Conceptdocument resultaten onderwijscongres geeft richting aan transformatie
The draft document regarding the results of the education conferences held in April and June of this year have been presented to President Jennifer Simons. The head of state received the document at her cabinet on Monday, September 7, 2026, from the presidential working group of the National Education Congress, which was responsible for the organization and final report of the meetings. The concept document provides guidance on what needs to be done in the coming years to transform the national education system.
The purpose of the educational conferences was to lay a foundation for a long-term vision of Surinamese education. The presidential working group consists of representatives of the Office of the President, the Ministries of Education, Science and Culture and Youth Development and Sports as well as UNICEF and the IDB. According to Daniela Rosario – a member of the working group on behalf of the Ministry of Education, Science and Culture – the education vision for 2035 has not yet been definitively formulated.
She explains that a long process has been set out to determine what should be done with education, what the demand is, where people want to go and where they are now. The working group has identified three important pillars, to which various interventions are linked. These must then be elaborated into concrete action points. According to Rosario, the implementation of the proposed reforms cannot be done by one ministry or the Office of the President alone; so everyone must be involved.
An important part of the roadmap towards 2035 is the transformation of current education. This involves moving from subject-matter-oriented education to a more structural and transformed form of education. When looking at the pillars, it is important that the roadmap to 2035 is primarily intended to move from subject-matter-oriented education to more transformed education or more structural education. “We have to do that well to be able to talk about good quality education,” says Rosario.
The process examines, among other things, the educational vision, developments within the sector, bottlenecks and the strategic direction for the coming years. We are also working on an action plan until 2029 and looking at the investments needed to improve education. The costs per student are also taken into account as well as what is needed to achieve optimal educational facilities. Good governance, accountability and risk analysis are also part of the process.
According to Rosario, the ultimate impact should be visible in school readiness, basic skills, inclusion, evidence-based education, qualitative transfer, relevance, lifelong learning and citizenship education. The position of teachers also receives attention within the proposed educational innovation. “We will work with the teachers to involve them in the process right from the start.” The intention is to strengthen them so that optimal education can be provided.

Het doel van de onderwijscongressen was om een basis te leggen voor een langetermijnvisie op het Surinaamse onderwijs. De presidentiële werkgroep bestaat uit vertegenwoordigers van het Kabinet van de President, de ministeries van Onderwijs, Wetenschap en Cultuur en Jeugdontwikkeling en Sport alsook Unicef en de IDB. Volgens Daniela Rosario – namens het ministerie van Onderwijs, Wetenschap en Cultuur lid van de werkgroep – is de onderwijsvisie voor 2035 nog niet definitief geformuleerd. Ze legt uit dat er wel een lang traject is uitgezet om na te gaan wat er moet gebeuren met onderwijs, wat de vraag is, waar men naartoe wil en waar men nu staat. De werkgroep heeft drie belangrijke pijlers vastgesteld, waaraan verschillende interventies zijn gekoppeld. Deze moeten vervolgens worden uitgewerkt in concrete actiepunten. De uitvoering van de voorgestelde hervormingen kan volgens Rosario niet door één ministerie of het Kabinet van de President alleen; eenieder moet dus betrokken worden. Een belangrijk onderdeel van de roadmap richting 2035 is de transformatie van het huidige onderwijs. Daarbij moet worden gewerkt van leerstofgericht onderwijs naar een meer structurele en getransformeerde vorm van onderwijs. Als er wordt gekeken naar de pijlers, gaat het erom gaat dat voornamelijk de roadmap naar 2035 bedoeld is om te gaan van leerstofgericht onderwijs naar meer getransformeerd onderwijs c.q. meer structureel onderwijs. “Dat moeten we goed doen om te kunnen praten over kwalitatief goed onderwijs”, aldus Rosario. Binnen het traject wordt onder meer gekeken naar de onderwijsvisie, ontwikkelingen binnen de sector, knelpunten en de strategische richting voor de komende jaren. Ook wordt gewerkt aan een actieplan tot 2029 en wordt gekeken naar de investeringen die nodig zijn om het onderwijs te verbeteren. Daarbij worden ook de kosten per leerling meegenomen alsook wat nodig is om optimale onderwijsvoorzieningen te realiseren. Ook goed bestuur, accountability en risicoanalyse maken deel uit van het traject. De uiteindelijke impact moet volgens Rosario zichtbaar worden in school readiness, basisvaardigheden, inclusie, evidence-based onderwijs, kwalitatieve overdracht, relevantie, levenslang leren en burgerschapsvorming. Ook de positie van leerkrachten krijgt aandacht binnen de voorgestelde onderwijsvernieuwing. “We gaan werken met de leerkrachten om ze direct vanaf het begin te betrekken in het proces.” De bedoeling is hen te versterken, zodat er optimaal onderwijs verzorgd kan worden.
