Ministerio de Salud y el SNS fortalecen atención prenatal; buscan reducir riesgos maternos y neonatales
Santo Domingo.–The Ministry of Health and the National Health Service (SNS), with the financial support of the Korea International Cooperation Agency (KOICA, in English) and the technical cooperation of the Pan American Health Organization/World Health Organization (PAHO/WHO), initiated a training workshop for facilitators to strengthen prenatal control and contribute to reducing maternal and neonatal risks.
The initiative is part of the project “Strengthening Primary Care in Maternal and Child Health in Dajabón and Elías Piña”, which seeks to improve the skills of health personnel and replicate knowledge and good practices in primary care establishments.
The Minister of Health, Víctor Atallah, highlighted that maternal and neonatal health is a priority, pointing out that each prenatal consultation allows for early identification of risks, prevention of complications and guaranteeing dignified and quality care.
“When we strengthen prenatal control, identify at-risk pregnancies early, improve timely referral and guarantee comprehensive care from the first level of care, we save lives,” he said.
Meanwhile, the director of the SNS, Julio Landrón, highlighted that the comprehensive approach to prenatal control places the protection of the lives of mothers and their children at the center, by facilitating guidance, monitoring and timely care in the communities themselves.
“Our commitment is to guarantee that every woman, regardless of where she lives or her economic condition, can receive timely, comprehensive, humanized and quality prenatal care,” she stated.
Representing PAHO/WHO, Bernardino Vitoy reaffirmed the commitment to reducing maternal and infant mortality and called for strengthening a national pact that prioritizes the health and life of Dominican women.
Likewise, PAHO highlighted the actions it develops together with the Ministry of Health, the SNS and KOICA to improve the quality of care, expand family planning and immediate contraception after an obstetric event, strengthen maternal critical care and improve the use of information for decision making.
“We are implementing, together with national authorities, actions to improve the quality of health care, expand family planning and immediate contraception after an obstetric event, train medical personnel in critical maternal care and strengthen the use of information to improve decision making,” said Vitoy.
The training includes a comprehensive evaluation of the pregnant woman, perinatal clinical history, nutrition, immunization, counseling, evaluation of the fetal condition, preparation of the birth plan, and timely detection of hypertension, hemorrhages, and infections during pregnancy.
It also incorporates community monitoring strategies and timely referral of risk cases, with the purpose of strengthening the network's response and guaranteeing closer and more responsive care for pregnant women and their families.
The project will strengthen the installed capacity in Dajabón, with 31 prenatal control points, and Elías Piña, with 19, through coordination with provincial hospitals, medical and nursing personnel, health promoters and basic equipment. The training will last three days.
The director of KOICA, Sook Jin Byun, highlighted that the facilitator training model will allow the knowledge acquired to be shared with other health professionals and communities, generating a sustainable impact and progressively expanding good practices.
Meanwhile, the Vice Minister of Collective Health, Eladio Pérez, highlighted the actions to strengthen the system, including the training of another 500 doctors in attention to conditions at risk of maternal mortality.
Vice ministers José Antonio Matos, of Quality Assurance, and Yudelka Batista, of Institutional Strengthening and Development; Julio Gonell, president of the Society of Gynecology and Obstetrics, and consultant José Morán, among other authorities and representatives of the sector, also participated in the activity.

Mientras que, el director del SNS,Julio Landrón,resaltó que elabordaje integraldel control prenatal coloca en el centro laprotección de la vida de las madres y sus hijos,al facilitarorientación, seguimiento y atención oportunaen las propias comunidades. “Nuestro compromiso es garantizar que cada mujer, sin importar dónde viva ni su condición económica, pueda recibir un control prenatal oportuno, integral, humanizado y de calidad”,afirmó. En representación de la OPS/OMS,Bernardino Vitoyreafirmó el compromiso con lareducción de la mortalidad materna e infantily llamó a fortalecer un pacto nacional quepriorice la salud y la vidade las mujeres dominicanas. Asimismo, la OPS destacó las acciones que desarrolla junto con el Ministerio de Salud, el SNS y KOICA paramejorarla calidad de la atención,ampliarla planificación familiar y la contracepción inmediata post evento obstétrico,fortalecerel cuidado crítico materno ymejorarel uso de información para la toma de decisiones. “Estamos implementando, junto a las autoridades nacionales, acciones para mejorar la calidad de la atención en salud, ampliar la planificación familiar y la contracepción inmediata post evento obstétrico, capacitar al personal médico en cuidado crítico materno y fortalecer el uso de información para mejorar la toma de decisiones”,expresó Vitoy. La capacitación contemplaevaluación integralde la gestante, historia clínica perinatal, nutrición, inmunización, consejería, evaluación de la condición fetal, elaboración del plan de parto ydetección oportunade hipertensión, hemorragias e infecciones durante el embarazo. También incorpora estrategias deseguimiento comunitarioyreferencia oportunade los casos de riesgo, con el propósito defortalecer la respuestade la red y garantizar una atención máscercana y resolutivapara las embarazadas y sus familias. El proyecto fortalecerá la capacidad instalada en Dajabón, con31 puntos de control prenatal,y Elías Piña, con19, mediante la articulación con hospitales provinciales, personal médico y de enfermería, promotores de salud y equipos básicos. La formación tendrá una duración de tres días. La directora de KOICA,Sook Jin Byun,destacó que el modelo de formación de facilitadores permitirácompartir los conocimientosadquiridoscon otros profesionales de la salud y las comunidades, generando unimpacto sostenibley ampliando progresivamente las buenas prácticas. En tanto, el viceministro de Salud Colectiva,Eladio Pérez, resaltó las acciones para fortalecer el sistema, incluida la capacitación demás de 500 médicosen atención de condiciones de riesgo de mortalidad materna. En la actividad participaron también los viceministrosJosé Antonio Matos, de Garantía de la Calidad, yYudelka Batista, de Fortalecimiento y Desarrollo Institucional;Julio Gonell,presidente de la Sociedad de Ginecología y Obstetricia, y el consultorJosé Morán, entre otras autoridades y representantes del sector.
