Change process to the Family Law Affairs Directorate explained
On Thursday, August 13, 2026, the Family Law Affairs Office (Bufaz) provided an extensive presentation to the Minister of Justice and Security, Harish Monorath, about the intended transformation of the organization into the Family Law Affairs Directorate. The presentation took place in the large meeting room of the ministry and was aimed at informing the minister in more detail about the change process, the current situation within Bufaz and the points of attention that have been identified.
The presentation was provided by Djokarto Rinette from RPD Consultancy. During the meeting, the various aspects that are important for a careful and successful transformation of Bufaz into a directorate within the Ministry of Justice and Security were discussed.
Personnel capacity analysis
An important part of the presentation concerned the analysis of the strengths and weaknesses of the staff. The current capacity, expertise and deployability of employees were examined, as well as the areas where further development and strengthening are necessary.
According to the presentation, a well-functioning and expert workforce is an important condition for the successful execution of the future tasks of the Directorate of Family Law Affairs.
Bottlenecks within the current working method
In addition to the personnel aspects, various bottlenecks within Bufaz's current working method were also discussed. These points of interest are important in determining the structure, tasks and working methods of the future directorate.
Director of Operational Services, Bies Somai, pointed out during the meeting that the Ministry of Justice and Security is regularly approached for issues for which it is not always directly responsible. According to Somai, in practice the ministry becomes involved in various social matters, even when they formally fall within the scope of other ministries.
Minister emphasizes clear demarcation of tasks
Minister Monorath endorsed that Justice and Security is involved in many social issues in practice. According to him, this creates the expectation that the ministry will provide support in various areas.
The minister emphasized that the transformation of Bufaz will have consequences for the way in which the ministry carries out its tasks. With the transition to the Family Law Affairs Directorate, clear choices will have to be made about which activities will be continued within the new structure.
He pointed out that Bufaz currently fulfills a national task. At the same time, during the transformation process it will be necessary to determine which activities fit within the new organizational structure and which activities may need to be organized differently or phased out.
“Bufaz is an agency that operates nationally, but we will have to omit certain things,” said Minister Monorath.
In addition to representatives of the Ministry of Justice and Security, representatives of UNICEF were also present at the meeting. Sandhija Soekhoe and Shakesh Mahabier, among others, took part in the discussion.
Also present were Romana Bron from the Ministry of Justice and Security and Ragini Moektoemisier, staff member of the Director of Operational Services.
The transformation of Bufaz into the Family Law Affairs Directorate is part of the further strengthening and modernization of services within the Ministry of Justice and Security.

Verandertraject naar Directoraat Familierechtelijke Zaken toegelicht Het Bureau Familierechtelijke Zaken (Bufaz) heeft op donderdag 13 augustus 2026 een uitgebreide presentatie verzorgd aan de minister van Justitie en Veiligheid, Harish Monorath, over de voorgenomen transformatie van de organisatie naar het Directoraat Familierechtelijke Zaken. De presentatie vond plaats in de grote vergaderzaal van het ministerie en had als doel de minister nader te informeren over het verandertraject, de huidige situatie binnen Bufaz en de aandachtspunten die daarbij zijn geïdentificeerd. De presentatie werd verzorgd door Djokarto Rinette van RPD Consultancy. Tijdens de bijeenkomst werd ingegaan op de verschillende aspecten die van belang zijn voor een zorgvuldige en succesvolle transformatie van Bufaz naar een directoraat binnen het ministerie van Justitie en Veiligheid. Analyse van personele capaciteit Een belangrijk onderdeel van de presentatie betrof de analyse van de sterke en zwakke kanten van het personeel. Daarbij is gekeken naar de huidige capaciteit, deskundigheid en inzetbaarheid van medewerkers, evenals naar de gebieden waar verdere ontwikkeling en versterking noodzakelijk zijn. Volgens de presentatie vormt een goed functionerend en deskundig personeelsbestand een belangrijke voorwaarde voor het succesvol uitvoeren van de toekomstige taken van het Directoraat Familierechtelijke Zaken. Knelpunten binnen de huidige werkwijze Naast de personele aspecten werden ook verschillende knelpunten binnen de huidige werkwijze van Bufaz besproken. Deze aandachtspunten zijn van belang bij het bepalen van de inrichting, taakstelling en werkwijze van het toekomstige directoraat. Directeur Operationele Diensten, Bies Somai, bracht tijdens de bijeenkomst naar voren dat het ministerie van Justitie en Veiligheid regelmatig wordt benaderd voor vraagstukken waarvoor het niet altijd rechtstreeks verantwoordelijk is. Volgens Somai raakt het ministerie in de praktijk betrokken bij uiteenlopende maatschappelijke aangelegenheden, ook wanneer deze formeel tot het werkterrein van andere ministeries behoren. Minister benadrukt duidelijke taakafbakening Minister Monorath onderschreef dat Justitie en Veiligheid in de praktijk bij veel maatschappelijke vraagstukken wordt betrokken. Hierdoor ontstaat volgens hem de verwachting dat het ministerie op verschillende terreinen ondersteuning biedt. De minister benadrukte dat de transformatie van Bufaz gevolgen zal hebben voor de wijze waarop het ministerie zijn taken uitvoert. Met de overgang naar het Directoraat Familierechtelijke Zaken zullen duidelijke keuzes moeten worden gemaakt over welke werkzaamheden binnen de nieuwe structuur worden voortgezet. Hij wees erop dat Bufaz momenteel een landelijke taak vervult. Tegelijkertijd zal tijdens het transformatieproces moeten worden vastgesteld welke activiteiten passen binnen de nieuwe organisatorische structuur en welke werkzaamheden mogelijk anders moeten worden ingericht of afgebouwd. “Bufaz is wel een instantie die landelijk opereert, maar bepaalde zaken zullen we achterwege moeten laten”, aldus minister Monorath. Bij de bijeenkomst waren naast vertegenwoordigers van het ministerie van Justitie en Veiligheid ook vertegenwoordigers van UNICEF aanwezig. Onder anderen Sandhija Soekhoe en Shakesh Mahabier namen deel aan de bespreking. Verder waren aanwezig Romana Bron van het ministerie van Justitie en Veiligheid en Ragini Moektoemisier, stafmedewerker van de Directeur Operationele Diensten. De transformatie van Bufaz naar het Directoraat Familierechtelijke Zaken vormt onderdeel van de verdere versterking en modernisering van de dienstverlening binnen het ministerie van Justitie en Veiligheid.
