My first speech as President of the Republic comes at one of the most painful and challenging moments for our Nation.
Today I spoke to Colombia with a heavy heart for those who lost their lives, for their families, for our wounded, for those who continue to search for their loved ones and for the thousands of families who lost everything.
But I also spoke to the country with hope and, above all, with decisions.
From the first moment I have been at the forefront of this emergency, touring the affected territories, directing the Unified Command Posts and working alongside governors, mayors, our Public Force, relief agencies, rescuers and volunteers. Colombia is not governed from a distance.
First it was saving lives. Now begins the enormous challenge of raising our country again.
I have decided to decree the State of Economic Emergency, create the Miracle Fund and launch the Miracle Reconstruction Plan, to serve those who lost everything and recover homes and infrastructure. Affected families will have rental subsidies, relief in public services and new housing and improvement solutions.
This reconstruction will not be solely a task of the Government. I call on businessmen, builders, financial entities, insurance companies, governors, mayors and every Colombian to lend a shoulder. We must all contribute, because we will rebuild the Homeland together.
My gratitude to the First Lady, Ana Lucía Pineda, for her tireless work leading “Colombia, a single heart”; to our rescuers, soldiers, police, firefighters, doctors, nurses and volunteers; and to the brother countries that have come to our aid.
Difficult days will come and the reconstruction will be enormous, but this test will not be too big for us.
The earth shook, but Colombia did not break. The Homeland is in mourning, but it is also standing, working and roaring.
I will continue at the front, 24 hours a day, until Colombia rises again.

Mi primera alocución como Presidente de la República llega en uno de los momentos más dolorosos y desafiantes para nuestra Nación. Hoy le hablé a Colombia con el corazón apretado por quienes perdieron la vida, por sus familias, por nuestros heridos, por quienes siguen buscando a sus seres queridos y por las miles de familias que lo perdieron todo. Pero también le hablé al país con esperanza y, sobre todo, con decisiones. Desde el primer momento he estado al frente de esta emergencia, recorriendo los territorios afectados, dirigiendo los Puestos de Mando Unificado y trabajando junto a gobernadores, alcaldes, nuestra Fuerza Pública, organismos de socorro, rescatistas y voluntarios. Colombia no se gobierna a la distancia. Primero fue salvar vidas. Ahora comienza el enorme desafío de levantar nuevamente nuestra Patria. He decidido decretar el Estado de Emergencia Económica, crear el Fondo Milagro y poner en marcha el Plan Milagro de Reconstrucción, para atender a quienes lo perdieron todo y recuperar viviendas e infraestructura. Las familias afectadas tendrán subsidios de arrendamiento, alivios en servicios públicos y soluciones de vivienda nueva y mejoramiento. Esta reconstrucción no será únicamente una tarea del Gobierno. Convoco a empresarios, constructores, entidades financieras, aseguradoras, gobernadores, alcaldes y a cada colombiano a poner el hombro. Todos debemos poner, porque la Patria la reconstruimos entre todos. Mi gratitud a la Primera Dama, Ana Lucía Pineda, por su incansable trabajo al frente de “Colombia, un solo corazón”; a nuestros rescatistas, soldados, policías, bomberos, médicos, enfermeras y voluntarios; y a los países hermanos que han acudido en nuestra ayuda. Vendrán días difíciles y la reconstrucción será enorme, pero esta prueba no nos quedará grande. La tierra tembló, pero Colombia no se quebró. La Patria está de luto, pero también está de pie, trabajando y rugiendo.
