Caasd garantiza conclusión de la cañada Marañón en Santo Domingo Norte
SantoDomingo.–The general director of the Santo Domingo Aqueduct and Sewer Corporation (Caasd), engineer Felipe “Fellito” Suberví, guaranteed that the intervention at Lacañada Marañón, in Santo Domingo Norte, will be completed and explained that the temporary stoppage of work responds exclusively to administrative processes.
"We are going to conclude it. I am not failing to comply, we have not looked bad anywhere. In six years of management we have not abandoned a single project nor have we failed to fulfill a commitment," the official stated, while reaffirming that the government of President Luis Abinader works for security and to improve the quality of life of the families who live in the vicinity of that canyon and some 63,000 meters of canyons in Greater Santo Domingo.
Suberví reported that the work has progressed more than 80%, leaving only around 400 meters of the central section of the ravine, considered the longest in Santo Domingo Norte, with almost 4,000 meters in length.
He explained that the project was executed by six contractors and that, during its development, unforeseen situations arose that increased the costs of the work, due to tributaries not contemplated in the original design, houses that had to be removed and land conditions different from those projected.
"When one enters a ravine, realities appear that were not in the initial studies. Additional tributaries arise, homes that require intervention and soil conditions that force the project to be modified, which generates greater investments," indicated the director of the Caasd.
Suberví assured that Caasdya carried out the bidding process to continue the work, but explained that the review of the proposals has taken longer than expected due to the high participation of bidders.
"We put out to tender for 17 additional kilometers of ravines and 161 bidders participated. There are 161 files that must be reviewed one by one to guarantee a transparent and fair process. Many times things do not depend on Fellito Suberví, but on the state bureaucracy," he expressed.
However, he announced that the process is in its final phase and estimated that work in the Marañón Canyon will be restarted in approximately 20 days.
The director of the Caasdd highlighted that the institution is currently intervening 45,000 meters of canyons and that, after the results obtained in these projects, President Abinader authorized the tender for another 17,000 meters, for a total of 63,000 meters of canyons in execution.
"It is something unprecedented in the history of the country and the CAASD. We made ravines fashionable, because all governments focused on other works," said Fellito Suberví.

Subervíinformó que la obra presenta unavance superior al 80 %, restando únicamente alrededor de 400 metros del tramo central de la cañada, considerada la más extensa de Santo Domingo Norte, con casi4,000 metros de longitud. Explicó que el proyecto fue ejecutado porseis contratistasy que, durante su desarrollo,surgieron situaciones imprevistasque incrementaron los costos de la obra, debido a afluentes no contemplados en el diseño original, viviendas que debieron ser removidas y condiciones del terreno diferentes a las proyectadas. “Cuando uno entra a una cañada aparecen realidades que no estaban en los estudios iniciales. Surgen afluentes adicionales, viviendas que requieren intervención y condiciones del suelo que obligan a modificar el proyecto, lo que genera mayores inversiones”,indicó el director de laCaasd. Suberví aseguró que laCaasdya realizó elproceso de licitaciónpara continuar los trabajos, pero explicó que la revisión de las propuestas ha tomado más tiempo del previsto debido a laalta participación de oferentes. “Nosotros licitamos 17 kilómetros adicionales de cañadas y participaron 161 oferentes. Son 161 expedientes que deben revisarse uno por uno para garantizar un proceso transparente y justo. Muchas veces las cosas no dependen de Fellito Suberví, sino de la burocracia estatal”,expresó. No obstante, adelantó que el proceso se encuentra en sufase finaly estimó que los trabajos en la cañada Marañón serán reiniciados enaproximadamente 20 días. El director de laCaasddestacó que actualmente la institución interviene45,000 metros de cañadasy que, tras los resultados obtenidos en esos proyectos, el presidente Abinader autorizó la licitación de otros17,000 metros, para un total de63,000 metros de cañadas en ejecución. “Es algo sin precedentes en la historia del país y de laCaasd. Nosotros pusimos de moda las cañadas, porque todos los gobiernos se enfocaban en otras obras”,manifestó Fellito Suberví.
