出席台灣人工智慧年會 副總統盼強化AI自主與國際共創 讓臺灣成為AI創新與價值的共和國
Vice President Hsiao Meiqin attended the opening ceremony of the "2026 Taiwan Artificial Intelligence Annual Conference" this morning (18th) and said that in the face of the rapid development of AI, Taiwan should strengthen independent AI applications and data governance, and actively participate in international co-creation and global AI governance, taking into account the values of technological innovation, security resilience and people-oriented. We hope to combine Taiwan’s advantages in semiconductors, information security, and democratic practices to make Taiwan not just a chip island and a hardware island, but also a republic of AI innovation and value.
In his speech, the Vice President said that he was very pleased to be invited to attend the opening of the "Taiwan Artificial Intelligence Annual Conference" for the third time. AI has developed very rapidly in recent years, and there have been many new breakthroughs in the application and development of related technologies. I believe that when the "Taiwan Artificial Intelligence School" was founded, it was hard to imagine that artificial intelligence would make such extraordinary progress in just 8 years.
The Vice President pointed out that the theme of this year's annual conference is "AI Autonomy and International Co-Creation." Earlier, Dean Chen Jianren of Academia Sinica and Chairman Liao Junzhi of the Taiwan Artificial Intelligence School Foundation specifically mentioned the need to establish independent AI applications in Taiwan. As AI becomes smarter and its iteration cycle becomes tighter, we need to establish Taiwan’s autonomy in applying AI.
The Vice President said that Taiwan has unique advantages, especially the world's most advanced semiconductor manufacturing energy, which is also an indispensable core engine that drives global AI computing. In addition to playing this role, we hope that Taiwan's true autonomy will not only be based on hardware and computing power, but also need to master data management and cultural values.
The Vice President further stated that the government has recently promoted the "Top Ten New Constructions of AI", whether it is the provision of computing power, data management, talent training, the establishment of an innovation ecosystem, or the development of forward-looking technologies, including quantum computing, silicon photonics technology and smart robots, as well as applications in various industries, etc., are all important and indispensable links for AI autonomy and complement each other.
The Vice President also emphasized the importance of data governance. He said that any model without sufficient data will have operational problems. Therefore, the Executive Yuan specially established a "Sovereign AI and Data Governance Group", led by the Vice President, with the deputy heads of various ministries and commissions serving as "Chief Data Officers" and forming a "Chief Data Officer Alliance". Starting from data that does not involve personal information, the government will actively inventory and release "AI-Ready Data" that is in line with Taiwan's values, providing sufficient corpus for Taiwan's exclusive sovereign AI training. At the same time, relevant laws and regulations will also keep pace with the times, and we hope that in the future, Taiwan will be able to implement comprehensive data management as the basis for the implementation of sovereign AI.
The Vice President pointed out that promoting data governance not only enables the introduction of AI into government operations, but also hopes to provide sufficient data and open structures so that society, private sector and enterprises can have good governance as an important foundation in the process of developing AI in various fields such as technological development, humanities research, administrative processes and medical care.
Talking about "international co-creation", the Vice President said that autonomy and co-creation are not mutually exclusive, and autonomy does not mean closedness. In addition to developing core technologies, Taiwan also needs to participate in the "international open source community" and the formulation of global AI governance standards. In the "International Co-Creation" team, global AI cannot operate without Taiwanese chips; therefore, we cannot only act as chip providers, but also become core starters in governance and international co-creation. In addition to chips, the experience accumulated in information security protection, resilient system design, applications in various industries, and Taiwan's democratic practice can all make irreplaceable contributions through the spirit of combining software and hardware, so that the world not only sees Taiwan, but also needs and relies on Taiwan.
The Vice President said that although AI brings great convenience, it also needs to face the risks and challenges it brings. If a country does not have the ability to prevent misinformation generated by AI, deep fake technology, cognitive operations, or cyber attacks on infrastructure, no matter how advanced technology is, it may become a double-sided sword that erodes social trust and democratic institutions. Therefore, President Lai particularly emphasized the "defense resilience of the whole society", which includes the resilience of information communications and infrastructure. The "Artificial Intelligence Basic Law" implemented by the government this year is a dual engine that takes into account innovation and security, and exports trustworthy AI systems that protect human rights and are human-centered to the world, making Taiwan's legal governance and information security defense the strongest foundation for global trust.
The vice president went on to say that while strengthening technology, governance and defense resilience, the government is also very concerned about the balanced development of various industries. Taiwan's science and technology has advanced by leaps and bounds, and it is hoped that the results of development can be shared with other fields. On the agenda of today's annual meeting, "Enterprise Application and Governance" and "Humanistic Application and Reflection" sessions are also planned to discuss various social ethics and impacts. It is hoped that technology and humanistic care will complement each other so that the rapidly developing AI technology will not lose its "people-oriented" direction.
Finally, the Vice President once again thanked the Taiwan Artificial Intelligence School, participating experts, scholars, and private partners. He also pointed out that Taiwan is not only a chip island and a hardware island, but also a republic of AI innovation and value. He hopes that today's agenda will inspire more possibilities for future dialogue and cooperation. He also wishes the conference a complete success and hopes that the experts present will continue to lead Taiwan with AI and make Taiwan greater together.

蕭美琴副總統今(18)日上午出席「2026台灣人工智慧年會」開幕式時表示,面對AI快速發展,臺灣應強化AI自主應用及資料治理,並積極參與國際共創及全球AI治理,兼顧科技創新、安全韌性與以人為本的價值。期盼結合臺灣半導體、資安防護及民主實務等優勢,讓臺灣不只是晶片島、硬體島,更成為AI創新與價值的共和國。 副總統致詞時表示,很高興第三度受邀參加「台灣人工智慧年會」開幕。近年來AI發展十分快速,相關技術的應用與發展,已有許多新突破。相信當初在創辦「台灣人工智慧學校」時,很難想像短短8年內,人工智慧會有如此不簡單的進展。 副總統指出,今年年會的主題是「AI自主與國際共創」,稍早中央研究院陳建仁院長以及台灣人工智慧學校基金會廖俊智董事長都特別提到建立臺灣AI自主應用的必要性。當AI越來越聰明、迭代週期更為緊密,我們更需要確立臺灣應用AI的自主性。 副總統表示,臺灣擁有得天獨厚的優勢,尤其掌握全球最先進的半導體製造能量,同時也是驅動全球AI運算不可或缺的核心引擎。除了扮演這個角色外,期盼臺灣真正的自主不只是建立在硬體及算力上,也需要掌握資料治理與文化價值。 副總統進一步表示,政府近期推動「AI新十大建設」,不論是算力的提供、資料治理、人才培養、創新生態系的建置,到前瞻技術的開發,包括量子運算、矽光子技術及智慧機器人,以及百工百業的應用等,都是AI自主缺一不可、彼此相輔相成的重要環節。 副總統並強調資料治理的重要性。他表示,任何模型如果沒有充分的資料,在運作上都會發生問題。因此,行政院特別成立「主權AI及資料治理小組」,由副院長領軍,各部會副首長擔任「資料長」,並組成「資料長聯盟」。政府將從無涉個資的資料著手,積極盤點並釋出符合臺灣價值的「AI整備資料(AI-Ready Data)」,為專屬臺灣的主權AI訓練提供充足語料。同時,相關法規配套也將與時俱進,期盼未來臺灣在主權AI的執行上,能夠以完善的資料治理作為基礎。 副總統指出,推動資料治理,除了讓政府運作能夠導入AI,也希望提供充裕的資料及開放架構,讓社會、民間及企業在科技發展、人文研究、行政流程及醫療等各領域發展AI的過程中,都有良好的治理作為重要基礎。 談及「國際共創」,副總統表示,自主與共創並不相互排斥,自主也不代表封閉。臺灣除了發展核心技術,也需要參與「國際開源社群」及全球AI治理標準的制定。在「國際共創」這支球隊裡,沒有臺灣的晶片,全球AI就無法運作;因此,我們不能只扮演晶片的提供者,更要成為治理以及國際共創的核心先發球員。除了晶片,在資安防護、韌性系統的設計、百工百業各領域的應用,以及臺灣民主實務上累積的經驗,都可以透過軟硬體結合的精神做出無可取代的貢獻,讓世界不只看到臺灣,更需要及依賴臺灣。 副總統說,AI雖然有極大便利性,但也需要面對它帶來的風險及挑戰。若一個國家沒有能力防範AI大量生成的錯假訊息、深偽技術、認知作戰,或針對基礎設施的網路攻擊,再進步的科技都可能成為侵蝕社會信任及民主體制的雙面刃。因此,賴總統特別強調「全社會防衛韌性」,其中包括資通訊及基礎建設韌性。政府今年施行的《人工智慧基本法》,就是兼顧創新與安全的雙引擎,並向全球輸出保障人權、以人為本的可信賴AI系統,讓臺灣的法制治理與資安防禦成為全球信賴最強的基礎。 副總統接著說,在強化技術、治理及防禦韌性的同時,政府也非常關心百工百業的均衡發展,臺灣科技突飛猛進,希望發展成果能與其他領域共享。今天年會議程中,也規劃「企業應用與治理」以及「人文應用與反思」分場,針對各種社會倫理及衝擊進行討論,希望技術與人文關懷相輔相成,讓快速發展的AI科技不會迷失「以人為本」的方向。 最後,副總統再次感謝台灣人工智慧學校、與會專家學者及民間夥伴。並指出,臺灣不只是晶片島、硬體島,更是AI創新與價值的共和國,期待今日議程激發更多未來對話與合作的可能性,也祝福大會圓滿成功,並期盼在場專家持續以AI帶領臺灣,讓臺灣一起更偉大。 包括國家安全會議諮詢委員李育杰、數位發展部次長侯宜秀、楊佳玲、無任所大使陳正然、中華民國對外貿易發展協會董事長黃志芳、台灣人工智慧學校基金會董事長廖俊智等均出席是項活動,中央研究院院長陳建仁亦以錄影方式與會。
