The Takauchi Cabinet is also working hard on reform in the field of education. I would like to introduce the ``Act for Partial Revision of the Act Concerning Standards for Class Composition and Teacher Quota for Public Compulsory Education Schools'' (revision of the so-called ``Compulsory Standards Act''), which was enacted at the Diet session that closed last month.

Education is the ``foundation'' of human resources development and the very essence of ``the nation's 100-year plan.'' In particular, in ``public education,'' it is important to realize ``individualized learning'' that brings out the full potential of all children without leaving any child behind.

For this reason, Takauchikaku is working to "improve the educational environment for children."

In recent years, in school education, issues such as ``refusal'' have become more serious, ``health issues'' such as allergies have become more complex, and ``long working hours for teachers'' have become major issues.

For this reason, the revised ``Compulsory Standards Act'' will enable public junior high schools to ``realize smaller classes'' and ``increase the number of teachers'', thereby making it possible to more carefully understand children's learning situations and daily life, ``enhancing academic guidance and student guidance,'' and ``reducing the workload of teachers.''

In particular, the reduction in the standard number of students per class at public junior high schools is the first major reform in about 40 years. Starting from the first year of junior high school this year, the standard number of students per class will be lowered from 40 to 35, and we will achieve ``smaller classes'' over the next three years.

We have also reviewed the placement standards for school nurses (so-called health room teachers) in public elementary and junior high schools, and established a system in which large schools have two health room teachers, allowing them to respond in detail to children's health issues.

In addition, Takaichikaku is also working on promoting the ``GIGA School Concept,'' including the provision of ``one device per student,'' which serves as the basis for learning tailored to the needs and characteristics of each child.

We will continue to work hard to provide a better educational environment for our children.

高市内閣は、「教育」分野での改革にも力を尽くしています。 先月に閉会した国会で成立した、『公立義務教育諸学校の学級編制及び教職員定数の標準に関する法律の一部を改正する法律』(いわゆる「義務標準法」の改正)についてご紹介します。 教育は人づくりの「礎」であり、「国家百年の計」そのものです。 特に、「公教育」においては、子供たちを誰一人取り残さず、全ての子供たちの能力を最大限引き出す「個別最適な学び」の実現が重要です。 このため、高市内閣では、「子供たちの教育環境の整備」に取り組んでいます。 近年の学校教育においては、「不登校」などの課題の深刻化、アレルギーなどの「健康課題」の複雑化に加え、「教師の長時間労働」も大きな課題となっています。 このため、『義務標準法』の改正により、公立中学校における「少人数学級の実現」や、「教職員の人数の増加」を通じて、子供たちの学習状況や生活面をより丁寧に把握できるようにし、「学習指導や生徒指導の充実」、「教職員の業務負担の軽減」を図っていきます。 特に、公立中学校の1クラスの「生徒数の標準」の引き下げは、約40年ぶりの大改革です。 今年度の中学校1年生から、1クラスの「生徒数の標準」を40人から35人へ引き下げ、3年間で「少人数学級」を実現します。 また、公立小・中学校の養護教諭(いわゆる保健室の先生)の「配置基準」も見直し、大きな学校には保健室の先生が2人居る体制を整備し、「子供たちの健康課題」などにきめ細かく対応できるようにしました。 この他、高市内閣では、子供たち一人一人のニーズや特性に合った学習の基盤となる「1人1台端末」の整備など『GIGA(ギガ)スクール構想』の推進にも取り組んでいます。 今後も、子供たちに、より良い「教育環境」を提供できるよう、しっかりと取り組んでまいります。
