At the 221st session of the Diet, which closed last month, a protocol created by the United Nations specialized agencies, the Universal Postal Union (UPU) and the International Civil Aviation Organization (ICAO), was submitted and approved for conclusion.
The main purpose of these protocols is to modernize rules and improve governance in line with changing times. The UPU, which is responsible for creating rules for international mail, is an international organization with a long history founded in 1874, and Japan became a member in 1877.
Approximately 150 years later, Masahiko Metoki, who was elected as the first International Secretary-General in Asia and Oceania, is now the head of the organization. Furthermore, ICAO, which supports safe and sustainable international civil aviation, is an international organization established in 1947, and Japan became a member in 1953.
Since then, after more than 70 years of progress, Toshiyuki Onuma, who has been elected as the first Chairman of the Board of Directors in Asia and Oceania, has assumed the top position from this year. I am very happy that Japanese people play a central role as heads of two of the 15 United Nations specialized agencies that are responsible for forming various rules for the international community. Including the conclusion of this protocol, we will further strongly support their leadership as they play an active role on the world stage.

先月に閉会した第221回国会では、国連専門機関である万国郵便連合（ＵＰＵ）と国際民間航空機関（ＩＣＡＯ）で作成された議定書を提出し、締結の承認をいただきました。 これらの議定書は、時代の変化に合わせて、ルールの現代化やガバナンスの向上を主な目的としたものです。 国際郵便のルール作りを担うＵＰＵは、1874年に創設された長い歴史を誇る国際機関で、日本は1877年に加盟しました。 それから約150年の時を経て、現在はアジア大洋州初の国際事務局長として選出された目時政彦氏がトップを務めています。 また、安全で持続可能な国際民間航空を支えるＩＣＡＯは、1947年に設立された国際機関で、日本は1953年に加盟しました。 その後、70年以上に亘る歩みを経て、本年からはアジア大洋州初の理事会議長に選出された大沼俊之氏がトップを務めています。 国際社会の様々なルール形成を担う15の国連専門機関のうち、2つの機関において日本人が長として中核的な役割を果たしていることを、大変嬉しく思っています。 今回の議定書の締結を含め、世界を舞台に活躍する彼らのリーダーシップを、更に力強く後押ししてまいります。
