Presidente Abinader inicia cambios en el tren gubernamental: designa a general Juan Manuel Méndez en Intrant
Santo Domingo.–President Luis Abinader began a new stage of changes in the government train with the appointment of new heads in the National Institute of Transit and Land Transportation (Intrant), the Emergency Operations Center (COE) and the Civil Defense, as part of a process of reorganization of different areas of the Public Administration.
By decree, the president appointed retired Major General Juan Manuel Méndez García as the new executive director of Intrant, replacing Milton Morrison, who submitted his resignation. Méndez García, who for years was in charge of the Emergency Operations Center, thus becomes one of the institutions responsible for the regulation, planning and management of traffic and land transportation in the country.
As part of the movements, Erdwin Robert Olivares Luciano was appointed director of the Emergency Operations Center (COE). Olivares Luciano served as Deputy Director of Operations of that institution since February 2010, so he comes to the management with extensive experience within the organization in charge of coordinating the national response to emergency situations and disasters.
The decree also provides for the appointment of Carlos Manuel Paulino Cárdenas as executive director of the Civil Defense, after the resignation of Juan Cesario Salas Rosario. The latter was appointed by the Executive Branch as an honorary advisor on Civil Defense matters, which is why he remains linked to policies and strategies related to the protection and assistance of the population.
The movements mark the beginning of a day of changes in different institutions of the Government led by President Abinader. The next appointments and substitutions will continue during the afternoon of this Sunday, August 16 and Monday the 17th, as part of the adjustments made by the Executive Branch in different areas of the Public Administration.

Olivares Luciano se desempeñaba como subdirector de Operaciones de esa institución desde febrero de 2010, por lo que llega a la dirección con unaamplia trayectoria dentro del organismoencargado de coordinar la respuesta nacional ante situaciones de emergencia y desastres. El decreto también dispone la designación deCarlos Manuel Paulino Cárdenascomo directorejecutivo de la Defensa Civil, luego de la renuncia de Juan Cesario Salas Rosario. Este último fue designado por el Poder Ejecutivo comoasesor honoríficoen asuntos de Defensa Civil, por lo que se mantiene vinculado a las políticas y estrategias relacionadas con la protección y asistencia de la población. Los movimientos marcan el inicio de unajornada de cambiosen diferentes instituciones del Gobierno encabezado por el presidente Abinader. Las próximasdesignaciones y sustituciones continuarán durante la tarde de este domingo 16 de agosto y el lunes 17, como parte de losajustesque realiza el Poder Ejecutivo en distintas áreas de laAdministración pública.
