Sipen actualiza metodología de indicadores estadísticos del Sistema Dominicano de Pensiones
Santo Domingo.–The Superintendency of Pensions (Sipen) carried out a comprehensive methodological update of the main statistical indicators of the Dominican Pension System (SDP), a process that introduces improvements in the quality, precision and timeliness of the information generated from the system's administrative records.
The review included the restructuring of data management processes, the migration from predominantly manual schemes to automated solutions, and the updating of the methodological criteria used to construct the indicators corresponding to affiliates, contributors, and contribution density. As a result of the update, the total number of affiliates is corrected downward by 5.9%, while the contributions and contribution density are corrected upward.
For this adjustment, a single transfer record per member was consolidated and the indicator was redefined to exclude deceased members and members who, due to having received some benefit from the system (whether a pension for old age, for unemployment at an advanced age, or for disability), are no longer part of the potentially contributing population. Those pensioners who register contributions in the reference month remain within the indicator. In this way, the indicator includes living non-pensioned members, regardless of whether they have made contributions.
Likewise, the contributor indicator was calculated considering members with individualization registered at the corresponding cut-off, and with billing associated with the last three contribution periods. This methodology generated excessive fluctuations around the trend, underestimation of the number of contributors due to late payments, and high sensitivity to delays in billing. With the new methodology, the update window is extended to cover up to twelve months after the invoice, which allows collecting a greater possible number of late payments and adapting to the current characteristics of the base of contributors and companies.
The changes introduced in the indicators of affiliates and contributors also impact the density of contributions, an indicator that, although it does not present changes in its calculation methodology, experiences a considerable variation in its trend as a consequence of the corrections applied.
Taking these adjustments into account, the aforementioned indicators present the following changes at the end of July 2026:
The total number of affiliates with the new methodology stands at 4,895,292, while the historical stock of affiliates (including pensioners and deceased) stands at 5,690,909, reflecting a growing trend throughout the historical series.
The number of contributors, including late payments for the last twelve months, reaches 2,437,079, while contributors using the previous methodology are located at 2,336,342, reflecting an upward adjustment in the indicator.
The adjusted density is 49.8%, while the density considering the previous methodology was 41.0%, reflecting an improvement in the consistency of the series and greater precision in the measurement of the relationship between contributors and affiliates.
This methodological update represents an advance in the quality of the statistical information of the Dominican Pension System, providing system actors, members, employers, pension fund administrators and the general public, with more reliable indicators aligned with the operational reality of the system. The Sipen website details the main changes in the aforementioned indicators, as well as a methodological note with greater detail of the changes implemented.

De esta forma, el indicador comprende a losafiliados vivos no pensionados, independientemente de que hayan realizado aportes. Asimismo, el indicador de cotizantes se calculaba considerando a los afiliados con individualización registrada al corte correspondiente, y con facturación asociada a losúltimos tres periodos de aporte. Esta metodología generaba fluctuaciones excesivas en torno a la tendencia, subestimación del número de cotizantes por pagos tardíos, y elevada sensibilidad a retrasos en la facturación. Con la nueva metodología,se amplía la ventana de actualizaciónpara contemplar hastadoce meses posteriores a la factura, lo que permite recoger unamayor cantidad posible de pagos tardíosy adaptarse a las características actuales de la base de cotizantes y empresas. Los cambios introducidos en losindicadores de afiliados y cotizantesimpactan también la densidad de cotizaciones, indicador que, si bien no presenta modificaciones en su metodología de cálculo, experimenta unavariación considerable en su tendenciacomo consecuencia de las correcciones aplicadas.
