Internationale missie versterkt tabaksontmoediging en aanpak Illegale Tabakshandel in Suriname
An international delegation from the Pan American Health Organization (PAHO/WHO) and Johns Hopkins University completed a successful technical mission in Suriname from August 10 to 13, 2026. The mission focused on strengthening the national tobacco control policy, presenting a scientific study on illegal tobacco trade and introducing a fiscal model for tobacco taxes.
The mission builds on an initial consultation in February 2026 and has focused in recent days on translating policy intentions into concrete action through intensive intersectoral consultation. An important part of the mission was the policy visit on Wednesday, August 12, to Minister André Misiekaba of Health, Welfare & Labor. During this meeting, the goals of the mission and the need for a strong, chain-wide approach to tobacco products were discussed.
In addition, the delegation, together with the National Tobacco Control Team (NTTC), held consultations with the Ministry of Finance & Planning, the Director of Taxes and the Ministry of Foreign Affairs (led by Directors of International Organizations and Multilateral Affairs). Capacity building, training for the Tax Authorities and Customs and international treaty obligations were central.
On Wednesday, August 12, a broad multi-sectoral conference took place in the Lallarookh building. Researchers from Johns Hopkins University and Prof. Dr. Toelsie presented the results of a study into the size and dynamics of the illegal tobacco trade in Suriname.

On the closing day, Thursday, August 13, a preliminary tobacco tax model was presented to experts from Finance, Public Health and Customs during a technical workshop. This model provides concrete tools to use excise tax increases in a well-considered manner to support both public health and state revenues.
The mission concluded with assessments where agreements were made on the next steps towards the possible ratification of the International Protocol on the Elimination of Illicit Trade in Tobacco Products

Een internationale delegatie van de Pan-Amerikaanse Gezondheidsorganisatie (PAHO/WHO) en de Johns Hopkins University heeft van 10 tot en met 13 augustus 2026 een succesvolle technische missie afgerond in Suriname. De missie stond in het teken van de versterking van het nationale tabaksontmoedigingsbeleid, de presentatie van een wetenschappelijke studie over illegale tabakshandel en het introduceren van een fiscaal model voor tabaksaccijnzen. De missie bouwt voort op een eerste overleg in februari 2026 en richtte zich de afgelopen dagen op het vertalen van beleidsintenties naar concrete actie door middel van intensief intersectoraal overleg. Tijdens deze ontmoeting werd gesproken over de doelen van de missie en de noodzaak van een krachtige, ketenbrede aanpak van tabaksproducten. Daarnaast voerde de delegatie, samen met het Nationaal Team Tabaksontmoediging (NTTC), overleg met het Ministerie van Financiën & Planning, de Directeur der Belastingen en het Ministerie van Buitenlandse Zaken (onder leiding van Directeuren Internationale Organisaties en Multilaterale Zaken). Hierbij stonden capaciteitsopbouw, training voor de Belastingdienst en Douane en de internationale verdragsverplichtingen centraal. Op woensdag 12 augustus vond in het Lallarookh gebouw een brede multisectorale conferentie plaats. Onderzoekers van de Johns Hopkins University en Prof. Dr. Toelsie presenteerden daar de resultaten van een studie naar de omvang en dynamiek van de illegale tabakshandel in Suriname. Aan de discussies over de impact op volksgezondheid, belastingheffing en rechtshandhaving werd deelgenomen door vertegenwoordigers van: Op de afsluitende dag, donderdag 13 augustus, werd tijdens een technische workshop een voorlopig tabaksbelastingmodel gepresenteerd aan experts van Financiën, Volksgezondheid en Douane. Dit model biedt concrete handvatten om accijnsverhogingen doordacht in te zetten ter ondersteuning van zowel de volksgezondheid als de staatsinkomsten.
