Mivhed inicia construcción del Centro de Corrección y Rehabilitación Neiba
Neiba, Bahoruco. –The Minister of Housing, Habitat and Buildings, Víctor “Ito” Bisonó, started the construction of the Neiba Correction and Rehabilitation Center (CCR), the ninth of the ten new centers to be started during 2026 as announced by President Luis Abinader as part of the process of transformation and modernization of the country's prison infrastructure.
With the start of this project, the Ministry of Housing, Habitat and Buildings (Mivhed) is just one start of work away from completing the goal established for this year.
To date, Mivhedha has formally begun the construction of nine prison facilities: CCR Neiba, CCR Azua, CCR El Seibo, CCR Hato Mayor, CCR Santiago Rodríguez, CCR Cotuí, in Sánchez Ramírez; CCR Bonao, in Monseñor Nouel; CCR Matanzas–Las Tablas, in Baní, Peravia province, and CCR Barahona, in the community of La Bombita.
In this sense, Minister ItoBisonó explained that, with Neiba, the Government continues to advance in its commitment to transform the penitentiary infrastructure through centers designed to guarantee decent conditions and make possible a true process of correction, training and social reintegration.
"Today we are starting the ninth of the ten centers that President Luis Abinader announced for this year. We have Pedernales left and, with that start, we will be completing this route that we assumed as a Government to continue leaving behind infrastructures that no longer respond to the penitentiary model that the country needs," said Bisonó.
The official highlighted that this transformation seeks to move towards a system in which the deprivation of liberty takes place under appropriate conditions and where people can have tools that favor their reintegration into society.
"A correctional center cannot simply be a place to keep people deprived of liberty. It has to offer the conditions so that whoever fulfills their responsibility before justice also has the opportunity to train, rehabilitate and return to society with tools to build a different life. This also contributes to the security of everyone," he said.
For her part, the governor of the Bahoruco province, María Esther Díaz Medina, said that this is a long-awaited work in that district and highlighted the dignity it represents for the families of the place, who will no longer have to travel long distances to visit their relatives deprived of liberty.
“This first bite does not only symbolize a physical work, it is the Government's commitment to strengthening the Penitentiary System, dignifying the conditions of people deprived of liberty and creating adequate spaces that contribute to a true policy of social reintegration,” said the governor.
The Neiba Correction and Rehabilitation Center (CCR) will be built on a plot of land with nearly 63,000 square meters of total land area and will have 14,074.67 m² of construction. The work represents an investment of more than RD 335 million and will house a total of 400 inmates.
The project will integrate spaces dedicated to socio-educational treatment and social reintegration, including operational and living areas: ECO 1 Building, administrative area, dining rooms, conjugal cells, library, medium security accommodation cells (A) and VTP accommodation.
For the training and development of inmates, the center will have classrooms, a farm, an agricultural area and workshops for technical learning.
Likewise, it will have two sports fields, kennels, a security checkpoint, eight surveillance towers and a general service area. The facility will have 97 parking spaces, which include general parking spaces.
With this new center, the Government reaffirms its commitment to providing decent conditions and spaces suitable for the social regeneration of the prison population.
Minister Bisonó was accompanied in the activity by the governor of the Bahoruco province, María Esther Díaz Medina; Senator Andrés Guillermo Lama Pérez; the mayor of the municipality of Neiba, Yadel Antonio Suberví Santana, and other personalities of this district.

Nos queda Pedernales y, con ese inicio, estaremos completando esta ruta que asumimos como Gobierno para seguir dejando atrás infraestructuras que ya no responden al modelo penitenciario que necesita el país”,expresó Bisonó. El funcionario destacó que esta transformación procura avanzar hacia un sistema en el que la privación de libertad se desarrolle encondiciones adecuadasy donde las personas puedan contar conherramientas que favorezcan su reinsercióna la sociedad. “Un centro de corrección no puede ser simplemente un lugar para mantener personas privadas de libertad. Tiene que ofrecer las condiciones para que quien cumpla su responsabilidad ante la justicia tenga también la oportunidad de formarse, rehabilitarse y regresar a la sociedad con herramientas para construir una vida diferente. Eso también contribuye a la seguridad de todos”,manifestó. De su lado, la gobernadora de la provincia Bahoruco,María Esther Díaz Medina, dijo que se trata de una obra muy esperada por esa demarcación y resaltó la dignidad que representa para las familias del lugar, quienes ya no tendrán que desplazarse a largas distancias para visitar a sus parientes privados de libertad. “Este primer picazo no simboliza únicamente una obra física, es el compromiso del Gobierno con el fortalecimiento del Sistema Penitenciario, la dignificación de las condiciones de las personas privadas de libertad y la creación de espacios adecuados que contribuyan a una verdadera política de reinserción social”,señaló la gobernadora. El Centro de Corrección y Rehabilitación (CCR) Neiba se levantará sobre un terreno de cerca de63,000 metros cuadradosde área total de solar y dispondrá de 14,074.67 m² de construcción. La obra representa una inversión de más deRD 335 millonesy albergará a un total de400 internos. El proyecto integrará espacios dedicados altratamiento socioeducativo y la reinserción social, entre ellos áreas operativas y de estancia: Edificio ECO 1, área administrativa, comedores, celdas conyugales, biblioteca, celdas de alojamiento de seguridad media (A) y alojamiento VTP. Para lacapacitación y desarrollode los internos, el centro dispondrá de aulas, granja, área agrícola y talleres para el aprendizaje técnico. Asimismo, contará con dos canchas deportivas, caniles, garita de seguridad, ocho torres de vigilancia y un área general de servicios. El recinto dispondrá de 97 plazas de estacionamiento, que incluyen parqueos generales. Con este nuevo centro, el Gobierno reafirma su compromiso de brindarcondiciones dignas y espacios aptospara la regeneración social de la población penitenciaria.
