DECRET N°100/106 DU 12 AOUT 2026 PORTANT NOMINATION D’UN HAUT CADRE ET CADRES A LA VICE-PRESIDENCE DE LA REPUBLIQUE
The President of the Republic of Burundi and Acting President of the African Union, His Excellency Evariste Ndayishimiye, received in audience, this August 11, 2026 at the Palais Ntare House, the new Secretary General of the East African Community, Ambassador Stephen Patrick Mbundi.
The purpose of the visit was focused on three main aspects:
The new Secretary General first came to officially introduce himself to the Burundian President and Acting President of the African Union as the new Secretary of the Regional Organization, after taking office on May 27, 2026. He came to show him that he is at work!
He also carried a message of recognition and thanks to the Head of State and the people of Burundi, via President Ndayishimiye, for Burundi's unwavering support for the candidacy which led to his election for the very prestigious responsibilities of the General Secretariat of the East African Community.
He also came to ask His Excellency the President of the Republic of Burundi for his blessing and advice for the major projects that await him. Indeed, in the opinion of the new Secretary General, at a time when the East African Community begins to implement major projects through its 7th Development Plan, it is important to call on the forces of the entire Community to coalesce towards this vision.
From this vast project, we expect in particular an increase in trade between the Member States of the Community: “We have a vast market of at least 300 million people, and we have a lot of resources; we can do good business if we decide to work together,” the new Secretary of the East African Community suggested to the press, after his meeting with the Burundian President.
Still within the framework of this vast program, the Secretary General asked His Excellency Evariste Ndayishimiye for his blessing and advice for the development of major infrastructures which the Community greatly needs today more than ever. They also talked about the efficient exploitation of large lakes like Tanganyika or Victoria, which could significantly reduce air transport costs.
The President of Burundi and Acting President of the African Union insisted on the certification of commercial products circulating within the Community.
Note that the new Secretaries were also in Burundi as part of the 5th Edition of the Continental Dialogue on the Youth, Peace and Security Agenda expanded, for this Edition, on the Women, Peace and Security Agenda expanded this year to the Women, Peace and Security Agenda.

Le Président de la République du Burundi et Président en Exercice de l’Union Africaine, Son Excellence Evariste Ndayishimiye, a reçu en audience, ce 11 aouut 2026 au Palais Ntare House, le nouveau Secrétaire Général de la Communauté de l’Afrique de l’Est, Ambassadeur Stephen Patrick Mbundi. L’objet de la visite était axé sur trois grands volets : Le nouveau Secrétaire Général était venu d’abord se présenter officiellement au Président burundais et Président en Exercice de l’Union Africaine comme nouveau Secrétaire de l’Organisation régionale, après sa prise de fonctions le 27 mai 2026. Il était venu lui montrer qu’il est au travail quoi ! Il était également porteur d’un message de reconnaissance et de remerciements au chef de l’Etat et au peuple burundais, via le Président Ndayishimiye, pour le soutien sans failles du Burundi à la candidature qui a conduit à son élection pour les très prestigieuses responsabilités du Secrétariat Général de de la Communauté de l’Afrique de l’Est. Il venait aussi solliciter à Son Excellence le Président de la République du Burundi sa bénédiction et ses conseils pour les grands chantiers qui l’attendent. En effet, de l’avis du nouveau Secrétaire Général, au moment où la Communauté d’Afrique de l’Est commence à mettre en œuvre les grands projets à travers son 7e Plan de développement, il est important d’interpeller les forces de toute la Communauté pour qu’elles se coalisent vers cette vision. De ce vaste projet, on attend notamment l’accroissement des échanges commerciaux entre les Etats membres de la Communauté : « Nous avons un vaste marché d’au moins 300 millions de personnes, et nous avons beaucoup de ressources ; nous pouvons faire de bonnes affaires si nous décidons de travailler ensemble », a laissé entendre à la presse le nouveau Secrétaire de la Communauté de l’Afrique de l’Est, au sortir de son entretien avec le Président burundais. Toujours dans le cadre de ce vaste programme, le Secrétaire Général a sollicité à Son Excellence Evariste Ndayishimiye sa bénédiction et ses conseils pour le développement des grandes infrastructures dont la Communauté a beaucoup besoin aujourd’hui plus que jamais. Ils ont aussi parlé de l’exploitation efficiente des grands lacs comme le Tanganyika ou le Victoria, ce qui pourrait réduire sensiblement les coûts du transport aérien. Le Président du Burundi et Président en Exercice de l’Union Africaine a, lui, insisté sur la certification des produits commerciaux circulant à l’intérieur de la Communauté. Signalons que le nouveau Secrétaires était au Burundi aussi dans le cadre de la 5e Edition du Dialogue continental sur l’Agenda Jeunesse, Paix et Sécurité élargie, pour cette Edition, sur l’Agenda Femme, Paix et Sécurité élargi cette année à l’Agenda Femmes, Paix et Sécurité.
