Santo Domingo.–The National 9-1-1 Emergency and Security Assistance System participated in the National Earthquake Drill, making available to the Emergency Operations Center (COE) new technological capabilities aimed at strengthening the population's alert, the initial assessment of damage and decision-making during emergency situations.
As part of the exercise, the 9-1-1 System tested two capabilities that are part of the technological modernization process of emergency response in the Dominican Republic: the Cell Broadcast system, for mass sending of alert messages to mobile phones, and the VAPRE-M2 System—Aerial First Response Emergency Response Vehicle, a new autonomously deployed drone platform.
Participation was developed in coordination with the COE, allowing the integration of these technologies into national emergency preparedness and response mechanisms to be evaluated under simulated conditions.
Alerts directly to the population
During the exercise, the Cell Broadcast system was tested, a technology that allows emergency messages to be distributed simultaneously to mobile phones located within a specific geographic area. As a result of the test carried out during the drill, the alert message was received by more than 50% of the Dominican population, demonstrating the scope that this new capacity can have for large-scale emergency communication.
This tool strengthens the mechanisms through which authorities can quickly communicate instructions, warnings and recommendations to the population in the event of earthquakes, hurricanes, floods or other emergency situations.
Its incorporation represents an additional step towards a response model that uses technology to promptly inform the population and facilitate the adoption of protective measures.
Drones that can deploy autonomously
The drill also allowed testing of the VAPRE-M2 System — Emergency First Response Aerial Vehicle, developed to quickly deploy unmanned aircraft from previously installed stations and provide visual and thermal information of an emergency.
Currently, the deployed infrastructure allows this capacity to reach more than 85% of the territory of the National District, constituting a new tool to support response operations.
In the event of an emergency, the VAPRE-M2 can be activated to go to the area of the incident and transmit images and video in real time to the technological platform of the Comprehensive Dispatch Center of the 9-1-1 System, allowing you to observe what is happening while the response units are en route.
This information can help determine the magnitude of the event, identify affected areas and potential risks, and provide response agencies with improved situational awareness prior to the arrival of their units on site.
Technology at the service of national coordination
The participation of the 9-1-1 System in the National Earthquake Drill made it possible to evaluate not only the operation of these new tools, but also their integration within the coordination mechanisms established to face emergencies of great magnitude.
The progressive incorporation of mass distribution systems, autonomously deployed drones and real-time image transmission will allow for faster alerting, better knowledge of what is happening and more informed decisions during the first minutes of an emergency.
The National 9-1-1 Emergency and Security Assistance System will continue to work together with the Emergency Operations Center (COE) and the other institutions that make up the national response system, putting its technological and operational capabilities at the service of the protection of the population.
Notes
