Today, we also held the "August 2020 Chiba Heavy Rains - First Related Ministers' Meeting".
We would like to offer our sincere condolences to those who lost their lives in the Chiba heavy rains of August 2020, and we would also like to express our sincere condolences to the bereaved families.
I would also like to express my deepest sympathies to all those affected.
In response to the recent heavy rains, the government set up a ``Cabinet Liaison Office'' in the Prime Minister's Office to collect information, and also held a ``Related Ministries and Agencies Disaster Countermeasures Conference'' to respond.
In addition, "TEC-FORCE" (Ministry of Land, Infrastructure, Transport and Tourism Emergency Disaster Countermeasures Dispatch Team) and "MAFF-SAT" (Ministry of Agriculture, Forestry and Fisheries Support Advice Team) have already started working locally, and employees from various ministries and agencies are working in Chiba Prefecture to collect information and collaborate with prefectures and local governments.
I have instructed each minister to work closely with Chiba Prefecture, take local needs into consideration, and do their best to restore the situation as quickly as possible.
<About early issuance of ordinary allocation tax>
I have instructed Minister Hayashi to promptly implement the "advancement of the ordinary tax allocation tax" so that disaster-affected local governments can work on recovery with financial peace of mind.
<About inland water countermeasures>
No citizen's life should be lost due to traveling during heavy rain.
Led by Ministers Kaneko and Akama, I have given instructions to accelerate efforts to understand the damage caused by the recent inland flooding, analyze the causes, and reduce damage.
<About underpass intrusion measures>
The recent heavy rains caused flooding in areas such as underpasses on roads, causing damage such as vehicles being submerged in water and people dying.
I have instructed Minister Kaneko to examine the response to this disaster and to proceed with measures such as preventing vehicles from entering flooded underpasses.
In order to prevent "vehicle flooding accidents on roads during disasters," Minister Akama was instructed to strengthen measures to implement "traffic countermeasures in cooperation with road administrators during disasters," and to carry out public relations and education to drivers on a regular basis so that they can take appropriate actions, including how to escape from their vehicles, in the event of an emergency.
<About improving prediction accuracy>
We need to strengthen observation and prediction, including the use of cutting-edge AI technology, and work to improve prediction accuracy regarding the "linear precipitation belts" that cause damage from heavy rain every year.
The “Chiba Heavy Rains of August 2020” resulted in a situation where the risk of disaster increased rapidly in a short period of time.
I have instructed Minister Kaneko to not only release timely and appropriate disaster prevention weather information even under these circumstances, but also to communicate the sense of crisis that local weather observatories have in advance to prefectures and other entities, and to strive to disseminate accurate information to residents.
This is a period in which many disasters occur due to heavy rain. We will continue to remain vigilant and approach the situation with a sense of nervousness.

本日は、「令和８年８月千葉豪雨 第１回 関係閣僚会議」も開催しました。 「令和８年８月千葉豪雨」で、お亡くなりになられた方々に哀悼の誠を捧げますとともに、謹んでご遺族の皆様にお悔やみを申し上げます。 そして、被害に遭われたすべての方々に、心よりお見舞いを申し上げます。 今般の豪雨に際しては、政府として、官邸に「官邸連絡室」を設置して情報収集などに当たったほか、「関係省庁災害対策会議」を開催して、対応に当たりました。 また、既に「TEC-FORCE」（国土交通省 緊急災害対策派遣隊）や「MAFF-SAT」（農林水産省 サポート・アドバイス・チーム）が現地で活動を開始しているほか、各省庁の職員が、情報収集や県・自治体との連携のため、千葉県内で活動を行っています。 各大臣には、千葉県と緊密に連携し、地元のニーズも踏まえ、一日も早い復旧に向け、全力で対応にあたるよう、指示をしました。 ＜普通交付税の繰上げ交付について＞ 林大臣には、被災自治体が、財政上安心して復旧に取り組むことができるよう、「普通交付税の繰上げ交付」を迅速に実施するよう、指示をしました。 ＜内水対策について＞ 豪雨の中での移動によって、国民の命が失われることがあってはなりません。 金子大臣、あかま大臣を中心に、今回の内水氾濫による被害の把握と原因分析、被害軽減に向けた取組を加速するよう、指示をしました。 ＜アンダーパス侵入対策について＞ 今回の豪雨では、道路のアンダーパス部などで冠水が発生し、車両が水没し、人が亡くなるなどの被害が発生しました。 金子大臣には、今回の災害時の対応を検証した上で、冠水したアンダーパス部への車両の侵入を防ぐなどの取組を進めるよう、指示をしました。 「災害時の道路上での車両の冠水事故」を防止するため、あかま大臣には、「災害時における道路管理者と連携した交通対策」の実施について、対策を強化するとともに、万が一の際に、車両からの脱出方法を含め、適切な行動をとることができるよう、平素から運転者に対する広報啓発を実施するよう、指示をしました。 ＜予測精度向上について＞ 毎年のように豪雨の被害をもたらす「線状降水帯」について、先端AI技術の活用を含む観測・予測を強化し、予測精度の向上に取り組む必要があります。 「令和８年８月千葉豪雨」では、短時間のうちに急激に災害のリスクが高まる状況となりました。 金子大臣には、このような状況下においても、適時適切な防災気象情報の発表に加え、地元の気象台が持つ危機感を前広に県などに伝え、住民の皆様への的確な情報発信に努めるよう、指示をしました。 大雨などによる災害が多く発生する時期が続きます。 引き続き、警戒を怠らず、緊張感を持って臨んでまいります。
