Declaración del señor Presidente de la República, Abelardo De La Espriella, al término del PMU en Quibdó

At the end of his tour of the disaster zone due to the earthquake in Quibdó (Chocó), President Abelardo De La Espriella announced the measures to settle the historical debt with this department.

Thank you dear journalist friends for being present.
We are here again in Quibdó, in less than a week, with Cabinet ministers, with the First Lady (Ana Lucía Pineda), who has been coordinating humanitarian aid, to tell the Governor (of Chocó, Nubia Carolina Córdoba), to the mayors of the different municipalities of the department that they have a National Government committed to this department.
And in the midst of this great tragedy, we have a historic opportunity to pay off the debt that, for so many years, the Colombian State has had with this department, which has been abandoned to its fate.
We are going to make a special plan for Chocó, we are going to move forward together as a society, as a country under the same flag that does not admit ideological and political differences when it comes to solidarity.
So, Madam Governor, honorable mayors, all the commitment of the National Government to move the department forward in the midst of such unfortunate and complex hours, but – as I said before – with the total willingness to implement a special plan that allows us to bring, once and for all, development, progress and future to this department.
In the National Government, Chocó has mourners.
I will be coming very often, I will be very attentive to the works we have to do, to the homes we have to build and repair to help so many victims of this natural disaster. Chocó is not alone, Chocó has a President with Tigre.
And I want to take this opportunity to congratulate the Governor and the mayors for their handling of this tragedy. They have been very diligent, very committed and believe me that when Colombia unites around the same purpose we will all be able to rebuild the Homeland.
Today I also want to announce to the country and the department that I am going to appoint a special manager, Madam Governor, to be the articulator of the needs of the department that depend on the National Government and we will do everything in our power to settle, I insist, that historical debt with a department that deserves a better future, all our affection, all our commitment.
The First Lady has an announcement, because she sent a Polaris cart that was donated to us and as soon as it was donated to her she said: "It's going to Chocó."
Well, my commitment, here we are ratifying the work we are doing and the commitment we have to all the victims, especially here in Chocó.
We have received many donations and we have sent them here through a direct link with the Governor. We received a Polaris car so that she can travel to the different municipalities to verify situations with humanitarian aid.
And we also want to tell all Colombians that our humanitarian aid collection points are still open and, starting tomorrow, 12 trucks full of humanitarian aid that include food, hygiene kits and night kits will also arrive and will arrive directly at the warehouse that the Governor arranged in order to meet the needs of the different municipalities.
So, the invitation is for all Colombians to continue supporting us, donating at the different points we have around the country, because we are doing all the logistical work so that the aid reaches this place as soon as possible.
The First Lady will be and is the godmother of Chocó. Thank you, thank you my love, thank you.
It must be said that, fortunately, in the department of Chocó we no longer have missing persons, we have a tragic balance of 13 dead people. Our solidarity with their families, our hearts and our prayers are with them.
I cannot say goodbye without failing to thank the Heroes of the Homeland, soldiers and police; to the members of the Civil Defense, the Fire Department, the Red Cross, to the members of the church, to the Christian brothers, to all the rescuers, to Polaris too. Thank you very much Polaris for that donation, thank you.
We are going to continue working, I insist, Chocó has a President with El Tigre and we are going to ensure, with the help of God and the support of the Colombian people, that this department is in the place of greatness that it deserves.
Today more than ever I am firm for Chocó and firm for the Homeland. May God bless Chocó.

Y en medio de esta tragedia tan grande, tenemos una oportunidad histórica de saldar la deuda que, por tantos años, ha tenido el Estado colombiano con este departamento, que ha sido abandonado a su suerte. Vamos a hacer un plan especial para el Chocó, vamos a salir adelante juntos como sociedad, como país bajo una misma bandera que no admite diferencias ideológicas y políticas cuando de la solidaridad se trata. Así que, señora Gobernadora, señores alcaldes, todo el compromiso del Gobierno Nacional para sacar adelante al departamento en medio de horas tan aciagas y complejas, pero –como lo dije anteriormente– con la disposición total para implementar un plan especial que nos permita traerle, de una buena vez, a este departamento desarrollo, progreso y futuro. En el Gobierno Nacional, el Chocó tiene dolientes. Voy a estar viniendo muy seguido, voy a estar muy atento a las obras que tenemos que hacer, a las viviendas que tenemos que construir y reparar para ayudarles a tantas víctimas de este desastre natural. El Chocó no está solo, el Chocó tiene Presidente con el Tigre. Y quiero aprovechar la oportunidad para felicitar a la señora Gobernadora y a los alcaldes por el manejo que le han dado a esta tragedia. Han sido muy diligentes, muy comprometidos y créanme que cuando Colombia se une en torno a un mismo propósito entre todos podremos reconstruir la Patria. Hoy quiero, también, anunciarle al país y al departamento que voy a designar un gerente especial, señora Gobernadora, para que sea el articulador de las necesidades del departamento que dependan del Gobierno Nacional y haremos todo lo que esté a nuestro alcance por saldar, insisto, esa deuda histórica con un departamento que se merece un mejor futuro, todo nuestro cariño, todo nuestro compromiso. La Primera Dama tiene un anuncio, porque mandó un carrito Polaris que nos han donado y tan pronto se lo donaron dijo: “Va para el Chocó". Bueno, mi compromiso, aquí estamos ratificando el trabajo que estamos haciendo y el compromiso que tenemos con todas las víctimas, especialmente aquí en el Chocó. Hemos recibido muchas donaciones y las hemos hecho llegar aquí a través de enlace directo con la Gobernadora. Recibimos un carro Polaris para que ella pueda desplazarse a los distintos municipios a verificar las situaciones con ayudas humanitarias. Y también queremos decirles a todos los colombianos que nuestros puntos de recolección de ayudas humanitarias siguen abiertos y, a partir de mañana, también vendrán 12 camiones llenos de ayudas humanitarias que incluyen alimentación, kits de aseo y kits nocturnos y llegarán directamente a la bodega que dispuso la Gobernadora para así poder atender las necesidades de los distintos municipios. Entonces, la invitación es a que todos los colombianos nos sigan apoyando, donando en los distintos puntos que tenemos alrededor del país, porque estamos haciendo todo el trabajo logístico para que las ayudas lleguen lo más pronto posible a este lugar. La Primera Dama será y es la madrina del Chocó. Gracias, gracias mi amor, gracias. Hay que decir que, afortunadamente, ya en el departamento del Chocó no tenemos desaparecidos, tenemos un saldo trágico de 13 personas muertas. Nuestra solidaridad con sus familias, nuestro corazón y nuestras oraciones están con ellos. No puedo despedirme sin dejar de agradecer a los Héroes de la Patria, soldados y policías; a los miembros de la Defensa Civil, del Cuerpo de Bomberos, de la Cruz Roja, a los miembros de la iglesia, a los hermanos cristianos, a todos los rescatistas, a Polaris también. Muchas gracias Polaris por esa donación, gracias. Vamos a seguir trabajando, insisto, el Chocó tiene Presidente con el Tigre y vamos a hacer, con la ayuda de Dios y el apoyo del pueblo colombiano, que este departamento esté en el lugar de grandeza que se merece. Hoy más que nunca estoy firme por el Chocó y firme por la Patria. Que Dios bendiga el Chocó. Gracias, que Dios bendiga al Chocó.
