Official SPARK Road Opening at Retreat Drive, St. Andrew
Prime Minister, thank you. We are on Retreat Drive which is one of five roads currently under construction in the constituency of East Rural Saint Andrew run by Mrs. Hoess. These two roads in this area are complete. We'll be visiting the other one shortly. It's a demonstration of the quality of what Spark represents and the persons in the community have expressed their satisfaction of the help that this road has brought to their community. This road is 1 kilometers long. The budget was over $60 million and it symbolizes the difference that sparking is making not just in this constituency but in other constituencies. It has proper drains. We did proper curb walls. The soil was tested to ensure that the aspart that was placed on top of it was the right quality and the right depth. And we're very happy with the the the work that was done by the contractor and also the residents who participated in the construction and the engineers who designed and approved um this road so that we can open it today. >> I must say I do appreciate in a very significant way the quality of roads executed under the spark program where we are now at retreat drive. You can look at the road and see the steepness of it. The road was very much like many others that was riddled with heavy potholes or had deteriorated significantly. Now it is a beautifully done road. The addition of walkways particularly addition of retaining walls and the drainage system has made for a far better road. I can see this road lasting us for many, many, many more years to come. And the residents have all expressed deep thanks and absolute gratitude for how this road was constructed from where it is coming from to where it is today and the fact that it is a sustainable road. They are very very appreciative. The government has a multi-layered approach to repairing and constructing roads in Jamaica. The first layer is the construction of entirely new highways. Today we renamed a portion of an entirely reconstructed roadway which is now a highway. It is now the Paul Bogle highway officially named and that program is going quite well. You would have seen the extension of the Mapen to Williamsfield highway. Work has already begun on extending the north south highway. We will also now do the spur tree bypass in addition to several other highways across Jamaica. That program I think all Jamaicans would be satisfied with. The quality of those roads constructed have uh lasted through hurricanes and storms and unfavorable weather. They guarantee Jamaica a certain level of connectivity, a certain level of resilience and they contribute to our improved productivity. The layer below that is the spark program and the spark program is designed to rehabilitate and reconstruct community roads. We are in a community here in the constituency of uh east rural St. Andrew in Bulbay and uh this is a typical community road. Now, we can't do all the roads in a particular community all at once. And so, we went through a process of consulting with the community as to which roads we could do. This road, retreat avenue, is one road that was selected. And we are not patching the road. We are not doing a resurface of the road. What we are doing is an entire reconstruction of the road which from time to time would include the laying of new pipelines and if the opportunity so provides we will be doing sewage and provision for fiber optics and other signaling and sensors on the road. So what we're doing with the spark program is to renew, rebuild, reconstruct community roads to the highest standard. An element of the spark program is the national road. So these may not be classified as highways, but they are important corridors. There are 37 such corridors which have been approved and are now going through the process for total reconstruction. Overall, there are about 340 roads under the spark program that are in varying stages of construction and completion. Of the 340, 110 have been completed. And so the government is doing a pretty decent job. But even as we celebrate the work that is done, we are the first to acknowledge that it is not enough. And as I stand at the intersection of Retreat Drive, looking at this lovely road, I am now faced with Garcia Drive, which needs to be rehabilitated. And that is just the nature of the challenge we have. Jamaica has probably one of the highest road density per square kilometer in the world. And that means we will have to have a very large budget to maintain those roads. It can't be and will not be done all at once. But what you can take heart in is that the government is being very systematic in how it approaches the reconstruction of your roadways. So I have great confidence that the road that passes your home will be improved. It might not happen now, but we are working as best as we can so that it will happen in the near future.
