Consejo Nacional de Logística avanza en proyectos clave para mejorar la competitividad del país
The head of state instructed the team to prioritize logistical issues that directly affect transportation costs, with the aim of generating more competitive conditions for production and accompanying the growth of the economy. In this context, he proposed advancing both in infrastructure and in the legal and institutional aspects necessary to accelerate the projects.
The session also allowed us to review the progress of initiatives linked to rail freight transportation, including the existing interest in its possible development, and the progress of the Bioceanic Road Corridor, as part of a strategy that seeks to expand Paraguay's connection alternatives and improve its access to markets.
One of the main axes of work was the Paraguay–Paraná Waterway, where it was proposed to move towards a multi-year Plan that allows the necessary interventions to be organized with a vision that transcends the institutions and the different management periods.
The approach contemplates establishing reference and service levels to determine the needs of the navigable waterway, define the required works and, based on them, dimension their costs. The construction of the plan also foresees an articulation between the public and private sectors, taking into account the strategic nature of the Waterway for Paraguayan foreign trade.
President Peña requested to analyze the required legal and institutional framework and advance the corresponding efforts.
New alternatives for cargo transportation
In railway matters, the Council analyzed the progress related to a possible freight transport system and the existing interest in its development. The initiative is studied as an alternative to diversify the logistics matrix and complement the road and river systems.
The Bioceanic Road Corridor was also monitored, an infrastructure that expands the possibilities of regional connection in Paraguay and opens new alternatives for the exit of production to international markets.
Lower costs for a more competitive economy
The President highlighted that improving the country's connectivity has a direct impact on freight costs and the competitiveness of Paraguayan production. The priority is to advance in a coordinated manner on the main components of the logistics chain, addressing both current needs and the projected growth of the economy.
The fifth session of the CNL thus defined specific lines of work to organize investments, strengthen the management of the Waterway and advance new alternatives for transportation and regional connection, articulating the State and the private sector to consolidate more efficient logistics at the service of the production and development of Paraguay.

La construcción del plan prevé además una articulación entre el sector público y privado, atendiendo al carácter estratégico de la Hidrovía para el comercio exterior paraguayo. La prioridad es avanzar de manera coordinada sobre los principales componentes de la cadena logística, atendiendo tanto las necesidades actuales como el crecimiento proyectado de la economía. La quinta sesión del CNL dejó así definidas líneas concretas de trabajo paraordenar inversiones, fortalecer la gestión de la Hidrovía y avanzar en nuevas alternativas de transporte y conexión regional, articulando al Estado y al sector privado para consolidar una logística más eficiente al servicio de la producción y el desarrollo del Paraguay.
