Talca, August 13, 2026.- The President of the Republic, José Antonio Kast, monitored on the ground this Thursday the settlement process of the new La Laguna prison, in Talca, which includes the transfer from different prisons of nearly 300 highly dangerous inmates, including leaders and members of gangs linked to organized crime. Accompanied by the bi-minister of the Interior and Segegob, Claudio Alvarado; the Minister of Public Security, Martín Arrau; and the Minister of Justice and Human Rights, Fernando Rabat, the Head of State toured the facilities of the new penitentiary establishment and inspected the high security modules, and the special surveillance and confinement measures arranged to receive inmates with high criminal commitment. The operation constitutes the largest transfer of highly dangerous inmates carried out so far by the Gendarmerie, both in terms of the number of inmates involved and their criminal profile. Among the transferred people are 40 members of organized crime gangs, including nine leaders of these organizations. To them are added 154 inmates with high criminal commitment from the CDP Santiago Sur and another 104 from the CCP of Cauquenes, within the framework of the progressive process of settlement and implementation of the new facility. The transfer from Santiago to Talca took place by land, through Route 5 South, under an extensive security device and coordination between Gendarmerie, Carabineros, the Investigative Police and other State institutions. The settlement process will continue during the next stages with the transfer of inmates from penitentiary establishments in Talca, Rancagua, Valparaíso, Cauquenes, Parral and Curicó. With this process it is planned to progressively enable 1,679 new places, which, added to the 418 currently in operation, will allow reaching a total capacity of 2,097 penitentiary places in the Talca campus.President Kast: "We have to achieve a radical change in how we think about penitentiary policy in Chile"In his speech, President Kast assured that "we have to achieve a radical change in how we think about penitentiary policy in Chile. We were able to see the isolation cells, we have to see how some situations have to be perfected according to the advance of organized crime and terrorism, and that the control measures are very strict." The President thanked "the parliamentary initiatives on security measures for prisons, because for a long time parliamentarians have also been pointing out that highly dangerous prisoners have to have a uniform, which is not appropriate." that they receive orders, that the visits have to be through call rooms. That is something that we have been collecting from the approach of the different parliamentarians and from the experience that the Gendarmerie and the Police Forces have transmitted to us. Talca, 13 de agosto de 2026.- El Presidente de la República, José Antonio Kast, monitoreó este jueves en terreno el proceso de poblamiento de la nueva cárcel La Laguna, en Talca, que contempla el traslado desde distintos recintos penitenciarios de cerca de 300 reclusos de alta peligrosidad, entre ellos líderes e integrantes de bandas vinculadas al crimen organizado.Acompañado por el biministro del Interior y Segegob, Claudio Alvarado; el ministro de Seguridad Pública, Martín Arrau; y el ministro de Justicia y Derechos Humanos, Fernando Rabat, el Jefe de Estado recorrió las instalaciones del nuevo establecimiento penitenciario e inspeccionó los módulos de alta seguridad, y las medidas especiales de vigilancia y reclusión dispuestas para recibir a internos de alto compromiso delictual.El operativo constituye el traslado de reclusos de alta peligrosidad de mayor envergadura realizado hasta ahora por Gendarmería, tanto por el número de internos involucrados como por su perfil delictual. Entre las personas trasladadas se encuentran 40 integrantes de bandas de crimen organizado, incluidos nueve líderes de estas organizaciones.A ellos se suman 154 internos de alto compromiso delictual provenientes del CDP Santiago Sur y otros 104 provenientes del CCP de Cauquenes, en el marco del proceso progresivo de poblamiento y puesta en operación del nuevo recinto.El traslado desde Santiago hacia Talca se desarrolló por tierra, a través de la Ruta 5 Sur, bajo un amplio dispositivo de seguridad y coordinación entre Gendarmería, Carabineros, la Policía de Investigaciones y otras instituciones del Estado.El proceso de poblamiento continuará durante las próximas etapas con el traslado de internos provenientes de establecimientos penitenciarios de Talca, Rancagua, Valparaíso, Cauquenes, Parral y Curicó.Con este proceso se proyecta habilitar progresivamente 1.679 nuevas plazas, que, sumadas a las 418 actualmente en funcionamiento, permitirán alcanzar una capacidad total de 2.097 plazas penitenciarias en el recinto de Talca.Presidente Kast: "Tenemos que lograr un cambio radical en cómo pensamos la política penitenciaria en Chile"En su discurso, el Presidente Kast aseguró que "tenemos que lograr un cambio radical en cómo pensamos la política penitenciaria en Chile. El nivel de hacinamiento hoy día sobrepasa todos los límites y eso requiere una manera efectiva y rápida de poder enfrentarlo, pero también tenemos que solicitarles a los parlamentarios que revisemos cómo vamos a implementar la Agenda contra el Crimen Organizado y el Terrorismo, que parte con la detención, la persecución penal, las sentencias, pero tiene un pie muy importante en los recintos penales. Pudimos ver las celdas de aislamiento, tenemos que ir viendo cómo algunas situaciones tienen que perfeccionarse de acuerdo al avance del crimen organizado y del terrorismo, y que las medidas de control sean muy estrictas".El Mandatario agradeció "las iniciativas parlamentarias en medidas de seguridad para los recintos penitenciarios, porque de larga data los parlamentarios también vienen señalando que los reos de alta peligrosidad tienen que tener uniforme, que no corresponde que reciban encomiendas, que las visitas tienen que ser a través de locutorios. Eso es algo que hemos ido recogiendo de planteamiento de los distintos parlamentarios y de la experiencia que nos ha transmitido Gendarmería y las Fuerzas Policiales.
