To guarantee an inclusive return to school, the President of the Republic insisted on the need to preserve social peace throughout the national territory.

“Particular attention must therefore be paid to the preservation of social peace, through permanent dialogue with teachers, respect for the commitments made by the government and the consolidation of the achievements of free education, with a view to ensuring an effective and regular resumption of teaching from the first day,” he declared.

Preparing for this return to school must, according to the President of the Republic, take into account educational, social, financial, health, security and mobility issues. Particular attention should be paid to children in North Kivu and South Kivu affected by conflict and occupation, particularly those displaced or deprived of regular access to school.

To this end, Félix Tshisekedi tasked the Prime Minister, Judith Suminwa Tuluka, with coordinating a special government system intended to prepare and support the 2026-2027 school year. This mechanism must in particular guarantee, with the support of partners, the continuity of learning as well as the care of children displaced or living in areas where access to education remains disrupted.

He also instructed the Minister of State, Minister of National Education and New Citizenship, to intensify dialogue with social partners, to take stock of the execution of the government's commitments and to take all necessary measures to ensure an effective, peaceful return to school without disruption of teaching.

On the financial side, the Deputy Prime Minister in charge of the Budget and the Minister of Finance were responsible for securing the financial commitments of the government in the education sector and ensuring their diligent execution. This measure aims in particular to prevent any tension likely to affect the start of the school year.

On the health front, the Minister of National Education and New Citizenship as well as the Minister of Public Health, Hygiene and Social Welfare, in collaboration with the provincial authorities, will have to strengthen prevention and health surveillance in schools. Emphasis will be placed in particular on hygiene, sanitation and alert mechanisms, particularly in provinces exposed to epidemiological risks.

Furthermore, the Deputy Prime Minister of the Interior, the Deputy Prime Minister of Transport as well as the competent provincial authorities, particularly those of the city of Kinshasa, have been instructed to develop a special road traffic and back-to-school security plan. This will have to target the main roads, peak hours as well as the surroundings of educational establishments.

For the President of the Republic, the success of the 2026-2027 school year will be measured by the government's ability to anticipate difficulties, implement the necessary corrective actions, ensure the continuity of teaching and preserve social peace.

“No Congolese child should be left behind on the way to school,” insisted Félix Tshisekedi.

Set for September 1, 2026, the 2026-2027 school year appears to be a national issue requiring the coordinated mobilization of different sectors of government, in order to guarantee all Congolese children, wherever they are, effective, regular and secure access to education.
