The event was organized by the Legislative Chamber, the Senate of the Oliy Majlis of Uzbekistan, the Ministry of Justice, the Institute of Legislation and Legal Policy, and the Islamic Civilization Center.

The conference began with a welcoming address and opening report by Nuriddin Ismoilov, Speaker of the Legislative Chamber of the Oliy Majlis. In his report, he highlighted the country’s 35-year development path, the fundamental changes that have taken place in the life of the state, law, and society during this period, as well as the results achieved. In particular, it was noted that over the past decade, under the leadership of President Shavkat Mirziyoyev, a new development strategy has been formulated and consistently implemented to ensure human rights and freedoms and create opportunities for people to realize their potential, based on the idea of a New Uzbekistan.

During the discussions, participants addressed topics such as constitutional modernization, advancing parliamentarism, improving national legislation, increasing the efficiency of public administration with a focus on serving people’s interests, preserving cultural heritage, achieving Sustainable Development Goals, and expanding international and interparliamentary cooperation.

Participants indicated that the 2023 constitutional reform reinforced the renewed development foundations aligned with the “human – society – state” principle. They also emphasized that a key future goal is the consistent and effective implementation of the updated constitutional provisions in legislation and law enforcement practices.

Environmental sustainability and the green economy were key topics on the conference agenda. It was highlighted that approximately 1 billion trees and shrubs have been planted through the “Yashil Makon” project. Additionally, forests are being established on over 2 million hectares of the dried Aral Sea seabed, and renewable energy now accounts for nearly 45 percent of electricity generation.

Based on the approaches discussed during the plenary sessions and thematic discussions, the conference reached several conclusions. Notably, it highlighted that evaluating the success of reforms should go beyond the decisions made and include their tangible effects on people’s daily lives, the business climate, education, public service quality, and regional development.

The participants emphasized the importance of viewing public administration, legislation, the economy, human capital, social policy, environmental sustainability, and international cooperation as interconnected parts of a unified development process. They highlighted that adopting this comprehensive approach would lead to sustainable and long-lasting reform outcomes.

Following the conference, the Tashkent Declaration was adopted to promote greater interparliamentary cooperation, strengthen dialogue based on mutual trust and respect, expand the exchange of legislative experience, and support joint initiatives.
