出席台灣永續碳權ESG論壇 總統強調秉持三個堅定態度強化能源韌性、協助產業發展及鼓勵企業創新轉型
When President Lai Ching-te attended the "2026 Taiwan Sustainable Carbon Rights ESG Forum" this morning (18th), he said that the net-zero transformation is a sustainable movement across the ages. The government will adhere to three firm attitudes: continue to promote the digital and green "double-axis transformation" to strengthen energy resilience; As an inducement to reduce carbon emissions, assist industrial development; continue to inject funds to encourage enterprises to innovate and transform, and look forward to assisting Taiwan's industrial upgrading and innovative development as the global supply chain accelerates to net-zero, continue to enhance Taiwan's international competitiveness, and jointly create a more resilient, sustainable, and prosperous Taiwan.
When the President delivered his speech, he first thanked "ETtoday News Cloud" for its invitation. Last year, he participated in the "2025 Fraud Fighting Forum" and today he participated in the "2026 Taiwan Sustainable Carbon Rights ESG Forum". He fully felt that "ETtoday News Cloud" continues to exert its appeal and gather the power of industry, government, academia and research to help the government jointly face Taiwan's major issues and challenges.
The president pointed out that we are all very aware that the problem of climate change is becoming increasingly serious. Taiwan's average temperature is rising year by year, and the heat island effect is becoming more and more obvious. Therefore, he established the "Climate Change Countermeasures Committee" in the Presidential Office and proposed an important national policy, hoping to plant urban forests in all counties and cities in Taiwan to improve the heat island effect.
The president said that in the future, the government will also enact a new law to allow the central and local governments, and the public sector and civil society to work together to achieve the goals. With the joint efforts of the central government, experts and civil society, each county and city will also establish tree planting maps to gradually achieve the goal year by year. I am very happy to hear that President Wang Linglin took the lead in responding and hoped to plant 1 million trees in batches over 10 years to support the government. The President mentioned that Taiwan is now standing at an important turning point in energy, AI, energy conservation and carbon reduction. In response to the "Paris Agreement" and the implementation of the 2050 net-zero transformation, the government has completed Taiwan's overall carbon reduction action plan and proposed a target of reducing carbon emissions by 38% plus or minus 2 in 2035 compared to 2005. At the same time, with the formal launch of the carbon fee system, Taiwan has officially entered a new era of "carbon emissions have a price."
The President pointed out that in the net-zero era, carbon management capabilities are not only part of a company's ability to fulfill its environmental responsibilities, but also an important competitiveness that determines whether a company can obtain international orders and attract global capital. Today's forum specifically focuses on three core topics: "Carbon Rights and Carbon Fees", "AI and Energy Resilience", and "Sustainable Finance and ESG Governance", which accurately meet the most urgent needs of Taiwan's industrial transformation.
The President also thanked all those present for participating in this forum and sharing their valuable opinions and experiences. In the face of public concerns about carbon charges and energy issues, the government has three firm attitudes: First, continue to promote digital and green "dual-axis transformation" to strengthen energy resilience. Taiwan is a global semiconductor and AI center. In order to ensure sufficient green energy for the development of AI technology, the government will continue to promote energy transformation, develop diversified green energy and energy storage systems, and create a win-win situation for industrial development and environmental sustainability through digital technology and smart energy conservation.
Second, use the carbon fee system as an incentive for carbon reduction to assist industrial development. Three years after the Climate Change Response Act was enacted, Taiwan’s carbon fee system has conducted the first phase of declaration and payment in May this year. The government's promotion of carbon fees is not to increase the burden on enterprises, but to guide enterprises to reduce carbon emissions independently and help enterprises improve their competitiveness. As long as companies propose independent carbon reduction plans and implement carbon reduction, the government will provide preferential rates. At the same time, all carbon fee revenue will be included in the "Greenhouse Gas Management Fund", and the funds will be earmarked to subsidize industrial green transformation, technological innovation and other work, and together help everyone turn the pressure of carbon reduction into a driving force for industrial upgrading.
Third, continue to inject funds to encourage innovation and transformation of enterprises. In order to reduce the burden on enterprises in carbon reduction and innovative technologies, the government has set up another 10 billion yuan green growth fund to guide private capital to jointly invest in key areas such as energy storage, energy conservation, and low-carbon technology, hoping to further drive industrial innovation and create more green jobs. At the same time, it will actively promote Green Finance 3.0, hoping that through the power of investment and financing from financial institutions, it will drive various industries to connect supply chains and guide more companies to invest in transformation.
The President further noted that the government is also paying attention to the needs of MSMEs. After he took office, the Executive Yuan made a special effort to promote the diversified revitalization and development plan of small, medium and micro enterprises, allocating more than 10 billion yuan in funding each year and currently providing consulting services to 350,000 enterprises. On the second anniversary of taking office on May 20 this year, he also explained to the people across the country that the government would establish an eight-year, 100 billion yuan "Small, Medium and Micro Enterprises Upgrading and Transformation Development Fund" with an average annual investment of 12.5 billion yuan. In addition to the existing related funds of more than 10 billion yuan per year, about 25 billion yuan will be invested every year in the future to assist small, medium and micro enterprises to promote digital and net-zero transformation and further enhance their competitiveness. Now the government is also drafting the "Regulations on the Transformation, Upgrading and Development of Small, Medium and Micro Enterprises", hoping to comprehensively assist small, medium and micro enterprises in carrying out a dual-axis digital and net-zero transformation, so that no company can go it alone and no one can be left alone on the road to transformation.
The president said that the net-zero transformation is a sustainable movement across the ages. When the global supply chain is accelerating to net-zero, Taiwan needs to plan ahead so that carbon reduction is not only a challenge that companies must face, but also an opportunity for industrial upgrading and innovative development, so as to continue to enhance Taiwan's international competitiveness. 賴清德總統今(18)日上午出席「2026台灣永續碳權ESG論壇」時表示,淨零轉型是一場跨時代的永續運動,政府將秉持三個堅定態度:持續推動數位與綠色「雙軸轉型」,強化能源韌性;將碳費制度作為減碳的誘因,協助產業發展;持續挹注資金鼓勵企業創新轉型,期盼在全球供應鏈加速淨零之際,協助臺灣產業升級、創新發展,持續提升臺灣的國際競爭力,一起打造更具韌性、更永續、更繁榮的臺灣。 總統致詞時,首先感謝《ETtoday新聞雲》的邀請,去年他參加「2025斥詐風雲論壇」,今天則參加「2026台灣永續碳權ESG論壇」,充分感受《ETtoday新聞雲》持續發揮號召力,匯聚產官學研的力量,協助政府共同面對臺灣的重大議題和挑戰。 總統指出,我們都非常清楚,氣候變遷問題日益嚴重,臺灣平均氣溫逐年升高,熱島效應也愈加明顯。因此,他在總統府成立「氣候變遷對策委員會」,特別提出一項重要的國家政策,希望在全臺各縣市種植都市林,改善熱島效應。 總統說,未來政府也將另立一部新的法律,讓中央與地方合作、公部門與民間團體攜手完成目標。在中央、專家及民間團體共同努力下,各縣市也將建立植樹地圖,逐年、逐步達成目標。很高興聽到王令麟總裁率先響應,希望用10年的時間,分批種下 100 萬棵樹來支持政府,感謝王總裁及東森集團的大力支持。 總統提到,現在的臺灣正站在能源、AI 與節能減碳的重要轉折點。為了響應「巴黎協定」及落實2050淨零轉型,政府已經完成臺灣總體減碳行動計畫,提出了2035年相較於2005年減量38%加減2的目標;同時隨著碳費制度正式上路,臺灣也已經正式進入「排碳有價」的新時代。 總統指出,在淨零時代,碳管理能力不只是企業履行環境責任的一環,更是決定企業是否能取得國際訂單、吸引全球資本的重要競爭力。今天的論壇特別以「碳權與碳費」、「AI與能源韌性」、「永續金融與ESG治理」作為三大核心議題,精準扣合臺灣產業轉型最迫切的需求。 總統並感謝在場先進一起參與這場論壇,分享寶貴的意見和經驗。面對大家對碳費和能源議題的關切,政府有三個堅定態度:第一,持續推動數位與綠色「雙軸轉型」,強化能源韌性。臺灣是全球半導體和AI重鎮,為了確保發展AI科技時有充分的綠色能源,政府會持續推動能源轉型,發展多元綠能與儲能系統,並透過數位科技與智慧節能,創造產業發展與環境永續的雙贏。 第二,將碳費制度作為減碳的誘因,協助產業發展。在《氣候變遷因應法》上路滿3年後,今年5月臺灣碳費制度已經進行首期申報與繳納。政府推動碳費不是為了增加企業負擔,而是要引導企業自主減碳,協助企業提升競爭力。只要企業提出自主減量計畫並落實減碳,政府就會提供優惠費率。同時碳費收入將全數納入「溫室氣體管理基金」,專款專用於補助產業綠色轉型、技術創新等工作,一起幫助大家把減碳壓力轉化為產業升級的動力。 第三,持續挹注資金,鼓勵企業創新轉型。為了減輕企業在減碳與創新技術上的負擔,政府特別成立另一個百億元的綠色成長基金,引導民間資金共同挹注,聚焦投資儲能、節能、低碳科技等重點領域,希望進一步帶動產業創新,也創造更多綠色就業機會;同時更積極推動綠色金融3.0,希望透過金融機構投、融資的力量,帶動各產業來串聯供應鏈,引導更多企業投入轉型。 總統進一步指出,政府也關注中小微企業的需要。他上任後,行政院特別推動中小微企業多元振興發展計畫,每年編列超過100億元經費,目前已經提供35萬家企業諮詢輔導。今年 5 月 20 日就任兩週年時,他也向全國民眾說明政府將成立為期 8 年、規模 1,000 億元的「中小微企業升級轉型發展基金」,平均每年投入 125 億元,再加上既有每年超過 100 億元的相關經費,未來每年將投入約 250 億元,協助中小微企業推動數位及淨零轉型,進一步提升競爭力。現在政府也正研擬「中小微企業轉型升級發展條例」草案,希望全面協助中小微企業進行數位、淨零的雙軸轉型,不讓企業單打獨鬥,也不讓任何人在轉型路上落單。 總統表示,淨零轉型是一場跨時代的永續運動,當全球供應鏈都在加速淨零,臺灣更需要超前部署,讓減碳不只是企業必須面對的挑戰,更要成為產業升級、創新發展的契機,才能持續提升臺灣的國際競爭力。最後,再次代表政府感謝《ETtoday新聞雲》及東森集團舉辦今天的論壇,並祝福活動圓滿成功,期待與大家攜手努力,一起打造更具韌性、更永續、更繁榮的臺灣。 包括總統府秘書長潘孟安、無任所大使暨台灣永續能源研究基金會董事長簡又新、環境部長彭啓明、經濟部長龔明鑫、交通部次長陳彥伯等亦出席是項活動。
