In May of this year, the 48th Antarctic Treaty Consultative Conference (ATCM48) was held in Hiroshima City.
The conference, which was held in Japan for the first time in 32 years since 1994, was attended by more than 400 people from 44 countries and related organizations.
The Antarctic Treaty is an example of a successful legal framework for international cooperation to address global challenges.
At the Consultative Conference in Hiroshima, discussions were held on topics such as further promotion of international cooperation that contributes to predicting global environmental changes, the development of a framework to minimize the impact of Antarctic tourism on the environment, and the importance of ensuring transparency in Antarctic activities.
Japan also called on all countries to quickly conclude the Annex to the Protocol to the Antarctic Treaty, which is designed to respond to environmental emergencies.
Japan itself submitted the annex to the Diet, which closed last month, and the agreement was approved.
These are examples of Japan demonstrating leadership in the field of rule-making in the international community.
The Antarctic Treaty has a deep affinity with Hiroshima, which has continued to send messages of peace.
From Hiroshima, we were able to demonstrate to the world our determination to advance international cooperation for the peaceful use of the Antarctic region, scientific research activities, and environmental protection.
Japan will actively promote these efforts.

本年5月、「第48回南極条約協議国会議（ATCM48）」が広島市において開催されました。 日本での開催が1994年以来32年ぶりとなるこの会議には、44か国及び関連団体から400名以上が参加しました。 『南極条約』は、地球規模課題に取り組む国際協調の法的枠組みの成功例です。 広島での協議国会議では、地球環境変化の予測に資する国際協力の更なる促進や、南極観光が環境に与える影響を最小限にするための枠組みの策定、南極活動の透明性の確保の重要性などについて、議論が行われました。 また、環境上の緊急事態に対応するための南極条約議定書の附属書について、日本は、各国に対して早期締結を呼びかけました。 日本自身、先月に閉会した国会で同附属書を提出し、締結を承認いただきました。 これらは、国際社会におけるルール形成の分野で日本がリーダーシップを発揮した例の一つです。 『南極条約』は、平和のメッセージを発信し続けてきた広島と深い親和性があります。 南極地域の平和利用や科学的調査活動と環境保護のための国際協力を進めていく決意を、広島から世界に示すことができました。 日本は、こうした取組を積極的に推進してまいります。
