Very good morning, a special greeting to the Vice President of the Republic, José Manuel Restrepo; for the Attorney General of the Nation, Luz Adriana Camargo Garzón; for the Attorney General of the Nation, Gregorio Eljach; for the Comptroller General of the Republic, Dr. Carlos Hernán Rodríguez; for the Elected Comptroller General of the Republic, Dr. Jorge Laverde; for the Secretary General of the Presidency of the Republic, Dr. Carlos Ríos.
Greetings also to the designated Director of the National Legal Defense Agency of the State, Dr. Germán Calderón España; to my advisor in the Presidency, Dr. Joaquín Gutiérrez; to the doctor, to the Deputy Prosecutor and other officials of the Prosecutor's Office, an institution for which I have great affection, Madam Prosecutor, a large part of my life was spent in these corridors, litigating.
Greetings also to the advisor to the Presidency, Carlos Suárez; to the Minister of Foreign Affairs, Omar Bula Escobar; to the Minister of Justice, Iván Cancino; to the Minister of Defense, General (Jorge Eduardo) Mora; to the Minister of Agriculture, Dr. Indalecio Dangond; to the Minister of Health and Social Protection, Ana María Vesga; to the Minister of Mines and Energy, María Noemí Arboleda; to the Minister of Information and Communications Technologies, Alexandra Falla; to the Minister of Culture, Dr. Paola Holguín; to the Minister of Science, Technology and Innovation, Claudia Benavides; to the General Vice Minister of Finance and Public Credit, Andrés Quevedo Caro; to the Vice Minister of Infrastructure, María Fernanda Santa Palacios; to the rest of the officials of the National Government, to the officials of the control organizations and the Judicial Branch who accompany us today, of course, to all the media that are present.
Before addressing the purpose that brings me before you today, I want to ask you to observe a minute of silence for the victims of the earthquake that hit Colombia on August 10.
I want us to keep that minute of silence for the eternal rest of the hundreds of compatriots who lost their lives, the families, who today are mourning their loved ones, for those who continue to suffer the consequences of this tragedy and for the speedy recovery of all the injured.
Let us also ask God to comfort those who suffer, to sustain those who have lost almost everything and to accompany this Country as it goes through these hours of tribulation.
Let's have a minute of silence, please.
Today, National Day for the Fight against Corruption, I place in the hands of the Prosecutor, the Attorney General and the Comptroller a document that has a singular significance for the Government that I preside over.
It is a Book of Truth, a White Book, the result of the work carried out under the coordination of Vice President José Manuel Restrepo, during the weeks of transition between the presidential election and August 7, when I assumed responsibility for directing the destinies of Colombia.
I said that day of the inauguration, Mrs. Prosecutor, something that I want to repeat today: looking forward does not mean forgetting; Governing for the future does not mean closing our eyes to what happened, nor turning the past into a zone of impunity.
My obligation as President of the Republic is to build the future of Colombia, but it is also my inalienable duty to hand over to justice and the control bodies those events that, due to their severity, compromise the responsibility of those who were in charge of the administration of the assets that belong to the Colombian people.
The team in charge of the transition received documents, examined information, identified irregularities and gathered elements related to the mismanagement of public resources in multiple State entities.
It is not my responsibility, Madam Prosecutor, to declare the criminal, disciplinary or fiscal responsibility of any person, Mr. Attorney, Mr. Comptroller. This function belongs exclusively to the Administration of Justice and the Public Ministry.
But that does not take away from me the right and obligation that I have to deliver said information, because that is what I promised the Colombians during the campaign, and today I am fulfilling it.
When those who govern know facts that may have a criminal character, remaining silent becomes moral complicity, something that Colombians will never see in me.
That's why I'm here. My Government will be relentless against corruption.
And I want this expression to be understood in all its scope and in all its dimension. Every minister, every director, every senior official and every servant who is part of my administration knows perfectly well the instructions I have given: identify the sources of corruption they find, close them, rigorously document what happened and immediately bring the information to the attention of the competent authorities.
All State entities must incorporate Artificial Intelligence tools, advanced data analysis systems, digital traceability mechanisms and cutting-edge technologies that allow the execution of the treasury to be followed, second by second.
I want each peso to be tracked from the moment it leaves the treasury until the moment it fulfills the purpose for which it was intended.
Technology should help us detect anomalies, cost overruns, suspicious contracting, improper concentrations, follow suppliers that are repeated, over and over again, in the different State agencies and be attentive to any sign that may warn, early, of a possible act of corruption.
Let's not wait until the damage is done. Corruption is fought before, during and after by anticipating it, monitoring the use of resources and bringing any irregularity that appears to justice.
The corrupt can appropriate a figure written in a budget, but behind that figure there is always a community that bears the consequences of it.
Stealing from the State is stealing from the citizen. In the spirit of the laws of (Charles Louis de Secondat) Montesquieu, there is a warning whose validity remains intact: the corruption of each government begins, almost always, with its principles, and therein lies the root of the problem.
Before the rules of a contract are broken, before it is corrupted, the fundamental principle that Aristotle taught us, according to which to govern means to serve, has been corrupted.
Power is exercised correctly when it seeks the common good and is perverted when it is put at the service of particular interests.
Corruption stimulates one of the most dangerous forms of collective discouragement.
It sells the honest citizen the idea that following the law is something for naïve and foolish people, that paying taxes is feeding the pockets of the unscrupulous, and that striving within social rules is of little use when those who break them end up prospering and applauded.
Madam Prosecutor, Mr. Attorney, Mr. Comptroller, a nation can endure economic difficulties, go through wars, suffer disasters, like the one that mourns the souls of Colombians today, but it can also rise again.
But when its citizens stop trusting in the honesty of its institutions, stop believing in the institutions, the wound reaches the very heart of republican life.
Corruption not only demoralizes society, it also seriously impacts the State's ability to respond to the people appropriately.
This loss of State capacity is reflected today in starving public finances. His State is frankly apocalyptic, alarming.
Colombia faces a fiscal deficit of 7.8% of GDP. The previous regime used, between January and August of this year, 97% of the Nation's annual debt; today we have no way to contract more debts.
The feast was of such size that the level of debt reached 61% of GDP, the highest in our national history, and a good part of those resources were squandered, looted, shamelessly stolen and, as can be seen in this White Paper, they were subject to all kinds of anomalies.
These figures, dear friends, are not mere accounting abstractions, they represent the resources that the State lacks today and that the State needs today to serve its citizens, to build infrastructure, guarantee security, protect the most vulnerable and respond to the catastrophe like the one that has just hit us.
This White Paper, Colombians, compatriots, is not intended to replace the judicial investigation or anticipate the result of the actions of prosecutors, attorneys and comptrollers.
The book represents, in reality, something simpler and – at the same time – more serious, transcendental, forceful: the fulfillment of my duty as Head of State.
I am fulfilling the responsibility that corresponds to me by gathering the available information and not allowing the facts recorded here in the book, which I have just delivered, to be buried by silence and impunity.
The duty of those who govern is to take the truth to the door of justice and stop there, scrupulously respecting the independence and majesty of justice.
That moment has arrived. I am providing very serious facts. I share some of them:
The UNGRD (National Unit for Disaster Risk Management), for example, threw away, as has already been said, 856 billion pesos without manifest urgency and lost track of 1.38 billion pesos.
A parallel payroll was established in the Executive of 900 thousand, that is, 900 thousand service provision contracts. Those ties, because that is what they are, caused a liability of more than 5 billion pesos to public finances.
Remember that before leaving power, the regime declared Saturdays and Sundays holidays as business days to continue the hiring feast.
Air-e, the company that gives birth to 5.9 million people in the Colombian Caribbean, reflects losses of 2.59 billion pesos.
Due to the total peace and the macabre game of frozen with the terrorist groups, the National Army was punished budgetarily, and today has a deficit of 23 billion pesos.
The Colombia Mayor program is completely unfunded. They stole that money and today it needs to continue functioning about 630 billion (pesos) a month to fulfill the commitments we have as a State with our old people.
ICETEX, which is the main way for young people to access higher education, suffered a budget cut of 70%. Today, more than 180 thousand boys do not have the interest rate subsidy on their loans.
The regime grossly lied in its speech about such agrarian reform, as has also been said here. It was said that 1.5 million hectares would be delivered, just over 350 thousand were awarded, but the most serious thing about that is that only 98 thousand have full registration. In summary, only 6.5% of the goal that had been set was delivered.
Now that which distinguishes the Republic from any arbitrary form of government must operate.
Justice acting independently, with guarantees and with absolute respect for due process. Madam Prosecutor and Messrs. Attorney and Comptroller, I formally place the White Paper in your hands, with the hope that you will do what is legally appropriate.
I do so with full respect for the constitutional autonomy of the entities that you direct; I do so with respect for the presumption of innocence of all people. I was a defense attorney for 22 years and I do so with total respect for the independence of those who must study these very serious facts reported here.
But I also do it with the absolute awareness of the clamor that exists in the Colombian people. The country wants to know what happened, it wants to know where the resources went, it wants to know who participated in the looting, who benefited and who allowed this whole disaster to happen.
If the evidence demonstrates the commission of crimes or disciplinary offenses or fiscal responsibility, the people expect that those responsible will be investigated, tried and punished in accordance with the law.
Let it be very clear, I am not asking the justice system for an early sentence, I am providing you with information so that you can find the truth of what happened.
Today I leave these findings in your hands. Let justice investigate, let the truth come to light and let each person responsible answer for their actions.
I made a special request to the Prosecutor last Thursday, which she has ratified here. We will have a special group, by decision of the Prosecutor, that will investigate, from a criminal point of view, these events. I request the same from the Attorney General and the incoming Comptroller.
A special group of the Comptroller's Office, the Attorney General's Office and the Prosecutor's Office that, among the three, work together to find the truth that the Colombian people demand and require. Because our children and our people are not going to forgive us if we remain silent in the face of this theft, in the face of this depredation of the treasury. We have a responsibility to our country to find the truth, no matter how hard it may be.
My fellow countrymen, despite the pain that our Nation is going through today, I want to tell Colombians to maintain hope. My Government works tirelessly so that the State continues to fulfill its obligations, to serve those who need it most and so that no difficulty, no matter how great, separates us from our responsibilities.
In these hours of anguish, of terrible pain, an enormous part of that effort is concentrated on the victims of the earthquake. The action of the State must be directed there.
We have to accompany those who suffer, we have to care for the injured, help those who are homeless today, and we have to begin the immense task of rebuilding what nature destroyed.
I take advantage of this space to express my recognition to the millions of compatriots who, from all corners of the country, have generously volunteered to help those who lost everything.
I especially want to thank all the businessmen who, with enormous generosity, have contributed resources to begin the reconstruction work.
In the midst of this adversity, in the midst of this tragedy, Colombia once again unites around those who suffer, because we are going to demonstrate, together, that none of our compatriots, that none of the children of this Country is alone when misfortune strikes.
I want to ask my compatriots not to lose confidence, this Government will continue working day and night, we will not rest while there is a family waiting for help, a victim needing attention, a community waiting to get back on its feet and we will be there to help them get up.
For the members of the Government, the time has come to pay for the most important service of the Homeland: to dedicate ourselves day and night to moving our country forward, to embrace the victims and to rebuild our Homeland, to be reborn from the ashes like the Phoenix, because Colombians are birds of the storm, we grow in adversity and today more than ever we can establish the walls of that uprising if we all embrace each other as a nation.
Long live Colombia, may God protect us, and today, more than ever, we have to be Firm for the Homeland.

Antes de abordar el propósito que hoy me trae ante ustedes, quiero pedirles que guardemos un minuto de silencio por las víctimas del terremoto que golpeó a Colombia el pasado 10 de agosto. Quiero que guardemos ese minuto de silencio por el eterno descanso de los cientos de compatriotas que perdieron la vida, las familias, que hoy están llorando a sus seres queridos, por quienes continúan padeciendo las consecuencias de esta tragedia y por la pronta recuperación de todos los heridos. Pidamos también a Dios que reconforte a quienes sufren, que sostenga a quienes han perdido casi todo y que acompañe a esta Patria mientras atraviesa estas horas de tribulación. Hagamos el minuto de silencio, por favor. Hoy, Día Nacional de la Lucha contra la Corrupción, pongo en manos de la señora Fiscal, del señor Procurador y del señor Contralor un documento que tiene una singular significación para el Gobierno que presido. Es un Libro de la Verdad, un Libro Blanco, resultado del trabajo adelantado bajo la coordinación del señor Vicepresidente José Manuel Restrepo, durante las semanas de transición entre la elección presidencial y el 7 de agosto, cuando asumí la responsabilidad de conducir los destinos de Colombia. Dije aquel día de la posesión, señora Fiscal, algo que hoy quiero repetir: mirar hacia adelante no significa olvidar; gobernar para el porvenir no implica cerrar los ojos frente a lo que ocurrió, ni convertir el pasado en una zona de impunidad. Mi obligación como Presidente de la República es construir el futuro de Colombia, pero también es mi deber irrenunciable entregar a la justicia y a los órganos de control aquellos hechos que, por su gravedad, comprometen la responsabilidad de quienes tuvieron a su cargo la administración de los bienes que le pertenecen al pueblo colombiano. El equipo encargado de la transición recibió documentos, examinó información, identificó irregularidades y reunió elementos relacionados con el mal manejo de los recursos públicos en múltiples entidades del Estado. No me corresponde, señora Fiscal, declarar la responsabilidad penal, disciplinaria o fiscal de persona alguna, señor Procurador, señor Contralor. Esa función le pertenece exclusivamente a la Administración de Justicia y al Ministerio Público. Pero aquello no me arrebata el derecho y la obligación que tengo de hacer la entrega de dicha información, porque así se lo prometí a los colombianos durante campaña, y hoy estoy cumpliéndoles. Cuando quien gobierna conoce hechos que pueden revestir carácter delictivo, callar se convierte en complicidad moral, algo que jamás van a ver en mí los colombianos. Por eso estoy aquí. Mi Gobierno será implacable contra la corrupción. Y quiero que esta expresión sea entendida en todo su alcance y en toda su dimensión. Cada ministro, cada director, cada alto funcionario y cada servidor que hace parte de mi administración conoce perfectamente la instrucción que he impartido: identificar los focos de corrupción que encuentren, cerrarlos, documentar rigurosamente lo ocurrido y poner la información, de inmediato, en conocimiento de las autoridades competentes. Todas las entidades del Estado deberán incorporar herramientas de Inteligencia Artificial, sistemas avanzados de análisis de datos, mecanismos de trazabilidad digital y las tecnologías de vanguardia que permitan seguir, segundo a segundo, la ejecución del erario. Quiero que cada peso pueda ser rastreado desde el mismo momento en que sale del tesoro hasta el instante en que cumple la finalidad para la cual fue destinado. La tecnología deberá ayudarnos a detectar anomalías, sobrecostos, contrataciones sospechosas, concentraciones indebidas, seguir a los proveedores que se repiten, una y otra vez, en las distintas dependencias del Estado y estar atentos a cualquier señal que pueda advertir, tempranamente, un posible acto de corrupción. No esperemos a que el daño esté hecho. La corrupción se combate antes, durante y después previéndola, vigilando el uso de los recursos y poniendo en manos de la justicia cualquier irregularidad que aparezca. El corrupto puede apropiarse de una cifra escrita en un presupuesto, pero detrás de esa cifra siempre existe una comunidad que carga las consecuencias de ello. Robarle al Estado es robarle al ciudadano. En el espíritu de las leyes de (Charles Louis de Secondat) Montesquieu, allí se hace una advertencia cuya vigencia permanece intacta: la corrupción de cada gobierno comienza, casi siempre, por la de sus principios, y allí está la raíz del problema. Antes de romperse las normas de un contrato, antes de que se corrompa, se ha corrompido el principio fundamental que nos enseñó Aristóteles, según el cual gobernar significa servir. El poder se ejerce rectamente cuando busca el bien común y se pervierte cuando se pone al servicio de los intereses particulares. La corrupción estimula una de las más peligrosas formas de desaliento colectivo. Le vende al ciudadano honrado la idea de que cumplir la ley es cosa de ingenuos y de tontos, de que pagar impuestos es alimentar los bolsillos de los inescrupulosos, y de que esforzarse dentro de las reglas sociales sirve de poco cuando quienes las quebrantan terminan prosperando y aplaudidos. Señora Fiscal, señor Procurador, señor Contralor, una nación puede soportar dificultades económicas, atravesar guerras, padecer desastres, como el que hoy nos enluta el alma a los colombianos, pero también puede levantarse de nuevo. Pero cuando sus ciudadanos dejan de confiar en la honradez de sus instituciones, dejan de creer en las instituciones, la herida alcanza el corazón mismo de la vida republicana. La corrupción no solo desmoraliza a la sociedad, también impacta gravemente la capacidad del Estado para responderle a la gente como corresponde. Esa pérdida de capacidad del Estado se refleja hoy en unas finanzas públicas famélicas. Su Estado es francamente apocalíptico, alarmante. Colombia enfrenta un déficit fiscal del 7.8% del PIB. El régimen anterior utilizó, entre enero y agosto de este año, el 97% del endeudamiento anual de la Nación, hoy no tenemos cómo contratar más deudas. El festín fue de tal tamaño que el nivel de endeudamiento llegó al 61% del PIB, el más alto de nuestra historia nacional y buena parte de esos recursos fueron dilapidados, depredados, robados desvergonzadamente y, tal como puede constatarse en este Libro Blanco, fueron objeto de toda suerte de anomalías. Esas cifras, queridos amigos, no son meras abstracciones contables, representan los recursos que hoy le faltan y que hoy necesita el Estado para atender a los ciudadanos, para construir infraestructura, garantizar la seguridad, proteger a los más vulnerables y responder a la catástrofe como la que nos acaba de golpear. Este Libro Blanco, colombianos, compatriotas, no pretende sustituir ni mucho menos la investigación judicial ni anticipar el resultado de las actuaciones de los fiscales, procuradores y contralores. El libro representa, en realidad, algo más sencillo y –al mismo tiempo– más serio, trascendental, contundente: el cumplimiento de mi deber como Jefe de Estado. Estoy cumpliendo con la responsabilidad que me corresponde al reunir la información disponible y no permitir que los hechos aquí consignados en el libro, que acabo de entregar, queden sepultados por el silencio y la impunidad. El deber de quien gobierna consiste en llevar la verdad hasta la puerta de la justicia y detenerse allí, respetando escrupulosamente la independencia y la majestad de la justicia. Ese momento ha llegado. Estoy aportando hechos gravísimos. Les comparto algunos de ellos: La UNGRD (Unidad Nacional para la Gestión del Riesgo de Desastres), por ejemplo, tiró, como ya se ha dicho, 856 mil millones de pesos sin urgencia manifiesta y perdió el rastro de 1.38 billones de pesos. Se estableció una nómina paralela en el Ejecutivo de 900 mil, óigase bien, 900 mil contratos de prestación de servicio. Esas corbatas, porque eso es lo que son, causaron un pasivo de más de 5 billones de pesos a las finanzas públicas. Recuerden que antes de salir del poder, el régimen declaró a los sábados y domingos festivos como días hábiles para continuar en el festín de la contratación. Air-e, la empresa que lleva a luz a 5.9 millones de personas en el Caribe colombiano, refleja pérdidas por 2.59 billones de pesos. Por cuenta de la paz total y el jueguito macabro a los congelados con los grupos terroristas, el Ejército Nacional fue castigado presupuestalmente, y hoy tiene un déficit de 23 billones de pesos. El programa Colombia Mayor está completamente desfinanciado. Se robaron ese dinero y hoy necesita para seguir funcionando cerca de 630 mil millones (de pesos) al mes para cumplir con los compromisos que tenemos como Estado con nuestros viejitos. El ICETEX, que es la principal vía de los jóvenes para acceder a la educación superior, sufrió un recorte presupuestal del 70%. Hoy, más de 180 mil muchachos no cuentan con el subsidio a la tasa de interés en sus créditos. El régimen mintió groseramente en su discurso de la tal reforma agraria, como también se ha dicho aquí. Se dijo que se entregarían 1.5 millones de hectáreas, se adjudicaron poco más de 350 mil, pero lo más grave de eso es que únicamente 98 mil cuentan con registro pleno. En síntesis, solo se entregó el 6.5% de la meta que se había fijado. Ahora deberá operar aquello que distingue a la República de cualquier forma arbitraria de gobierno. La justicia actuando con independencia, con garantías y con absoluto respeto por el debido proceso. Señora Fiscal y señores Procurador y Contralor, pongo formalmente en sus manos el Libro Blanco, con la esperanza de que ustedes harán lo que en derecho corresponde. Lo hago con pleno respeto por la autonomía constitucional de las entidades que ustedes dirigen; lo hago con respeto por la presunción de inocencia de todas las personas. Fui abogado defensor por 22 años y lo hago con respeto total por la independencia de quienes deben estudiar estos gravísimos hechos aquí denunciados. Pero también lo hago con la absoluta conciencia del clamor que existe en el pueblo colombiano. El país quiere saber qué pasó, quiere saber dónde fueron a parar los recursos, quiere saber quiénes participaron en el saqueo, quiénes se beneficiaron y quiénes permitieron que ocurriera todo este desastre. Si la evidencia demuestra la comisión de delitos o faltas disciplinarias o responsabilidad fiscal, el pueblo espera que los responsables sean investigados, juzgados y sancionados conforme a la ley. Que quede muy claro, no le estoy pidiendo a la justicia una condena anticipada, le estoy entregando información para que puedan ustedes hallar la verdad de lo que ocurrió. Hoy dejo en sus manos estos hallazgos. Que la justicia investigue, que la verdad salga a la luz y que cada responsable responda por sus actos. He hecho una petición especial a la señora Fiscal, el jueves anterior, que ella ha ratificado aquí. Tendremos un grupo especial, por decisión de la señora Fiscal, que investigará, desde el punto de vista penal, estos hechos. Le solicito lo mismo al señor Procurador y al señor Contralor entrante. Un grupo especial de la Contraloría, de la Procuraduría y de la Fiscalía que, entre los tres, se articulen para hallar la verdad que demanda y requiere el pueblo colombiano. Porque no nos van a perdonar nuestros hijos y nuestro pueblo que callemos ante este latrocinio, ante esta depredación del erario. Tenemos la responsabilidad con nuestro país de encontrar la verdad, por más dura que ésta sea. Compatriotas, a pesar del dolor que atraviesa hoy nuestra Nación, quiero decirles a los colombianos que mantengan la esperanza. Mi Gobierno trabaja sin descanso para que el Estado siga cumpliendo sus obligaciones, para atender a quienes más lo necesitan y para que ninguna dificultad, por grande que sea, nos aparte de nuestras responsabilidades. En estas horas de angustias, de terrible dolor, una parte enorme de ese esfuerzo está concentrado en las víctimas del terremoto. Hacia allá debe estar direccionada la acción del Estado. Tenemos que acompañar a quienes sufren, tenemos que atender a los heridos, auxiliar a quienes hoy no tienen techo, y tenemos que comenzar la tarea inmensa de reconstruir lo que la naturaleza destruyó. Aprovecho este espacio para expresar mi reconocimiento a los millones de compatriotas que, desde todos los rincones del país, se han volcado con generosidad a ayudar a aquellos que lo perdieron todo. Quiero agradecer especialmente a todos los empresarios que, con enorme generosidad, han aportado recursos para iniciar los trabajos de reconstrucción. En medio de esta adversidad, en medio de esta tragedia, Colombia vuelve a unirse alrededor de quienes sufren, porque vamos a demostrar, entre todos, que ninguno de nuestros compatriotas, que ninguno de los hijos de esta Patria está solo cuando la desgracia llega. A mis compatriotas quiero pedirles que no pierdan la confianza, este Gobierno seguirá trabajando día y noche, no vamos a descansar mientras haya una familia esperando ayuda, una víctima necesitando atención, a una comunidad esperando a volver a ponerse de pie y ahí estaremos nosotros para ayudarles a levantar. A los miembros del Gobierno, llegó la hora de pagar el servicio más importante de la Patria: dedicarnos día y noche a sacar adelante a nuestro país, a abrazar a las víctimas y a reconstruir a nuestra Patria, a renacer de entre las cenizas como el Ave Fénix, porque los colombianos somos aves de tormenta, nos crecemos en la adversidad y hoy más que nunca podemos establecer los muros de ese levantamiento si entre todos nos abrazamos como nación. Que viva Colombia, que Dios nos proteja, y hoy, más que nunca, tenemos que estar Firmes por la Patria.
