 “Evaluatie Schuldenplan 2025” van het Schuldenplan 2026 is opgenomen in het kader van de evaluatie van de ontwikkelingen en schuldmaatregelen over 2025. De vermelding moet daarom niet worden geïnterpreteerd als een nieuwe schuldkwijtschelding die pas in 2026 heeft plaatsgevonden. De kwijtschelding van RMB 320 miljoen is positief, maar het is onjuist om te suggereren dat hiermee de volledige Chinese schuld van circa USD 550 miljoen is kwijtgescholden. Het betreft uitsluitend specifieke renteloze leningen en niet de totale Chinese schuld van Suriname.
